I am a domestic offline home retail business. I just secured the exclusive domestic regional agency rights for a top-tier European furniture brand, and now I need to go through the import process.
I have only done domestic finished product wholesale before and have never handled import agency, so I'm completely confused now. I'm worried about not being able to file due to incomplete qualifications, incorrect customs registration leading to inspection issues and cargo detention, and non-compliant authorization documents blocking customs clearance.
The first batch of goods will arrive at the port next month, but I don't even know what documents I need to prepare in advance, how long the entire process will take, or if there will be additional port storage fees. I want to ask how to agent import this furniture brand, what to pay attention to in the entire process, and how to smoothly clear customs and land the goods?

First,pre-document and qualification review must be done, which is the core prerequisite for agency import of furniture brands. You need to prepare the brand owner's original authorization letter, official certificate of origin, furniture material test report, and brand intellectual property filing documents in advance. If it is wooden furniture with a solid wood frame, you also need to apply for a phytosanitary certificate in advance and complete the entry animal and plant quarantine approval. Note here that the authorization letter must clearly state the agency authority and import purpose, and require the brand owner's signature and seal to avoid customs rejection due to ambiguous authorization or non-standard documents.
After completing the pre-review,the core nodes are advanced in sequence: First, complete the customs registration of the operating unit and confirm the import and export operation qualification. Then, exchange documents and apply for inspection in advance. After obtaining the certificate, declare to the customs and complete tax payment simultaneously. Here, you can make an appointment for customs inspection in advance to avoid peak port clearance and shorten the overall clearance time. If you entrust an agency for import, you need to sign a formal agency agreement in advance to clarify the rights and responsibilities of both parties and avoid subsequent disputes.
Prepare contingency plans in advance. For common issues, such as the detection of harmful organisms in wooden furniture, prepare the docking channel for fumigation treatment in advance,if there is a price review query, prepare the brand owner's original transaction invoice and foreign exchange payment voucher in advance to prove the authenticity of the goods value and avoid additional margin occupation. In case of brand authorization disputes, prepare the intellectual property filing number in advance and cooperate with customs inspection.
Finally, complete compliant implementation. After the goods are released, arrange trailer delivery, sort out the full set of documents for archiving, and complete foreign exchange payment verification. Throughout the process,as long as you check the information in advance at each node, you can avoid most common problems and ensure the first batch of goods arrives at the warehouse smoothly.

The core risk points in the customs declaration link for imported furniture brands are price review and authorization document verification. Since most imported furniture are branded goods, customs will focus on verifying the authenticity of the goods value and the legality of brand authorization. When declaring, you need to submit a full set of original transaction documents, including original invoices, packing lists, and brand pricing documents.
If you are a regional agent, you need to clearly state the agency relationship in the remarks column of the customs declaration form to avoid being identified as infringing goods. If you encounter a price review dispute, do not submit a margin blindly. You can sort out the customs declaration records of similar products of the same brand imported in the same period in advance to prove the rationality of the declared goods value.
For integrated customs clearance declaration, you need to confirm the information network synchronization of cross-provincial ports to avoid order rejection and account suspension due to data mismatch. If you need to delete and re-declare, you must complete the correction within 3 working days to avoid demurrage fees.

For container transportation of imported furniture, you need to plan the route and free storage and container periods in advance. For shipments from Europe to domestic East China ports, choose direct ships as much as possible to reduce the risk of container collision during transshipment. At the same time, apply to the shipping company for a free container period of more than 14 days in advance, because furniture unpacking and sorting take longer to avoid high container detention fees.
If you encounter a full container and container rejection, reserve a buffer period of about 10 days in advance, and communicate with the brand owner to reassign the nearest ship. Try not to change the port, as changing the port will incur additional port change fees and container towing fees, and delay the arrival time. For the bill of lading, you need to confirm the consignee information and cargo ownership marking. If it is an agency import, you need to clarify the process of bill of lading endorsement and transfer to avoid cargo ownership disputes.

Agency import of furniture brands can use the VAT deferral policy to reduce capital occupation costs. By 2026, most core domestic ports will support import VAT deferral, which does not require advance payment of VAT in the import link, equivalent to obtaining interest-free capital flow.
Especially for brand agents importing large quantities of goods for the first time, it can greatly relieve capital pressure. Note that VAT deferral needs to meet compliance requirements: the enterprise must have formal import and export qualifications, the tax credit rating must meet the requirements, and deferral filing must be completed in advance.
For brand agents engaged in cross-border related transactions, pricing compliance must be done in advance to avoid being identified by tax authorities as profit transfer and generating BEPS-related risks. Brand authorization fees for non-resident enterprises need to withhold income tax according to regulations, and proper tax structure planning in advance can legally reduce the overall tax burden.

The collection and payment of foreign exchange for agency import of furniture brands need to comply with the compliance requirements of the State Administration of Foreign Exchange. Now you can choose CIPS RMB cross-border payment to avoid exchange rate fluctuation risks, which is faster in account arrival and lower in handling fees than SWIFT settlement.
If the overseas brand owner requires offshore account collection, you need to confirm the compliance of the offshore account to avoid foreign exchange settlement and account balancing problems. The SWIFT message needs to fully mark the transaction remarks, clearly stating that it is the payment for furniture import, to avoid being returned by the bank due to unclear remarks.
The collection and payment of foreign exchange must be consistent with the goods value on the customs declaration form and the transaction contract to avoid compliance warnings caused by inconsistent foreign exchange collection/payment amount and goods value. Complete the annual foreign exchange report declaration on time every year to maintain the enterprise's compliance rating.

For agency import of furniture brands, you need to check the customs protection filing of intellectual property rights in advance, confirm that the overseas brand owner has completed the intellectual property filing in China, or authorize you to conduct import filing, to avoid being identified as infringing goods and directly detained during customs inspection. The exclusive agency agreement needs to clearly state the terms of cargo ownership transfer and the division of responsibilities under force majeure to avoid being unable to recover losses caused by unexpected events such as shipping delays and port strikes.
If bank guarantee is involved in payment, you need to check the terms of the guarantee to avoid soft clauses that lead to the inability to normally release the margin. All authorization documents need to be notarized and authenticated to ensure legal effect.

After receiving the customs inspection notice, first check whether the container number, seal number and bill of lading information on the notice are consistent, and identify the authenticity of the seal. If the seal is damaged or the number is incorrect, report to the customs and the shipping company immediately. Most furniture import inspections are machine inspections.
If there is an abnormality in the machine inspection, unpacking inspection will be carried out. Before unpacking, arrange workers and storage space in advance to avoid collision damage due to no place to stack the furniture after unpacking. If the customs requires material identification for inspection, you need to prepare the original material test report in advance, cooperate with customs sampling, shorten the time for issuing the test report, and speed up the inspection and release.

Most imported furniture are finished products with large volume, easy to collide, and easy to get damp. The packaging needs to be optimized specifically. Due to high humidity during ocean transportation, desiccants need to be added inside the packaging, and solid wood frames need to be moisture-proof treated to avoid mold and dampness after arriving at the port. Glass furniture parts need to be buffered with hard foam and fixed inside the box to avoid shaking and breaking during transportation.
The whole box needs to be reinforced to be suitable for port hoisting. If it is furniture with leather fabric, dust-proof and anti-pollution packaging needs to be done to avoid pollution during transportation. All packaging labels need to clearly mark the product name, material, and weight, which meet the label requirements for customs inspection and facilitate customs to quickly check the goods information.
