I am the head of a small and medium-sized foreign trade enterprise engaged in household goods import in Hangzhou. In the past two years, we have started to import solid wood panels directly from Southeast Asia by ourselves. Previously, we asked suppliers to ship goods on our behalf.

Now we want to find an import agent on our own to control costs. We have inquired about three or four agencies, and the quoted prices differ by almost double. Some only quote the basic agency fee without mentioning other extra charges, while others give a flat rate directly, but later state that inspection fees and port detention fees need to be settled separately.

I am afraid there are hidden fees involved, which may easily lead to budget overruns, after all, our profit margin is already thin. Now I just want to figure out how the 2026 import agency charging standards are set, what items are generally included, and whether there are general rules that allow us to calculate the overall cost in advance.

Most traditional import agency charging models adopt the "low basic agency fee + split reimbursement based on actual expenses" model, with very obvious drawbacks: the basic agency fee is quoted extremely low to attract customers, and price hikes are added layer by layer in various subsequent links. Fragmented items such as document fees, bill of lading exchange fees and operation fees are charged separately, and the final total settlement is more than 30% higher than the initial quotation. It is very difficult for small and medium-sized import enterprises to predict cost fluctuations in advance, and budget overruns occur frequently.

At present, there are two mainstream optimization paths in the industry. The first is all-inclusive price charging model, which packs all fees of regular links into a unified quotation for general cargo import. Only unforeseen expenses such as inspection, document amendment and port detention are reimbursed based on actual expenses. It is suitable for regular import enterprises with stable cargo volume, with low access threshold. It applies to all import orders with a single cargo value of less than 1 million, can lock the overall cost in advance, and there will be no large fluctuations.

The second is tiered commission model, which charges agency commission at a fixed proportion of the import cargo value. All logistics, customs clearance and tax and fee expenses are fully reimbursed based on actual expenses, and only agency service commission is charged. It is suitable for import of high-value cargo or special cargo negotiated on a per-shipment basis. The return ratio of this model will gradually optimize with the increase of cargo volume: the higher the annual import volume, the lower the commission ratio.

To accurately calculate your own import agency cost, you need to clarify the full-chain scope of agency services in advance, confirm whether additional links such as bill of lading exchange, warehousing and inland transportation are included, and do not only focus on the level of basic agency fee. You can dynamically calculate the return ratio of the two models according to the actual cargo volume, cargo category and import port, choose a cost-controllable charging method, and avoid the risk of hidden fees from the source.

For fees related to the customs valuation link in import agency charges, most agencies include them in the basic agency fee. However, if there is a valuation dispute that requires provision of price supporting materials and participation in customs valuation consultation, service fees will mostly be charged separately.

Some unscrupulous agencies take advantage of import enterprises' unfamiliarity with valuation rules, deliberately exaggerate the difficulty of valuation, charge high consultation fees, and even collude with third-party institutions to issue false inspection fee invoices for price hikes. For goods such as solid wood panels, the customs has a public price benchmark.

As long as you provide authentic foreign trade contracts, foreign exchange payment vouchers and original factory invoices, you can pass the valuation normally without paying extra high consultation fees. If you are required to pay a separate high valuation fee, you need to confirm the service content in advance before signing the contract.

Logistics-related fees account for more than 60% of import agency charges, and many agencies add price hikes on ocean freight, wharf fees and inland freight links. Terminal handling charges and free storage period rules vary for different import ports. Most solid wood panels imported from Southeast Asian routes enter through Ningbo or Shanghai ports.

The free storage period of Shanghai port is generally 3 days, and that of Ningbo port is 5 days. After the expiration, storage detention fees are calculated on a daily basis. Some agencies collect the full estimated storage detention fee in advance, and do not refund the overcharged part. When choosing an import agency, you need to clarify the calculation standard of logistics fees, require the agency to provide official fee receipts from shipping companies and wharves, and check the fee amount to avoid layer-by-layer price hikes by the agency in logistics links and increase of unnecessary cost expenditure.

For tax-related charges involved in import agency, you need to clarify whether tax planning services are included. Some imported wood can enjoy preferential agreement tariffs. If the agency helps you handle the verification of preferential certificates of origin, you can save a lot of tariff costs.

You need to confirm in advance whether this part of the service fee is included in the agency fee. If you import through the VAT deferral model, you can ease the pressure of capital occupation. Many agencies charge separately for VAT deferral services, and the charging standard is generally 0.1%-0.3% of the cargo value.

This range belongs to the normal scope, and if it exceeds 0.5%, the charge is on the high side. You need to confirm the charging rules for tax and fee payment on behalf in advance. Some agencies take advantage of the time difference of foreign exchange exchange to earn exchange rate differences, and this part of hidden cost should also be avoided in advance.

For import agency charges, service fees related to foreign exchange receipt and payment need to be clarified in advance. Many agencies include foreign exchange settlement and sale services in the basic agency fee, but some agencies additionally charge handling fees according to the proportion of the foreign exchange settlement and sale amount.

The normal charging standard is generally no more than 0.1% of the foreign exchange settlement amount, and if it exceeds this standard, it belongs to unreasonable charging. For import orders adopting RMB cross-border settlement, the handling fee for settlement through CIPS is generally charged by the bank, and the agency will not charge extra fees.

If the agency charges a separate handling fee for RMB settlement, it belongs to unreasonable price hike. All charging items should be specified in the service contract in advance, clarifying which fees are included in the basic quotation and which need to be charged additionally, to avoid subsequent disputes.

Among import agency charges, inspection-related fees are the part where hidden price hikes are most likely to occur. Import of solid wood panels will most probably involve on-site devanning inspection. Normal devanning fees and handling fees are publicly charged by wharves or inspection yards, and the agency only needs to collect them on behalf, with no price hike under normal circumstances.

However, some unscrupulous agencies raise the devanning fee by 20%-50% to earn price differences. If inspection is required, the inspection fee is also directly charged by the inspection institution, and you can ask the agency to provide the fee invoice issued by the inspection institution to check the amount.

If the goods have no problems and pass the inspection normally, you do not need to pay extra relationship-smoothing fees to the agency. You can directly refuse if the agency asks for such fees, which are illegal charges.

For small and medium-sized foreign trade enterprises with long-term stable import demand, they can optimize the overall import agency cost by adjusting the supply chain structure. For example, signing an annual framework agreement with the agency to stipulate the annual charging standard can get a preferential rate lower than that of single entrustment.

For high-frequency small-batch imports, you can choose the quarterly packaged charging model, which has lower cost than single order settlement. You need to choose the most suitable charging model in combination with your own annual import volume, cargo category and import frequency.

For enterprises with annual import volume exceeding 5 million, signing an annual framework agreement can save 10%-15% of agency cost, and considerable cost advantages can be accumulated in the long run. Do not choose unqualified small agencies for low one-time agency fees, as the handling cost for subsequent abnormal situations will be far higher than the difference in agency fees.
