I am a small and medium-sized importer dealing in Japanese and South Korean cosmetics. I have just opened three offline cosmetics collection stores this year. Previously, I used less-than-container load (LCL) consolidation through acquaintances.

Recently, my monthly import volume has stabilized at around RMB 2 million, and I plan to find a formal import agency for long-term cooperation. I got quotations from three agencies, differing by nearly 30%. Some charge 1.5% of goods value, some offer fixed per-piece fees, and also charge separate fees for customs declaration, logistics, and tax advance payment.

I have no prior experience with formal agencies, so I have no idea which fees are reasonable and which are hidden pitfalls. I fear unexpected mid-contract surcharges after signing, leading to higher storage demurrage costs for goods. I want to ask how formal import agency fees are actually calculated and whether there are clear pricing standards.

The biggest pitfall many small and medium-sized importers fall into is only comparing basic service fee quotations while ignoring the premium margin of subsequent hidden charges. Many small agencies intentionally quote basic service fees 30% lower than the industry average, then add charges layer by layer in links like customs declaration, port miscellaneous, and tax advance payment. Even to lower the quotation, they deliberately report a low goods value, triggering customs valuation. The resulting additional duties, taxes, and storage demurrage costs are ultimately borne by the importer. The total cost after full calculation is 15%-20% higher than that of formal agencies.

Formal import agency fees can be clearly divided into three categories, and each item should be checked separately during calculation: First,Basic Agency Service Fee: General cargo has a fixed per-piece fee range of RMB 1,500-3,000. For goods with a value exceeding RMB 1 million,it is charged at 0.6%-1% of goods value, covering basic services such as contract signing on behalf, document verification, and customs clearance coordination. Second,out-of-pocket expenses, covering customs declaration fees, port miscellaneous fees, international and domestic logistics fees, customs duties, and VAT. All expenses can provide official receipts, with no extra surcharges allowed. Third,value-added service fees: The daily interest rate for advance payment services shall not exceed 0.03%. Special services like VAT Deferral and tax planning shall not exceed 0.3% of goods value.

Cost optimization can be implemented from two directions: First, prioritize agencies that support milestone payments and full transparency of details. Do not sign vague all-inclusive contracts with a fixed price. Second, for eligible goods, apply for VAT deferral as much as possible, which can delay VAT payment for 3-6 months. For goods with a value of RMB 1 million, the capital occupation cost can be saved by about RMB 11,000 per quarter. According to current market calculations, the total end-to-end cost for general cosmetic goods with a value of RMB 1 million via a formal import agency can be controlled within the range of RMB 23,000-28,000,saving more than 30% of costs compared to non-formal agencies.

Customs declaration-related costs in import agency fees are mainly affected by customs valuation results. Many agencies quote low prices under the premise of defaulting to declaring at the minimum reference price. Once selected by customs for valuation, additional documents such as certificate of origin, foreign exchange payment vouchers, and trade contract are required.

If not provided, customs will levy duties and taxes based on a higher dutiable value. Many agencies will pass on the additional duties and VAT costs to the importer. Formal agencies will verify the reasonableness of goods value declaration in advance when quoting, and clearly mark the responsibility allocation for valuation risks.

If additional duties and delayed declaration fees are incurred due to the agency’s declaration errors, they shall be borne by the agency. Additional charges for single-ticket valuation services shall not exceed RMB 500, which falls under the scope of reasonable value-added services. If the agency requires the importer to bear all valuation-related costs and charges separate valuation coordination fees exceeding RMB 1,000, this is an unreasonable premium and can be directly rejected.

Logistics costs in import agency fees should clearly distinguish cost boundaries between pre-port, post-port, and transit. Many agencies quote low logistics fees that only cover port-to-port transportation, excluding services such as free storage period application, container detention fee reduction, and inland distribution at the destination port.

Storage fees and container detention fees after the goods arrive at the port are calculated daily, generating additional costs of RMB 300-800 per day after the free storage period (usually 7 days) for general cargo, and twice as high for hazardous goods. Formal agencies will clearly mark the number of free storage days and free container detention days in the quotation, as well as alternative solutions for cargo re-rolling or vessel overbooking.

All logistics cost details can correspond to official quotations from shipping companies and ports, with no extra surcharges. If the logistics fee quoted by the agency is more than 10% lower than the official public quotation, there is a high risk of shifting costs later, and the responsibility allocation should be clarified in advance.

Tax-related costs in import agency fees mainly depend on whether the VAT deferral service is included. By 2026, VAT deferral policies have been fully implemented across all Chinese ports. Eligible general taxpayer enterprises can avoid paying VAT during the customs clearance stage and delay it to the tax filing period for deduction, which can significantly reduce capital occupation costs. Many agencies do not proactively inform of this policy, but instead charge tax advance payment service fees at 1%-2% of the advance payment amount per month.

For goods with a value of RMB 1 million, this will lead to an extra tax advance payment cost of RMB 10,000-20,000 per month. Formal agencies will verify the enterprise’s qualifications in advance, assist with VAT deferral free of charge for eligible enterprises, and only charge tax advance payment service fees for ineligible enterprises, with a daily interest rate not exceeding 0.03%, which is much lower than the average market advance payment cost.

Foreign exchange receipt and payment-related costs in import agency fees should clearly mark the responsible party for exchange rate fluctuations. Many agencies quote prices converted into RMB at a fixed exchange rate, but retain the exchange rate gain during actual foreign exchange purchase.

For goods with a value of USD 1 million, an exchange rate fluctuation of 0.5% will generate an extra cost of RMB 5,000. Formal agencies will settle foreign exchange purchase and sale fees at the real-time bank exchange rate, and provide all SWIFT messages and CIPS payment vouchers without retaining exchange rate gains.

Only for enterprises needing exchange rate locking, a locking service fee not exceeding 20% of the exchange rate gain is charged, which is a reasonable value-added service. If the agency requires settlement at a fixed exchange rate and refuses to provide bank payment vouchers, this is a non-compliant operation that may lead to compliance risks for foreign exchange receipt and payment later.

Before signing the import agency contract, the responsibility boundaries of all fee items should be clarified. Many agency contracts set vague "other miscellaneous fees" clauses, under which all subsequent additional costs can be claimed from the importer, even including fines and storage demurrage caused by the agency’s operational errors. Formal agency contracts do not have vague miscellaneous fee clauses, and all fee items, standards, and responsibility allocations are clearly marked.

All additional costs caused by the agency’s operational errors shall be fully borne by the agency. If vague clauses such as "other fees shall be settled based on actual expenses" and "costs caused by force majeure shall be borne by the importer" appear in the contract, the agency shall be required to delete them in advance and clarify the specific scope of force majeure and the proportion of cost borne.

Inspection-related costs in import agency fees should clearly include whether inspection coordination, container stripping, and inspection submission fees are covered. Many agencies do not mark these costs in the quotation. Once the goods are selected by customs for inspection, a separate inspection coordination fee of RMB 2,000-5,000 will be charged, while the actual official port costs for container stripping and inspection submission are only RMB 500-1,500.

The price difference is retained by the agency. Formal agencies will clearly mark the inspection-related fee standards in the quotation, only charging actual out-of-pocket costs for container stripping and inspection submission, with no extra coordination fees.

If the goods are inspected or detained due to the agency’s declaration errors, all resulting costs shall be borne by the agency. If the agency separately charges inspection service fees exceeding RMB 2,000, this is an unreasonable premium and can be required to be removed.

For long-term cooperation with import agencies, an annual negotiation model can be adopted. If the cargo volume is stable, the per-piece service fee can be 30%-50% lower than the spot quotation. Cost optimization plans can also be customized based on product category, arrival port time, and transportation route.

For example, general cargo can use LCL consolidation via transit ports, hazardous goods can take direct shipping lines, and cargo can be pre-stocked before holidays to reserve space, which can reduce overall logistics costs by 10%-15%. When calculating import agency costs, do not only look at the per-piece quotation, but calculate the overall annual cost based on the total annual cargo volume.

Choose an agency that can provide end-to-end cost optimization plans. For an annual cargo volume of RMB 10 million, the overall cost can be reduced by RMB 300,000-500,000, which is far higher than the difference of per-piece quotations.
