I am the founder of a startup that has just transitioned to importing consumer goods trade. Previously engaged in domestic wholesale, this year I obtained the domestic distribution rights for several overseas beauty brands. The first batch of goods will arrive at the port next month.
Recently, I contacted several import agencies for quotes, and the service fees quoted by each agency vary by nearly double—some at 0.1%, others at 0.5%, and some even said they would take a percentage of the cargo value. I'm not sure what the typical profit margin for import agencies is.
Could some agencies hide profits in hidden fees, leading to additional costs at settlement? Could a quote far below the industry's normal profit margin be a trap? I want to understand the industry's current situation to choose the right agency without pitfalls.

The traditional profit model of import agencies consists of two types: one is a clearly stated fixed service fee,and the other is hidden profits from exchange rate differences, tax differentials, and logistics price gaps. Many low-price agencies earn extra profits through the latter, ultimately making the client's overall cost higher than choosing a transparent high-price agency.
Reasonable profit range for the import agency industry in 2026: Generally, the fixed service fee profit for general goods imports ranges from 0.1% to 0.5% of the cargo value. For additional services involving qualification agency, special customs clearance,on-site follow-up,etc。the reasonable profit per ticket is between 500 and 2000 RMB.
To hedge cost risks, first, require the agency to split all quotes and clearly list all service items to squeeze hidden profit margins from the source. Second, optimize through VAT deferral compliance, requiring the agency to transfer the tax differential time benefit to the client and reduce overall capital costs.
Finally, dynamically calculate the overall return ratio. Do not blindly choose the agency with the lowest quote, prioritize transparent fee agencies to ensure that every profit corresponds to clear service content, avoiding additional losses from underreporting or misdelivery, which would otherwise increase overall costs.

The customs valuation results in the import declaration link directly affect the agency's profit margin. Some agencies exploit the shipper's unfamiliarity with customs valuation rules to inflate declared values for tax differentials or charge additional "smoothing fees" after low-declaration is detected by customs.
In practice, the customs system has public price ranges for similar goods. Pre-checking the declared price against the system reference price can prevent agencies from profiting from price differences. In case of valuation disputes, providing the original manufacturer's invoice and payment vouchers as evidence is sufficient without additional fees.

The import logistics link is a major source of hidden profits for agencies. Many agencies inflate ocean freight, detention fees, and storage fees to profit from price differences. For example, if the market price for booking a container is $1200 per standard container, the agency may quote $1400, with the difference being hidden profit.
To verify, request the agency to provide the booking confirmation and original fee invoices, check against the shipping company's public quotes, and pre-agree on the detention and storage fee calculation standards for free storage periods. Reimburse only actual costs beyond the free period to avoid agency markup.

The profit margin in import tax links mainly comes from VAT deferral and exchange rate differences. Some agencies occupy the shipper's deferral quota, reallocating it to other shippers to earn time benefits from the deferral.
Others use exchange rates higher than the market when purchasing foreign currency to profit from exchange rate differences. In operations, request the agency to provide foreign exchange purchase receipts and VAT deferral customs clearance documents, verify exchange rates and tax declaration records, clarify all profit ownership, and prevent agencies from appropriating the shipper's legitimate benefits.

In cross-border payment and collection links, agencies also retain profit margins. Some agencies require shippers to remit payment to their own accounts before transferring to overseas suppliers, profiting from foreign exchange settlement differences, and some even withhold part of the exchange profit.
For compliant operations, use direct CIPS RMB payment or have shippers directly purchase and remit foreign exchange, with the agency only providing compliance consulting services and charging corresponding service fees, avoiding additional profits from agencies.

When signing an import agency contract, clearly specify all service content corresponding to fees and profits to prevent vague agreements that allow agencies to add fees later. The contract should explicitly state that the shipper has the right to refuse payment for any hidden fees not covered in the contract.
Also, include penalty clauses; if agencies profit from additional price differences or hidden fees, they must bear corresponding compensation responsibilities. This legally locks in the fee scope and avoids unnecessary costs.

For long-term import operations, use annual framework agreements to specify the agency's profit margin, fixed service fee ratio, and clearly price all additional services. Adjust the service fee ratio based on annual cargo volume, with lower ratios for larger volumes, aligning with economies of scale.
Integrate all import links to require the agency to provide a total package price, locking in overall costs and avoiding agencies profiting from each individual link, thus reducing long-term import costs.
