I am the procurement lead of a domestic rehabilitation equipment importer. I recently plan to import a batch of manual and electric wheelchairs from Germany, among which the electric wheelchairs are equipped with lithium batteries. I previously hired a small agency to handle the process, but they failed to verify the UN38.3 and MSDS certificates in advance, which resulted in the goods being detained by customs after arrival, and more than 20,000 yuan of port demurrage incurred, which is very troublesome for us.

This time we want to find a formal and reliable import wheelchair agency, and we do not know which qualified providers are available in the market. It would be ideal if the agency can help us handle medical device registration certificate verification, lithium battery compliant transportation, customs clearance & declaration, foreign exchange settlement and subsequent compliance matters, as well as control costs to avoid similar problems.

First, verify the agency's document review capability, with focus on medical device registration certificate verification (per the latest 2026 NMPA classification catalogue in China, electric wheelchairs are classified as Class III medical devices, which require advance registration and filing),UN38.3,MSDS and battery transportation appraisal reports for lithium batteries,as well as basic documents including certificate of origin, commercial invoice and packing list,to ensure all items meet the requirements of customs and medical regulatory authorities.

At core customs clearance nodes, the agency shall have the capability of coordinated operations at ports nationwide. With Shanghai Port as the core hub, organizations familiar with import inspection procedures at Shanghai Port are preferred. Meanwhile, confirm whether the agency can apply for the VAT deferral policy to defer the payment of import value-added tax and ease capital pressure. In the logistics link, optimize direct shipping routes to avoid cargo damage and delays caused by transshipment, and apply for free storage period and free container period in advance to reduce demurrage and detention costs.

Contingency plans for abnormal situations are also critical. For example,in case of customs inspection, the agency shall be able to quickly coordinate on-site inspection officers, and cooperate to provide supplementary documents. In addition, demurrage reduction contingency plan shall be in place,to assist in applying for expense reduction from the shipping company for delays not attributable to the cargo owner. If document inconsistency occurs, the agency shall arrange for document deletion and re-declaration quickly to avoid goods being stranded at the port.

Finally, for compliance implementation, the agency shall ensure four flows consistency (contract, invoice, bill of lading and payment voucher) to meet the foreign exchange regulatory requirements, support cross-border settlement via CIPS,and assist in applying for import tariff exemption policies (the 2026 temporary zero import tariff policy for rehabilitation equipment),complete import foreign exchange verification and subsequent compliance filing for domestic sales.

The core of customs declaration for imported wheelchairs lies in medical device qualification and price verification compliance. In 2026, the General Administration of Customs of China updated the simplified customs clearance procedure for imported medical devices. As Class III medical devices, electric wheelchairs require advance entry of medical device filing number at the China International Trade Single Window, and goods that fail to complete the filing cannot go through customs declaration. In the price verification link, note that if overseas suppliers provide free technical training, maintenance guidance or original spare parts discounts, the relevant expenses shall be included in the dutiable value.

The agency shall assist in sorting out relevant contracts, payment vouchers and technical service agreements, to avoid being identified by customs as underreporting of price. In addition, if the goods are imported from special regulatory zones such as Shanghai Free Trade Zone, the convenience of "no certificate required for first-tier entry" can be enjoyed, but advance storage filing inside the zone is required to ensure smooth document transfer. In case of price verification disputes, supporting documents such as original invoices, import transaction prices of similar goods in the latest 3 months and official quotation sheets shall be provided to assist in price negotiation and reduce dutiable cost.

The logistics link for imported wheelchairs focuses on lithium battery compliant transportation and space guarantee. Although the tight space situation in the 2026 international maritime market has eased, goods with lithium batteries still need to book exclusive space 7 days in advance to avoid cargo rolling. Direct shipping routes are more suitable for wheelchair transportation than transshipment routes, which can reduce the risk of cargo damage and delay.

It is recommended to choose the direct shipping route from Europe to Shanghai, with a voyage of about 14 days, which is 3-5 days shorter than transshipment routes. After the goods arrive at the port, apply to the shipping company for 14 days of free storage period and 7 days of free container period in advance.

If the customs inspection causes delay, the agency can assist in applying for extension of free storage period from the shipping company to avoid high container detention charges. In addition, the packaging of electric wheelchairs shall comply with IMDG rules, pallets shall go through IPPC fumigation treatment, and lithium battery transport labels shall be posted on the outer packaging, to meet the packaging requirements of both importing and exporting countries.

The core of tax planning for imported wheelchairs lies in tariff exemption and VAT deferral. In 2026, the Ministry of Finance extended the temporary zero import tariff policy for rehabilitation equipment for persons with disabilities, the import tariff rate for both electric and manual wheelchairs is 0%, and only import value-added tax is required to pay.

The VAT deferral policy can help enterprises defer the payment of import value-added tax to ease capital pressure. The agency shall assist in completing the filing application for VAT deferral, to ensure compliance with customs regulatory requirements, including providing real trade contracts, payment vouchers and goods entry certificates.

In addition, if there is related party transaction between the enterprise and the overseas supplier, pricing adjustment shall be carried out in accordance with BEPS rules to avoid being identified by tax authorities as transfer pricing. Related party transaction report, pricing basis and function & risk analysis materials shall be prepared in advance to ensure tax compliance.

Foreign exchange settlement for imported wheelchairs shall meet the regulatory requirements of cross-border receipt and payment of foreign exchange. In 2026, the Cross-border Interbank Payment System (CIPS) covers more than 100 countries and regions around the world. CIPS can be used for cross-border settlement to avoid exchange rate fluctuation risks.

Compared with traditional SWIFT settlement, CIPS has lower handling fee and faster arrival speed. The agency shall assist enterprises in completing foreign exchange filing, ensure the authenticity of trade background, provide documents such as contracts, invoices and bills of lading, to meet the "Three Principles of Business Conduct" requirements of the State Administration of Foreign Exchange.

In addition, if the enterprise uses an offshore account for settlement, it shall ensure the account is compliant to avoid being listed as an abnormal account. Regular submission of account usage reports, transaction details and audit reports is required to meet the compliance requirements of SWIFT messages, and prevent the bank from restricting the use of the account.

The rights and obligations of all parties shall be clearly specified in the trade contract for imported wheelchairs, with focus on goods quality standards, delivery time, breach of liability and intellectual property clauses. It is recommended to use irrevocable sight letter of credit as the payment method to avoid prepayment risks.

The agency shall assist in reviewing L/C clauses and identify soft clauses, such as requirements for unstated inspection certificates, extra documents or deferred payment conditions, to avoid dishonor of payment. In addition, if the goods involve industrial design or patented technology, confirm in advance that the overseas supplier holds legitimate intellectual property rights, to avoid penalties from domestic intellectual property authorities after import.

The supplier shall be required to provide intellectual property certification documents and sign an intellectual property guarantee clause. In case of ownership disputes, bank guarantee can be used as guarantee to ensure smooth transfer of cargo ownership. The validity period and compensation conditions of the guarantee shall be clearly specified to avoid disputes.

Adequate preparation shall be made in advance for on-site customs inspection for imported wheelchairs. First, confirm the authenticity of the container seal to avoid goods being swapped during transportation. The agency shall assist in verifying that the seal number is consistent with that on the bill of lading, and check the appearance of the container for abnormalities such as damage, dampness or peculiar smell.

If customs requires unpacking inspection, prepare inspection tools, handling staff and relevant documents in advance, cooperate with customs to complete unpacking inspection, with focus on checking whether the quantity, model and packaging of the goods are consistent with the documents, and whether the lithium batteries are installed firmly. For goods with lithium batteries, customs may require sample submission for inspection.

The agency shall assist in contacting qualified inspection institutions to complete lithium battery safety performance testing, ensuring the test report meets customs requirements. In addition, familiarize with the content of the inspection notice in advance, clarify the key points and requirements of the inspection, to avoid inspection delay caused by insufficient preparation and increase of extra costs.

The packaging of imported wheelchairs shall meet the requirements of international transportation and domestic regulation. Electric wheelchairs equipped with lithium batteries shall be packed separately and comply with the UN38.3 8th Edition standard (effective in 2025), and MSDS reports shall be compiled to specify the hazard characteristics, emergency treatment measures and protection requirements of lithium batteries.

Pallets shall go through IPPC fumigation treatment to obtain fumigation certificate, to avoid pest and disease carrying. Correct transport labels including lithium battery label, fragile label and handle with care label shall be posted on the outer packaging. In addition, select appropriate cushioning packaging materials such as high-density foam plastic or air cushion film according to the weight and size of the goods, to avoid collision damage during transportation.

For manual wheelchairs, 5-layer corrugated cartons or solid wooden cases can be used for packaging, to ensure sufficient packaging strength to avoid damage during loading and unloading. The model, quantity and destination information of the goods shall be marked on the packaging.

Document management for imported wheelchairs shall meet domestic regulatory requirements. The agency shall assist enterprises in completing filing and retention of import documents, including contracts, commercial invoices, ocean bills of lading, import customs declaration forms, foreign exchange payment vouchers, etc., to ensure the "four flows consistency" (contract flow, invoice flow, goods flow, capital flow), and meet the verification requirements of customs and tax authorities. In 2026, domestic tax authorities have strengthened document verification for imported goods.

If enterprises fail to provide complete documents, they may be required to make supplementary payment of import value-added tax or face fines. In addition, the agency shall assist enterprises in completing import foreign exchange verification, ensuring that the foreign exchange payment amount is consistent with that on the customs declaration form to avoid abnormal foreign exchange verification. At the same time, conduct regular self-inspection on import documents, rectify any document inconsistency or missing documents in a timely manner, to ensure compliant operation and avoid affecting subsequent import businesses.
