I took an import agency order for organic food from Europe at the beginning of this year, and I have never handled this type of cross-border business before. Last month, due to unclear accounting treatment of customs duty and VAT during customs clearance, the statement of account could not be reconciled with the overseas supplier, and I almost received an early warning from the tax authority for overdue input VAT deduction.

Now I still have three batches of imported goods that have just arrived at the port. I have no idea how to accurately allocate the costs such as customs duty, consumption tax, agency fee and international freight to the cost of each SKU, and I am not sure whether the 2026 VAT deferral policy can be applied to our accounts.

I am afraid that mistakes will not only affect cost calculation, but also trigger customs and tax compliance issues. I would like to ask how to properly carry out import agent accounting treatment?

The full-link decomposition of import agent accounting treatment shall be promoted from three core nodes. The first is pre-document review, which requires checking the HS code, dutiable value, and tariff classification number of the import declaration form, customs duty payment receipt, special VAT payment receipt, international freight invoice, and agency fee invoice one by one,to ensure that all document data are completely matched, which is the core foundation of accounting treatment.

The connection of core nodes shall follow the sequence of "goods title transfer - tax calculation - cost allocation". Customs duty and consumption tax shall be directly recorded into the cost of imported goods. Input VAT can apply for deferred deduction (the 2026 policy is continued),and international freight and agency fees shall be allocated to corresponding SKUs in accordance with CIF/FOB Incoterms rules.

Exception plans shall be set in advance. In case of disputes over dutiable value, accounting suspense accounts shall be updated synchronously to avoid cost calculation deviation. The final compliance implementation shall ensure the consistency of four flows (contract, invoice, fund, goods title),complete VAT deduction and carry-over of import costs in a timely manner, and avoid tax early warning.

The 2026 VAT deferral policy for import agents is still applicable for normal application. The application shall be submitted through the customs cross-border e-commerce VAT deferral system, to defer the current payable VAT to the time after the goods are sold.

In accounting treatment, the deferred VAT shall be recorded in the account of "Taxes Payable - Pending Deductible Input VAT", and transferred to the account of "Taxes Payable - VAT Payable (Input VAT)" after the goods are sold. It is necessary to ensure that the data of documents and the declaration system are completely corresponding, so as to avoid inconsistency between accounts and actual situation that affects tax compliance.

Cross-border receipt and payment of foreign exchange for import agents shall comply with the CIPS RMB cross-border payment rules of the State Administration of Foreign Exchange. It is necessary to ensure that the amount and currency of foreign exchange purchase and payment are completely matched with the dutiable value on the import declaration form.

In accounting treatment, the exchange difference generated from foreign exchange purchase shall be recorded in the account of "Financial Expenses - Exchange Gain or Loss", so as to avoid foreign exchange compliance risks caused by incorrect exchange difference handling. It is required to check the correspondence between the income and expenditure details of offshore accounts and the import declaration forms and invoices every month, to ensure the compliance of capital flow.

The commodity classification on the import declaration form directly affects the accuracy of accounting treatment. It is necessary to ensure that the declaration of HS code and tariff classification number complies with the latest customs classification rules, so as to avoid tax calculation deviation caused by wrong classification that affects the accuracy of accounting cost.

Pre-review of commodity classification shall be completed before customs clearance. In case of any doubt, application can be submitted through the customs classification pre-review platform to ensure the correctness of classification.

The cost allocation of import agents shall be combined with the actual path of the supply chain. For example, if the transportation method of transit at a transit port is adopted, the port sundry charges and secondary customs clearance fees at the transit port shall be allocated to each SKU according to the proportion of the weight or value of the goods.

In accounting treatment, detailed accounts such as "Imported Goods Cost - Transit Sundry Expenses" shall be set to ensure the rationality of cost allocation. The cost accounting period shall be adjusted in combination with the inventory turnover cycle, so as to avoid cost calculation deviation caused by overlong allocation period.

The time node of goods title transfer shall be clearly specified in the import agency contract terms. For example, under FOB terms, the goods title is transferred on board the vessel at the port of shipment.

In accounting treatment, the international freight and insurance premiums generated before the goods title transfer shall be recorded into the imported goods cost, and the domestic transportation fees and storage fees generated after the goods title transfer shall be recorded into period expenses. It is necessary to ensure that the contract terms are completely consistent with the rules of accounting treatment, so as to avoid accounting treatment errors caused by vague terms that lead to compliance risks.

The on-site inspection result of imported goods directly affects the accuracy of accounting treatment. If goods damage is found during inspection, the cost of imported goods shall be adjusted according to the content of the inspection report.

In accounting treatment, the value of the damaged part shall be deducted from the import cost, and recorded into "Non-operating Expenses" or "Other Receivables" (based on supplier responsibility identification). It is necessary to ensure that the inspection report is completely corresponding to the accounting vouchers, so as to avoid cost calculation deviation caused by incorrect goods damage handling that affects the accuracy of financial statements.
