I am the person in charge of a small household appliance B2B export enterprise in the Yangtze River Delta, with a stable annual export volume of around RMB 30 million. This year, we just outsourced the full-chain export business including customs declaration, space booking and foreign exchange collection assistance to a third-party agency.
When settling service fees last month, the agency issued a 6% VAT special invoice with a face value of RMB 120,000. I heard from peers before that some export-related foreign service fees can enjoy exemption policies.
Now I am completely confused about whether I need to pay VAT corresponding to this export agency fee, whether the input VAT of this special invoice can be credited, and whether it will affect my subsequent export tax refund declaration. I am afraid that mistakes will trigger tax warnings and lead to audits, delay tax refund receipt and incur late fees, so I want to figure out the specific judgment rules and operation requirements.

The VAT payment obligation for export agency fees belongs to the party providing agency services, and the entrusting party does not need to pay repeatedly. According to the current tax rules in 2026,for export-related services provided by domestic agency companies,as long as the service takes place within the territory of China, the agency as the main body selling services needs to declare and pay VAT at a rate of 6%. The service fee paid by your side as the entrusting party already includes VAT,so there is no need to additionally declare and pay the corresponding VAT.
The input credit rules shall be determined in combination with the tax refund policy for exported goods. If your exported goods are applicable to the exemption, credit and refund policy, the input VAT of this agency fee can be credited normally without transfer-out treatment,if the exported goods are applicable to the exemption without refund policy, the corresponding input VAT needs to be transferred out and shall not be used for credit or refund. The general trade export of small household appliances you are currently engaged in falls into the category of exemption, credit and refund,so the obtained special invoice can be credited normally, which will not affect the subsequent export tax refund declaration.
Four types of documents need to be retained for future reference at the compliance operation level: export agency service contract, service fee payment voucher,VAT special invoice, and export declaration form of corresponding service batches,to ensure the matching of four flows. Calculated based on your annual agency fee of RMB 120,000,the annual creditable input VAT is about RMB 7,200,which directly reduces the current VAT payable or increases the actual received tax refund amount under the exemption, credit and refund scheme, and there is no tax risk under compliant operation.

If the domestic consignor on the customs declaration form corresponding to the export agency service is the entrusting party, the agency company, as the declaration unit of the customs declaration form, needs to clearly specify in the agency contract that the service scope includes the customs declaration agency module, and the remark column of the corresponding agency fee invoice shall indicate the number range of the corresponding export declaration forms to ensure logical matching of documents. If the document logic is inconsistent, the customs may include the agency fee into the dutiable value of goods during the price review process, which will additionally increase the export tariff payment cost, and the tax cost per shipment may rise by up to 1.5 percentage points.

If the export agency fee includes international logistics costs, the agency shall be required to separately account for domestic agency services and international logistics services and issue invoices respectively. Under the 2026 rules, international cargo transportation services are applicable to the exemption policy, and the separately invoiced international logistics part does not need to pay VAT, which can reduce the tax cost of the overall service fee.
If the agency fee includes additional fees such as container detention fee and port change fee, the corresponding bill of lading number shall be indicated in the invoice remark column to avoid being judged as expenditure unrelated to export business during subsequent fee verification.

If the export enterprise has an offshore operation structure and part of the agency service links take place overseas, it can apply for the cross-border service exemption policy and does not need to pay VAT corresponding to this part.
Documents such as overseas service delivery vouchers and service result confirmation letters shall be retained for future reference to prove that the actual place of occurrence of the corresponding services is overseas. For goods exported to European sites, the corresponding destination port agency service fees can be deferred together with import VAT, reducing cash flow occupation during the goods customs clearance process.

The foreign exchange payment declaration for export agency fees shall be declared separately from the payment for goods, and the transaction code shall be "228050 Agency fees for goods or services", and shall not be declared together with the payment for goods. If the payment is mixed with the payment for goods, it may be judged as abnormal foreign exchange receipt during the settlement process, which affects the enterprise's trade foreign exchange receipt and payment directory level.
If the A-level directory is reduced to B-level, each subsequent foreign exchange receipt requires document submission for verification one by one, which will lengthen the settlement cycle by 1-3 working days and increase the probability of exchange rate fluctuation loss.

When signing an export agency contract, it is necessary to clearly agree on tax bearing clauses, indicate that VAT is borne by the agency, and clearly mark whether the agreed service fee is tax-inclusive or tax-exclusive, so as to avoid subsequent tax disputes.
At the same time, the time and type of invoice issuance and compensation liability for incorrect invoicing shall be agreed. If the invoice issued by the agency does not meet the requirements, resulting in the entrusting party being unable to credit input or handle tax refund, it shall be clearly agreed that the agency shall bear the corresponding tax loss and late fee cost.

When on-site customs inspection requires the provision of goods-related expense vouchers, the export agency service contract and service fee invoice shall be submitted together with customs declaration documents, and the agency fee shall be clearly marked as an independent service fee, not belonging to the extra-charge of goods.
If there is no clear distinction, the customs may include the agency fee into the dutiable value of goods, and the corresponding tariff payment amount in the importing country will increase. The tariff cost per shipment of goods to EU sites may increase by up to about 3%, and may also trigger subsequent price review and verification.

If the exported small household appliances with built-in lithium batteries belong to the category of dangerous goods, and the agency fee includes technical service fees such as dangerous goods packaging certification and UN packaging scheme design, the corresponding input VAT can be credited normally. Documents such as the MSDS report of the corresponding goods, dangerous goods packaging classification identification report, and packaging scheme confirmation letter shall be retained for future reference to prove that this part of the service is directly related to the exported goods and will not be judged as service expenditure unrelated to production and operation.

The VAT special invoice for export agency fees shall correspond one-to-one with the export declaration form, foreign exchange receipt voucher and agency service contract of corresponding batches, to ensure the consistency of four flows. When declaring export tax refund, there is no need to transfer out this part of the input VAT, as long as the relevant documents are retained for future reference.
When encountering tax inquiry and audit, you can directly submit the corresponding materials, which will not affect the review progress of tax refund. If the corresponding documents are not retained, this input may be required to be transferred out, and a comprehensive verification of the entire year's export tax refund business may also be triggered.

For the scale of annual export volume of RMB 30 million, you can combine export agency fees, customs declaration fees, logistics fees and insurance fees for accounting, calculate the comprehensive export cost per shipment, and compare the cost difference between self-operated export and agency export.
The annual input credit quota of export agency fees can cover the 1-2 percentage point increase in logistics costs. You can flexibly adjust the scope of agency services according to the fluctuation of international logistics prices, optimize the tax structure of the overall supply chain, and reduce the comprehensive export cost.
