I am a procurement staff of a domestic office stationery chain. This year I have just obtained the online and offline distribution authorization of a well-known South Korean ink brand, and need to import about 3 containers of inkjet ink from South Korea every month.

Previously, we always cooperated with the freight forwarder designated by the Korean side for operation. Last month, the goods were detained due to non-compliant documents, which caused a delay of more than half a month.

We submitted supplementary materials for several times before the goods were released, and incurred a large amount of port demurrage. Now I want to switch to a professional domestic agency to handle the whole process, and want to clarify the specific operation procedures for South Korea imported ink agency, what materials need to be prepared in advance, what potential pitfalls to avoid, and confirm whether you can help control cost and customs clearance time, so as to prevent the recurrence of the previous detention and delay situation.

The full process of South Korea imported ink agency can be divided into four core links. The first step is pre-document review. It is required to confirm the composition information of the ink in advance, and apply for Chinese MSDS appraisal and dangerous goods classification appraisal. Under current domestic regulatory requirements, most inkjet printing inks and industrial inks are classified as Class 3 flammable liquids, which shall be declared in accordance with dangerous goods specifications. Meanwhile,we will check the certificate of origin issued by the South Korean manufacturer, confirm whether it meets the RCEP rules of origin, complete the preferential eligibility filing in advance, and help you enjoy the agreed preferential tariff rate.

The second core link is core node connection. Three working days before the goods are shipped from the South Korean port,we will complete the pre-verification of manifest information, and conduct pre-import declaration to the customs in advance. For direct vessels from South Korea to major coastal ports in China, the goods can be released immediately upon vessel arrival under normal circumstances without additional waiting. If the final delivery location is inland,we can coordinate the integrated customs clearance across national ports, and synchronously arrange domestic land transportation and distribution to directly deliver the goods to the designated warehouse.

In terms of abnormal response plans, for random inspections,we have kept official component test reports in advance, which can quickly cooperate with the customs to complete sample inspection and verification, avoiding additional port demurrage caused by long-time container unpacking. For incorrect document information,we have a compliant document deletion and modification channel, which can complete the adjustment within 1 working day without affecting the overall customs clearance efficiency.

For final compliance implementation,we will complete the whole process of tax payment on behalf of the client and foreign exchange settlement, sort out all declaration documents for archiving synchronously to facilitate subsequent tax verification. The status of goods can be tracked in real time throughout the whole process, and progress will be updated regularly, ensuring the goods are stored in the warehouse as scheduled without delaying the final sales arrangement.

Before import declaration, it is required to confirm the transaction price of the ink in advance. If there is related party transaction involving brand authorization, price supporting materials including foreign exchange payment vouchers, original manufacturer invoices, and brand authorization agreements shall be prepared in advance to avoid customs price verification query. For RCEP preferential treatment application, the goods description, batch number on the certificate of origin shall be completely consistent with the information on the bill of lading. If the information on the certificate of origin is incorrect, the Korean side can be requested to reissue and correct it within 30 days after shipment.

The preferential application shall be submitted actively at the time of declaration, and subsequent supplementary application cannot get the refund of the paid tax difference. Under the integrated customs clearance operation, if the goods enter China at Qingdao Port and then transit to inland areas, the declaration can be completed directly at the local customs, no need to go through the procedures repeatedly at the port. If there is declaration document hanging account situation, we can quickly complete the logical closed-loop processing through the filing channel, which will not affect subsequent declaration.

Both FCL and LCL import of South Korea imported ink are supported. As ink is a flammable dangerous good, dangerous goods package information shall be provided to the shipping company 7 days in advance during booking to avoid container rolling. There are more than 12 direct vessels sailing weekly from Busan Port and Incheon Port of South Korea to Shanghai Port, with only 3 days of voyage, saving at least 5 days compared with transit solutions, which can meet the demand of high-frequency restocking.

If port of destination needs to be changed, the port change information can be updated 72 hours before vessel arrival to avoid fines. We monitor the cargo right throughout the process, and the goods will not be delivered until the release order is received, to ensure the safety of cargo right.

After receiving the customs inspection notice, confirm the inspection type immediately, whether it is machine inspection or manual container unpacking inspection. For machine inspection, sort out the declaration documents and test reports in advance, cooperate with the customs to verify information and speed up the inspection process.

If manual container unpacking inspection is required, confirm the goods storage position in advance and arrange unpacking personnel, to avoid long waiting time which causes extra unpacking fee. If the customs requires sampling for inspection and appraisal, provide the original manufacturer's component test report quickly, cooperate with the customs to send samples, follow up the progress of the test report.

If the test result meets the declared requirements, the goods can be released on the same day. During seal check, if broken seal is found, take photos for evidence immediately, contact the shipping company for confirmation, to avoid subsequent cargo damage disputes.

The import batch and container quantity can be adjusted according to monthly sales data, you can choose the small-batch multi-frequency import scheme or the centralized FCL import scheme, to balance the warehousing cost and logistics cost. If the final warehouse has safety stock requirements, we can match the pre-warehousing collection scheme at South Korean ports, store the goods in the port warehouse of South Korea in advance, and arrange shipment within 72 hours after receiving the order, to shorten the domestic restocking cycle.

International trade terms can be converted according to actual demand: if you need to control logistics cost, FOB term can be selected to arrange the domestic section logistics independently; if you want a hassle-free full process, CIF term can be selected, and the seller is responsible for sea transportation to the destination port. A dynamic precise cost accounting model can be established, and the operation scheme can be adjusted monthly to control the overall import cost.
