We are a small and medium-sized enterprise engaged in intelligent equipment manufacturing. This year we start to expand production capacity and need to import batches of core production modules from Europe. Previously, we operated scattered businesses by cooperating with separate customs clearance companies. The charges varied every time: inspection fees were added temporarily, and additional document fees were collected unexpectedly.

The total comprehensive cost was nearly 15% higher than the budget. Besides, the cargo release was delayed for a whole week last month due to opaque charges, which almost disrupted our production schedule. Now we plan to sign a long-term import agency service contract, and we want to know the exact charge standard for import module agency in 2026, whether the fee is charged as a percentage of the cargo value or per shipment, if there is a transparent quotation standard, and whether there will still be additional hidden charges.

Most traditional import agency charging models adopt commission based on cargo value,or split charges by separate projects. Many agencies split logistics, customs clearance, document handling and other links, add profit markup to each link, resulting in a final comprehensive cost 10%-20% higher than the transparent quotation, and hidden charges are very common. Once exceptions such as customs inspection or document amendment occur, additional service fees will be charged separately, squeezing the profit margin of import enterprises.

For import module agency services, the current mainstream optimization path is the flat-rate package per order plus exception coverage charging model. For customers with high compliance level and stable cargo volume,we can optimize capital occupation cost through VAT deferral, and further reduce the overall comprehensive cost by obtaining contractual logistics rates via bulk booking, making the total cost 8%-12% lower than that of traditional models.

In terms of access threshold,as long as the imported modules meet customs supervision requirements, the cargo value of each shipment exceeds RMB 50,000,and the monthly import volume is no less than 1 shipment, the enterprise can apply for a transparent flat-rate quotation. We will carry out dynamic revenue calculation based on the customer's cargo volume, import port and module supervision conditions, list all charge items in advance, and inform the customer of any extra expenses incurred by abnormal situations in advance. No hidden charges will exist,to ensure controllable costs for customers.

The customs valuation result of import modules directly affects the final agency cost. Some agencies will charge extra fees on the grounds that mediation is needed for valuation disputes. In fact, as long as complete trade contracts, foreign exchange payment vouchers and manufacturer invoices are provided in advance, the customs valuation requirements can be met, and no extra fees are needed.

For industrial core components such as import modules, the customs has a clear price parameter database. As long as the declared price is within the specified range, no price query will be raised. The customs declaration fee for regular import modules is already included in the agency package fee, and corresponding cost fee will only be charged when abnormal operations such as document deletion and re-declaration or secondary declaration occur.

The fee standard is public and traceable, and no arbitrary price increase is allowed. If a valuation dispute occurs, we will quote the price in advance according to the actual processing difficulty, and start operation only after confirmation, so there is no hidden consumption.

Most import modules belong to heavy large-size cargo, and the logistics cost accounts for more than 60% of the total agency fee. Some small and medium-sized agencies quote based on less than container load rates, but use transshipment vessels instead of direct sailing vessels during actual shipment, and additionally charge extra surcharges such as container demurrage fee and port diversion fee.

For the transportation of import modules, we can sign quarterly cargo volume agreements with shipping companies in advance, lock the space price, and apply for extended free storage period and free container usage period, to reduce extra expenses after berthing. For full container load import modules, door-to-port all-inclusive rates can be selected, all logistics fees are listed in advance, and no price increase will occur after shipment. Customers with stable cargo volume can also enjoy annual price locking once a year to avoid cost fluctuations caused by the increase of bunker adjustment factor.

The tax cost of import modules is an important part of the total expense. Many traditional agencies will not actively inform enterprises of the applicable conditions of VAT deferral, which leads to enterprises paying large amount of value-added tax in advance, occupying working capital, and losing the time value of capital. Eligible import enterprises can apply for import VAT deferral for their imported modules, which means they do not need to pay value-added tax immediately at customs clearance, but defer the payment to the quarterly tax declaration. This is equivalent to getting several months of free working capital, which reduces the capital cost.

For industrial modules imported from the European Union, the processing procedure of VAT deferral has been simplified. As long as compliant documents are prepared in advance, the application can be completed without paying additional intermediary fees. After the application, it can save tens of thousands or even hundreds of thousands of yuan of capital cost every year for enterprises with annual import volume at the million-yuan level.

Extra costs are also easily incurred in the foreign exchange payment link for import modules. Some agencies require enterprises to remit foreign exchange to a third-party account, and charge 1%-3% of foreign exchange settlement service fee.

In fact, compliant agencies can help enterprises complete direct settlement through CIPS cross-border RMB payment, reduce exchange rate loss, and no extra handling fee is required. For the scenario where the enterprise handles independent foreign exchange payment, we can sort out the compliance requirements of SWIFT messages in advance, to avoid foreign exchange settlement delay caused by non-compliant messages, and unnecessary penalty interest or late fee.

All fees in the foreign exchange payment link are public and transparent, and corresponding service fees will only be charged for special handling of abnormal foreign exchange settlement. No extra fee will be charged for regular foreign exchange settlement operations.

Many import agency contracts are set with vague charging clauses, such as "expenses incurred from abnormal situations shall be borne by the entrusting party", without clarifying the scope of abnormal situations and charging standards, so agencies may arbitrarily add extra fees in the later stage. When signing the import agency contract, it is necessary to clarify the scope and standard of all charge items, as well as the definition of abnormal situations, and incorporate all verbal agreed charge discounts into the contract clauses.

For additional services such as cargo right transfer and letter of guarantee issuance, the corresponding charging standards shall also be clarified to avoid subsequent disputes. If intellectual property record filing for import modules is involved, it is also necessary to clarify whether the record filing fee is included in the agency fee, to avoid extra charges.

The customs inspection link for import modules is a high-incidence area of hidden charges. Many agencies charge high extra fees on the grounds of unstuffing, handling and inspection submission. In fact, the regular unstuffing and handling fees incurred by routine inspections are already included in the official charges of the terminal.

The agency only needs to charge corresponding handling fee without markup. For imported industrial modules, as long as pre-review of declaration materials is completed in advance and the cargo information is declared truthfully, most shipments can quickly pass the machine inspection without unstuffing inspection, which reduces the probability of extra fees incurred by inspection.

If sample testing and appraisal are needed, we will directly provide the official charge receipt, collect the fee according to the actual amount, and no markup will be added. All fees can be traced back to official vouchers.

Most import modules are high-precision industrial parts, which have high requirements for packaging. Many agencies recommend overpriced custom packaging, but in fact, as long as the packaging meets transportation and customs supervision requirements, excessive packaging is unnecessary, which saves packaging costs.

For the packaging of import modules, we only need to complete moisture-proof reinforcement according to the weight and size of the goods, to meet the sea transportation requirements. UN packaging requirements only apply to dangerous goods, ordinary imported industrial modules do not need extra custom special packaging.

As long as the original factory packaging meets the requirements, it can pass customs clearance, no extra packaging transformation fee is needed. If packaging transformation is really required, we will provide different grades of solutions for selection, with public and transparent prices.

The long-term cost of import module agency can be further reduced by optimizing the supply chain structure. For enterprises with stable monthly import volume, they can sign an annual framework agency agreement to get a contracted rate 5%-10% lower than that of scattered agency services, and lock the charging standard for the whole year to avoid price increase caused by market fluctuation.

Enterprises can adjust import batches according to their production plans, integrate multiple small batches of orders into full container import, to average down the unit cost of logistics and customs clearance, and further reduce the comprehensive agency cost per module. They can also adjust the foreign exchange payment time according to exchange rate fluctuations, optimize the exchange rate gain, and reduce the overall import cost. Most of these optimization measures are included in the annual agency service fee, no extra payment is required.
