Reliable sourcing and import agency services.
I have been working on the frontline of food import customs clearance for nearly 20 years.Last month,I just resolved the detention issue of Mr.Lai’s batch of Spanish olive oil.He chose a small agency to save money, without checking in advance whether the overseas factory had GACC registration. When the goods arrived at the port,he found they couldn’t be released. The goods were stacked for 12 days, generating nearly 80,000 yuan in demurrage fees. Finally,we coordinated to handle return and amendment documents for him, leading to a lot of unnecessary losses.
Four Core Nodes to Control for Food Import Agency

Customs Valuation
In 2026,customs will launch a new big data comparison system for food import valuation, which will automatically match the transaction prices of imports from the same country and same category in the past three months. If the declared price is lower than the reasonable range,it will be directly brought into audit and inquiry, and will also affect the enterprise’s import and export credit rating.
I have encountered many customers using EXW terms, who directly declared the ex-factory price provided by overseas suppliers, forgetting to include components of the dutiable value such as freight, insurance, and overseas commissions. Finally, they were assessed additional taxes by customs valuation and paid a late payment penalty of 0.05% per day, adding tens of thousands of yuan in costs for no reason.Professional agencies will calculate the dutiable value in advance and verify the price composition to avoid being questioned by customs for low declared price.
Inspection and Quarantine Pre-Audit
According to Order No.248 of the General Administration of Customs, all overseas production enterprises of imported food must complete GACC registration in 2026.Those without registration are not allowed to import at all, even if the goods have arrived at the port, they can only be returned. For prepackaged food, the most problematic area is the access of food additives, which must comply with China’s GB 2760.Many additives allowed abroad are not included in the domestic access catalog.Once found, the entire container will be returned.
Last year,a batch of cereal bars imported from South Korea had the customer’s agency not reviewed the ingredient list in advance. When the goods arrived at the port,it was found that a sweetener allowed in South Korea but not approved in China was added. Finally, the entire container was returned, resulting in losses of nearly 200,000 yuan in cargo value plus freight. When we operate,we will review the ingredient list and additive list before shipment, blocking problems before loading overseas.
Phytosanitary and Animal Quarantine

Imports of food containing meat, nuts,or plant components must provide an official phytosanitary and animal quarantine certificate. The overseas factory registration number on the certificate must be exactly the same as that on GACC registration; even one digit different is not allowed.Last month,we received an order for dried coconut from the Philippines. The certificate provided by the customer had a wrong registration number. We found it during pre-audit,asking the supplier to reissue the certificate,so no demurrage fees were incurred. If the problem had been found after arrival,at least tens of thousands of yuan in storage demurrage would have been lost.
Import License Application
For imports of food such as dairy products, beef, and grain,it is necessary to apply for import tariff rate quotas or relevant import licenses in advance. Many small and medium-sized customers do not know the application channels and requirements,so it is common to delay for two to three months. We are based in Shanghai, have fixed docking windows, and can assist customers in preparing materials for application in advance without delaying the shipping schedule.
Pitfalls to Avoid When Choosing a Food Import Agency
- Not conducting document pre-audit in advance, leading to problems only found after goods arrive at the port, resulting in high demurrage and storage demurrage fees
- Hiding hidden fees, with document exchange and inspection fees quoted far above the market average, adding up at final settlement
- Not conducting compliance risk control, using grey customs clearance channels, leading to goods being confiscated and affecting the enterprise’s import and export credit
- Lacking nationwide port linkage capabilities, making cross-region imports have to be resold through middlemen, with layers of markups and delayed timeliness
Core Compliance Requirements for Different Food Categories
| Food Type | Core Compliance Requirements | Common Risk Points |
|---|---|---|
| Prepackaged Snack Food | GACC Factory Registration,Chinese Label Registration,Additives Comply with GB 2760 | Incorrect Label Ingredient Declaration,Unapproved Additives |
| Fresh Meat/Fruit/Aquatic Products | Phytosanitary Certificate,Entry at Designated Port | Incorrect Certificate Information,Unregistered Factory |
| Grain,Oil & Dairy Products | Import Tariff Rate Quota/License,Overseas Enterprise Registration | Incorrect Quota Application,False Declared Price |
We are based in Shanghai International Trade Center, have built a global agency network, and support cross-region declaration at ports nationwide. No matter which port the goods enter,we can operate uniformly to control risks.Previously,Manager Wen had a batch of 10 tons of New Zealand milk powder to enter via Ningbo Port. The previous agency did not check the quota in advance, and only found after arrival that the quota was insufficient, facing return. After receiving the request,we coordinated Shanghai’s compliance quota resources for cross-region adjustment, connected with Ningbo Customs Inspection and Quarantine to complete document pre-audit in advance, and finally completed customs clearance in 10 days, saving nearly 300,000 yuan in losses compared to return.
It should be noted that many small agencies in the market now offer low prices to grab orders, only quoting basic agency fees, hiding incidental fees such as document exchange, inspection, and warehousing fees. The total fee at final settlement is more than 30% higher than the regular quotation. We will list all fees clearly in advance, conduct three document pre-audits: once before shipment, once before arrival, and once before declaration, and inform all risks in advance,so there will be no temporary markup.
The core of food import is compliance. Many customers only look at the level of agency fees, ignoring the value of risk control. If problems really occur, the return freight, demurrage fees, and fines will be far more than the difference in agency fees.Choosing the right agency and controlling risks before shipment is the real way to save money.
