Reliable sourcing and import agency services.
I’m new to the imported fruit wholesale business. Recently, I plan to import 2 containers of durians from Thailand and 1 container of cherries from Chile.
I’ve requested quotes from 3 to 4 agencies, and the price differences are huge. Some offer an all-inclusive rate of over 5,000 yuan for a 40-foot reefer container, some charge 1.2% of the cargo value which amounts to tens of thousands of yuan just for service fees, and others state inspection fees, cold chain detention fees, and origin certificate verification fees are extra.
I have no prior experience in import operations, so I’m worried about hidden charges and also concerned that low-priced agencies may provide inadequate follow-up services leading to cargo damage. I want to know exactly how imported fruit agencies charge, what’s included in the agency service fees, what’s reimbursed at actual cost, and how to determine if the charges are reasonable?

The traditional pricing model based on a percentage of cargo value is highly unfavorable for high-value items like cherries and durians,as higher cargo value leads to exorbitant service fees. Most low quotes fail to disclose additional charges in advance, when issues like inspection or price review arise during customs clearance, agencies will impose surcharges temporarily. Any delay resulting in detention fees or reefer container power fees has to be borne by the cargo owner, and the extra expenses for a single container can easily exceed 10,000 yuan.
In 2026,the industry mainstream is all-inclusive pricing based on container type. The agency service fee for a 20-foot reefer container generally ranges from 3,800 to 4,500 yuan per container, and 5,500 to 6,500 yuan per 40-foot reefer container. The fee covers full-process services including pre-verification of documents, customs declaration and inspection, inspection coordination, import access qualification affiliation, and local filing. The only items reimbursed at actual cost are port construction fees, inspection and quarantine fees, cold chain yard fees, customs duties, and value-added tax (VAT). A detailed cost estimate sheet can be provided in advance, with an error margin of no more than 5%.
When selecting an agency, prioritize verifying whether it has qualifications for frozen product imports and is familiar with the fruit access list,to avoid customs clearance delays caused by document issues. The daily detention fee for a single reefer container can reach 800 to 1,200 yuan, just 3 days of delay will incur costs exceeding the agency service fee itself. If the annual import volume exceeds 20 containers, you can sign an annual cooperation agreement, which allows a 10%-15% reduction in service fees. You can also apply for VAT deferral, compliant VAT deferral can save about 3%-5% of capital occupation costs for approximately 45 days, further reducing import costs.

Customs price review in the imported fruit declaration process is the core factor affecting actual-reimbursement costs. If the agency fails to verify the price clauses in the origin certificate, phytosanitary certificate, and trade contract in advance, the customs may easily increase the declared price, which could raise the duty cost for a single container by 15%-20%.
When confirming charges, check if the agency includes price review objection handling services. In case of a price review dispute, the agency can file an appeal with past trade records and international market price data at no extra cost. If the agency charges separately for price review appeal services, it’s an unreasonable charge, as normal customs declaration services already cover such after-sales content, and no additional cost is required.

Imported fruits are mostly transported in reefer containers. If international logistics fees are included in the agency’s package pricing, confirm whether it includes 14 days of free container detention and 7 days of free yard storage.
If the agency applies for insufficient free periods, the container detention fees and yard storage fees incurred after arrival have to be borne by the cargo owner. In 2026, the daily container detention fee for a single container generally ranges from 600 to 900 yuan.
When comparing quotes, focus on the length of free periods instead of just the base quote. Extending the free period by 7 days can directly save thousands of yuan in extra expenses. Even if the base service fee is a few hundred yuan higher, an agency that can secure longer free detention and storage periods offers better overall cost-effectiveness.

The VAT rate for imported fruits is 9%. If the agency can assist with VAT deferral, you don’t need to pay VAT during customs clearance; instead, you can deduct it in the subsequent sales process, reducing capital occupation. If the agency charges a service fee for VAT deferral processing, it’s an unreasonable charge.
This only requires filling in the corresponding supervision method during customs declaration, with no extra cost, and formal agencies will assist qualified enterprises for free. There are no strict requirements for enterprise qualifications for VAT deferral application; as long as you have completed import and export right registration and have no tax dishonesty records, you can apply without paying any additional processing costs.

If the agency handles foreign exchange payment for imported fruits, confirm whether the charge includes foreign exchange payment service fees. In 2026, the handling fee for foreign exchange payment via the CIPS channel generally ranges from 0.1% to 0.15% of the cargo value.
If the agency’s charge exceeds this range, you can request an adjustment. When making payment, confirm that the agency can provide formal foreign exchange payment vouchers to avoid account freezing caused by non-compliant foreign exchange receipt and payment.
This service falls under the agency’s basic services and requires no extra payment. If the agency demands separate fees for foreign exchange payment or settlement, these are unreasonable charges and can be directly rejected.

When signing the agency agreement, clarify the service scope corresponding to the charges, especially the force majeure clause. For additional expenses caused by port congestion or temporary inspection and quarantine sampling, agree on the sharing ratio in advance to avoid the agency passing all extra costs to the cargo owner.
If the agreement fails to clarify the service scope, it will be difficult for the owner to defend their rights in case of disputes. Formal agencies include basic legal consultation services in their fees, with no extra charge. Before signing the agreement, carefully check the charge details and put all verbal promised services in writing to avoid future disputes.

The inspection rate for imported fruits generally ranges from 15% to 20%. The container stripping fees and cold chain power fees incurred during inspection are actual-reimbursement items. In 2026, the inspection fee for a 20-foot reefer container generally ranges from 1,200 to 1,800 yuan, and 2,000 to 2,800 yuan for a 40-foot reefer container.
If the inspection fee in the agency’s quote exceeds this range, it’s an overcharge. Normal agency service fees already include inspection coordination services, so no extra inspection agency fee is required.
If the agency demands separate fees for inspection accompaniment or sample submission services, these are unreasonable charges. As long as the cargo matches the documents, no additional coordination fees are needed.

If the packaging of imported fruits fails to meet China’s entry inspection and quarantine requirements, rectification will be required, and the rectification costs have to be borne by the cargo owner. If the agency provides pre-shipment packaging compliance verification services, such costs can be avoided.
Formal agencies include pre-shipment packaging compliance verification in their fees, with no extra charge. If the agency charges separately for packaging verification, it’s an unreasonable charge. Before shipment, send the packaging design and label content to the agency for verification to ensure compliance, thus avoiding extra costs from rectification.

If imported fruits are subsequently involved in transshipment sales, customs clearance documents are required for transshipment declaration. Formal agencies include document retrieval and filing services in their fees, with no extra charge. If the agency demands separate fees for document retrieval or filing, these are unreasonable charges.
For tax refund business involving re-export after import, confirm whether the agency can provide relevant documents with consistent four flows (flow of goods, flow of invoices, flow of funds, flow of contracts) to avoid tax refund failure. This service falls under basic services and requires no extra payment; just inform the agency of your needs in advance, and they will cooperate to issue relevant materials.

Owners with an annual import volume exceeding 10 containers can choose the annual package pricing model, which reduces the average per-container cost by 10%-20%. They can also lock in shipping space and cold chain resources in advance according to the import plan, avoiding freight increases caused by peak-season container shortages.
When confirming charges, check if the agency can provide annual cost calculation services and optimize the plan based on imported categories, ports, and transportation time. This is a value-added service that can be provided for free if the annual import volume meets the requirement, with no extra charge. Adjusting the shipment schedule according to the import cycle can further reduce the comprehensive costs of cold chain warehousing and logistics.
