Alloys Are Not "General Cargo": Hidden Minefields Behind Trade Facilitation
I’m Mr.Feng, with over 20 years of experience in handling import & export agency at Zhongshitong. When many clients come to us,their first sentence is often: "Manager Feng,we just export some aluminum alloy profiles (or import some copper alloy billets),which are simple general cargo—just help arrange customs declaration and logistics." But the reality is that this "simple" perception leads to the most subsequent troubles: customs price verification doubts, document rejection, inspection and detention of goods, and even fines due to false declarations. The import and export of alloy materials are full of minefields that require professional navigation from the first contract.

The complexity of alloys lies in their composition and usage. The same "aluminum alloy" used for building doors and windows versus for aerospace precision components can have vastly different customs codes, regulatory conditions, and export tax refund rates. In 2026,major global economies are intensifying supply chain security reviews of key metal materials, and related trade controls and technical barriers (such as the extension of the EU’s CBAM transition period, and the U.S.anti-dumping review of specific origins) are more dynamic. You can’t do today’s business with ten-year-old experience.
Key Challenge 1: Precise Operation of HS Code & Declaration Elements
This is the starting point of all risks and the key to determining whether tax refund can be obtained smoothly. The classification of alloy HS codes is a technical task—you must not declare based on feeling or simply by the general categories of "ferroalloy" or "copper alloy".
Composition & Shape: Two Rulers That Determine Fate
The core basis for customs to determine alloy classification is: first, the base material (e.g.based on aluminum, copper, nickel, titanium); second, the content of other elements in the alloy (must comply with the definition of domestic subheading notes); third, the shape of the product (ingot,billet,plate,strip,tube,profile,etc.).Last year,I encountered a case where Manager Long’s company exported a batch of "titanium alloy plates" and declared them as "other titanium plates" on their own.But after we reviewed the composition report, the vanadium content in the alloy exceeded the scope of the titanium alloy subheading notes,so it should actually be classified as "other titanium alloy plates".Not only are their tax refund rates different, but the latter also involves export license management. If exported with the wrong code, you will not only fail to get a tax refund but may also face administrative penalties.
- Must Provide Material Certificates: When purchasing,be sure to ask suppliers for authoritative "Material Analysis Report" or "Quality Certificate",which should clearly list the precise percentage of each alloy element.
- Brand & Model Cannot Be Omitted: Many high-performance alloys have clear grades (e.g.6061-T6 aluminum alloy,304 stainless steel).Be sure to specify them when declaring,as this is closely related to the review of the customs price database.A vague description like "stainless steel plate" can easily trigger price verification and control.
- Specifications Must Be Complete: Thickness, width, length, state (hot-rolled,cold-rolled),surface treatment, etc.must be consistent with the actual goods and the contract.
Key Challenge 2: Firewall for Destination Country Market Access & Certification
Just because goods can leave China doesn’t mean they can enter the destination port smoothly.Different countries have their own quality standards, environmental requirements, and even political reviews for metal materials.
When exporting to the EU market,in addition to the conventional CE marking requirements (for certain building alloy profiles or mechanical components),you now need to pay more attention to the transitional declaration obligations of the Carbon Border Adjustment Mechanism (CBAM).In 2026,the scope of CBAM may further expand—for primary aluminum and steel products with high carbon emissions during production, importers need to purchase corresponding CBAM certificates. As an exporter, you need to prepare the required and verified product carbon footprint data in advance, which will become a new trade document.

When exporting to some Middle Eastern and Southeast Asian countries, you may be required to provide quality certificates that meet their national standards or halal certification (if the production process is involved).I once assisted Ms.Tang in handling a batch of high-strength alloy steel chains exported to Saudi Arabia—customs clearance there required SASO certification. We completed the test and obtained the certificate in advance at a qualified domestic laboratory, and the goods were cleared within three days after arrival. However, her peer ignored this point, and the goods were detained at Jeddah Port for more than 40 days, resulting in high container detention fees and storage fees.
Key Challenge 3: Real-Time Radar for Anti-Dumping & Trade Barriers
This is the most damaging risk point in alloy trade.Global anti-dumping and countervailing investigations against Chinese metal products have never stopped, and the scope of tax orders is wide and often reviewed and adjusted.
Take aluminum products as an example: the U.S.imposes high anti-dumping and countervailing duties on specific Chinese aluminum profiles and aluminum sheet, strip, and foil products, with rates often exceeding 100%.If your exported alloy products happen to fall within the scope of the tax order description and you do not pay the corresponding "double anti" taxes upon import, the goods will be seized or even confiscated by U.S.Customs.A more complex situation is the "circumvention" investigation—for example,if products are slightly processed and re-exported through a third country,if circumvention is found, the risk will be traced back to the exporter.
Our approach is to establish a dynamic monitoring list for clients. For example,Mr.Fu’s company exports aluminum alloy wheels to the EU all year round. We regularly scan the Official Journal of the EU to monitor the progress of sunset reviews and exemption applications for anti-dumping duties on Chinese aluminum wheels, and adjust quotations and contract terms in a timely manner to clarify possible tax costs in advance, avoiding mutual buck-passing between buyers and sellers after the goods arrive at the port.
Key Challenge 4: Compliance Optimization Path for Export Tax Refund
For alloy export enterprises, tax refund is an important source of profit. But the premise of tax refund is "compliant declaration, complete documents, and clear chain".
The speed and success rate of tax refund are directly linked to the accuracy of front-end customs declaration. If the HS code is wrong or the declaration elements are false, you will not only fail to get a tax refund but may also be identified as a clue to tax fraud. We emphasize the compliance logic of "one order to the end": from the consistency of the contract invoice and customs declaration to the connection between the ocean bill of lading and the foreign exchange receipt slip, ensuring that the entire business chain can withstand subsequent verification by the tax bureau.
The optimization point lies in the precise application of tax refund policies. For example, understand the tax refund rates corresponding to different alloy products, and under the premise of compliance, ensure the application of higher tax refund rates through reasonable product descriptions and classifications. At the same time, guide enterprises to standardize internal document management, especially the acquisition of purchase invoices,to ensure that the product names on the input invoices logically correspond to those on the export customs declaration in core elements—this is a common problem encountered by many production-type export enterprises during tax bureau verification.
Key Challenge 5: Last Mile of International Logistics & Property Right Risk Control
When the freight forwarder loads your goods onto the ship, only half of the task is completed.Real risk control should continue until the consignee picks up the goods at the destination port.
Choosing trade terms is crucial. Many factories prefer to use EXW (Ex Works) because they think the responsibility is minimal. But in fact, this means that international transportation from the factory gate, customs declaration, and destination port clearance are all operated by the foreign buyer’s designated freight forwarder. You lose control over the logistics chain and key documents (such as bills of lading). If the buyer has poor credit or a broken capital chain, they may pick up the goods without a bill of lading or refuse to pay the balance, and you will face the risk of losing both money and goods.
We usually recommend that manufacturers at least use FOB (Free On Board),where you arrange domestic export customs declaration and booking, and get the original bill of lading issued by the shipping company. The bill of lading is a document of title—controlling the bill of lading means controlling the goods. For new clients with unknown credit,we even recommend using CIF (Cost,Insurance,Freight) and insuring export credit insurance to keep transportation and risk protection in your own hands. The following table compares the core risk points that exporters need to pay attention to under different terms:
| Trade Term | Key Point of Goods Right Control | Main Risk Tips |
|---|---|---|
| EXW (Ex Works) | Lose control, extremely passive | Buyer’s designated forwarder may release goods without bill of lading; foreign exchange collection risk fully depends on buyer’s credit. |
| FOB (Free On Board) | Control export customs declaration and bill of lading | Ensure the consignee information on the bill of lading is accurate; pay attention to the trap of document exchange fees at the destination port by the buyer’s designated forwarder. |
| CIF (Cost,Insurance,Freight) | Control the entire transportation and insurance | Higher cost, but strongest control over goods right and risk; need to purchase corresponding marine insurance. |
In addition, special attention should be paid to the "hidden fees" and holidays at the destination port. For example, during Ramadan in the Middle East, the work efficiency of ports and customs drops significantly, and customs clearance delays are normal. If the goods cannot be picked up within the free storage period, huge port detention fees will be incurred. When operating,we will predict the shipping schedule in advance, try to avoid arriving at the port during these special periods, and communicate with our local agent network in advance to pre-review the customs clearance documents.
Conclusion: The Value of Professional Agency Lies in Foreseeing & Resolving Risks
The import and export of alloy materials are essentially about finding a safe and efficient path through the complex grid of international trade rules. It tests not the ability to "run errands" but the composite knowledge reserve of commodity classification, trade policies, foreign exchange management, and international logistics,as well as the ability to predict and control risks based on practical experience.
