Reliable sourcing and import agency services.
I am a small and medium-sized factory in Zhejiang that exports cross-border furniture. We just signed a long-term cooperation agreement with an import and export agency in Shanghai.
We ran into a pitfall when filling out the agent export collection form for the first time: we filled in the wrong field corresponding to the customs declaration value last week, causing the incoming foreign exchange to be on hold for 3 days before settlement, which delayed the payment for raw materials. Now we have 3 orders to Germany about to be shipped, and we are afraid of making another mistake that will trigger foreign exchange regulatory alerts and even affect subsequent export tax refund applications.
Now we are unsure about several fields, such as the filling requirements for the inshore collection person ID number, and the difference filling rules when the declared currency is different from the actual received currency. Is there any latest filling specifications and verification methods for 2026 that we can refer to?

Before filling out, complete cross-verification of pre-submitted documents. Prepare 4 documents in advance: the agent export agreement, the draft customs declaration form, the commercial invoice, and the foreign purchaser's contract,to ensure that the source data of all fields are completely consistent, avoiding contradictions in core information such as "goods value, currency, name of overseas payer".
Core field filling must strictly comply with the latest specifications of the State Administration of Foreign Exchange (SAFE) in 2026: The inshore collection person ID number must be filled with the unified social credit code of the agency, not the code of the factory itself, the customs declaration value must be consistent with the FOB value of the commercial invoice. If there are differences in freight and insurance premiums, the amount and corresponding deduction voucher number must be marked separately in the remarks column, when there is a difference between the declared currency and the actual received currency,it must be converted into the declared currency amount at the spot exchange buying rate announced by the bank on the day of receipt, and the difference must be filled separately in the "exchange rate gain/loss" column, the original declared goods value cannot be modified directly.
After filling out,two-step verification process must be followed: first, verify whether the inshore collection person information, goods value information on the draft customs declaration form and the content of the collection form are completely matched, then upload the scanned documents through the pre-verification tool of the SAFE Digital Foreign Exchange Administration Platform for preliminary verification, avoiding logical errors.
If errors are found after submission,a correction application must be submitted to the agency within 3 working days, accompanied by corresponding documentary proof materials. The agency shall submit the correction application to SAFE,private modification of the already submitted collection form content is prohibited to avoid triggering regulatory alerts. All documents related to filling must be retained for 5 years for future export tax refund verification.

The "customs declaration number" field of the agent export collection form must be filled with the 18-digit formal customs declaration number, not the pre-entry number, otherwise the cross-verification data of the General Administration of Customs (GAC) and SAFE will fail, leading to exchange settlement on hold. If on hold due to incorrect number filling, first apply to the customs for a customs declaration certificate, then the agency submits a data matching application to SAFE, and the solution can usually be completed within 3 working days.
When filling out, note that the "overseas consignee" on the customs declaration form must be consistent with the "overseas payer" on the collection form. If there is third-party payment, mark the payment agreement number in the remarks column, and prepare the payment agreement for inspection in advance to avoid being judged as abnormal exchange collection.

The "collection date" field on the collection form must be filled with the actual date of receipt, not the payment date agreed in the contract, otherwise the mismatch between the exchange collection date and the foreign exchange revenue and expenditure declaration data will lead to compliance alerts. If the actual collection time is more than 90 days later than the expected time, check the corresponding option in the "deferred collection" column of the collection form and submit a deferred payment statement to avoid affecting subsequent applications for exchange collection quotas.
For orders using Cross-Border Interbank Payment System (CIPS) RMB cross-border settlement, mark the CIPS message number in the remarks column, which is consistent with the filling rules of SWIFT messages. All message records must be retained for 3 years to meet the compliance verification requirements of SAFE.

All data filled in the collection form must be 100% consistent with the corresponding fields of the export tax refund declaration. The amount of the "goods value" field must be completely matched with the FOB value of the tax refund declaration. For exchange collection differences, those within 500 USD can be directly treated as exchange gains or losses, and those exceeding 500 USD must submit a difference statement to the tax authority, otherwise the tax refund application will be rejected and even trigger tax reference verification.
The completed collection form must be bound and retained together with the agent export agreement, customs declaration form, commercial invoice, and transport documents as core materials for document filing, with a retention period of 5 years. The relevant materials must be quickly accessed when the tax authority verifies, to avoid tax refund recovery due to incomplete documents.

If the overseas payer on the agent export collection form is inconsistent with the contracted buyer, sign a third-party payment agreement in advance to clarify the responsibilities and obligations of the payer, and mark the payment agreement number in the remarks column of the collection form, to avoid subsequent ownership disputes. If the payment is by letter of credit (L/C) when filling out the collection form, check the L/C option in the "settlement method" column and mark the L/C number to ensure that the collection form information is completely matched with the L/C terms, to avoid bank refusal due to information inconsistency.
All filled content must be consistent with the provisions of the agent export agreement. If there is a conflict in information, modify the collection form content after signing a supplementary agreement with the agency first, to avoid subsequent liability disputes.

The "trade term" field on the collection form must be consistent with the trade term marked on the bill of lading. If it is CIF term, mark the specific amount of freight and insurance premiums in the remarks column, which must be completely matched with the freight and insurance premium amount on the customs declaration form.
If the goods are diverted to another port during transit, mark the actual destination port after the port diversion in the remarks column of the collection form, and attach the port diversion application form as supporting materials, to avoid failure of exchange collection verification due to inconsistent logistics information. If additional expenses such as container detention fees and port diversion fees are generated and deducted directly from the collection amount, mark the corresponding expense amount in the "collection difference" column and attach the expense invoice as a voucher, to avoid logical inconsistency in data.

The "currency" field on the collection form must be consistent with the actual currency of the overseas payment. If it is non-USD currency such as Euro or British Pound, when converting to RMB for declaration, use the central parity rate of RMB on the day of receipt, not the exchange rate agreed in the contract, otherwise errors in exchange gain/loss accounting will occur, affecting the filing of corporate income tax.
If multiple batches of goods are collected together, mark the corresponding customs declaration number and goods value of each batch in the remarks column of the collection form. The split data must be completely matched with the customs data of each batch, to avoid triggering tax compliance alerts due to failure to meet the arm's length principle of related party transaction pricing.

When filling out the agent export collection form, you can also match the capital planning of the supply chain. If there is a long-term cooperative overseas customer, mark the customer's credit rating on the collection form, which is convenient for adjusting the collection period and optimizing capital turnover efficiency later.
If there are orders exported from multiple ports, mark the corresponding export port on the collection form, which is convenient for unified calculation of export costs and collection efficiency of different ports, and adjusting the port selection strategy later. If there is a payment period for collection, you can match the information of the collection form with supply chain financial products, apply for accounts receivable financing in advance, reduce capital occupation costs and improve the operational efficiency of the overall supply chain.
