Many old friends from Northeast China come to us,and their first sentence is often: "From Dalian/Yingkou/Dandong to Incheon/Busan,it’s just across the sea, should be very simple, right?" I usually ask them to sit down, have a cup of tea, then tell them: The "closeness" in geography makes enterprises relax their vigilance most easily, leading to mistakes in compliance, cost and timeliness.Exports to South Korea, especially sensitive goods such as chemicals, machinery and equipment, and food contact materials, test the agency’s ability to predict South Korea’s market dynamics, customs valuation tendencies and port operation details.
First Level: Market Access and Product Compliance – Can Your Goods Enter?

South Korea’s market regulations are updated frequently, especially for product safety, environmental protection and food hygiene. In 2026,many old versions of certifications have expired.
Core Certification and Label Requirements
Previously,we helped a plastic products factory in Jilin export lunch boxes to South Korea. When the goods arrived at Busan Port, they were ordered to be returned by customs because the KC mark (Korea Safety Certification) was an old version. The loss was not only the freight, but also the customer’s trust and sales opportunity.
- KC Certification: Applies to electrical and electronic products, children’s products, etc.Confirm whether your product is in the mandatory catalogue and obtain the latest version of the certification certificate.
- KFDA Registration: Must be completed for food, food additives, medical devices, cosmetics, etc. The process is complex and takes a long time,so it must be started months in advance.
- Country of Origin Marking: According to South Korea’s "Origin Marking Act",most commodities must clearly mark "Made in China".Vague "Made in PRC" or only the company address may cause customs clearance delays or even fines.
Effective Use of RCEP Certificates of Origin: Every Saving is Net Profit
China and South Korea are both RCEP member countries, which is the biggest policy dividend for Northeast China exporters. But whether you can enjoy this dividend depends on details:
A properly filled RCEP Certificate of Origin can reduce tariffs for your products when imported into South Korea. The key lies in the judgment of "origin standards".We have encountered many customers who,for the sake of convenience, checked "WO" (wholly obtained) for all products, resulting in being verified by South Korea customs and required to provide full value certificates from raw materials to finished products, causing great distress. For products containing imported components, you must accurately calculate the Regional Value Component (RVC) and choose "RVC" or "PSR" (Product Specific Rules) standards.

Second Level: Logistics,Documents and Declaration – Can Your Goods Smoothly Ship?
Near-ocean routes have frequent shipping schedules and short voyages, which puts extreme requirements on document preparation and cutoff time.A half-day delay today may mean missing this week’s shipping schedule, and the goods will be detained at the port for a week.
| Trade Terms | Key Risks for Shippers | Value of Agency |
|---|---|---|
| EXW (Ex Works) | Need to arrange domestic transportation from the factory to the port of departure and customs declaration by yourself. If you are not familiar with domestic logistics and export customs declaration, delays are very likely. | Provide "door-to-port" full package, integrate domestic trailer, warehousing and export customs declaration to ensure goods are shipped on time. |
| FOB (Free on Board) | Bear all costs and risks before the goods are loaded onto the ship.Need to closely monitor the shipping line’s space and container pickup and return time. | Use long-term cooperative shipping line resources to lock in preferred freight rates and space; manage container flow to avoid detention charges. |
| CIF (Cost,Insurance and Freight) | Bear ocean freight insurance and freight.Need to ensure the reliability of the destination port agent to avoid hidden charges such as high bill of lading exchange fees and container unpacking fees. | Use reliable agents who have cooperated with South Korea for many years, with transparent fees and advance notification of expected destination port fees to avoid "port blackmail". |
In addition to logistics, the accuracy of the customs declaration form is the lifeline.Common categories of Northeast China exports to South Korea have different customs valuation and inspection focuses:
- Chemicals: Customs is sensitive to declared prices.Provide real sales contracts and payment certificates. At the same time,MSDS (Material Safety Data Sheet) must be professional and accurate, and hazard labels must be standardized. We once assisted a paint factory in Liaoning to prepare complete ingredient instructions and GHS-standard labels in advance, declaring goods that might have been classified as dangerous goods as general goods in compliance, significantly reducing logistics costs.
- Machinery and Equipment: The focus is on the accuracy of HS code classification, and the completeness and consistency of declaration elements (brand, model, function, purpose).A machine tool, different classification may lead to several percentage points difference in export tax rebate rate.
- Agricultural Products/Food: South Korea has strict standards for pesticide residues and heavy metal detection. The attached test report must be recognized by South Korea’s official or international standards, and the test items must cover South Korea’s requirements.
Third Level: Financial Optimization and Risk Closed Loop – Can Your Money Return?
Business ultimately depends on profits and capital security. Many enterprises have many loopholes in this area when operating on their own.
Export Tax Rebate: Not All "Agency Export" Can Rebate Smoothly
Under the agency export model, the tax rebate subject is the manufacturing enterprise (you). However, when the tax bureau reviews,it will strictly compare the "goods, invoices, funds" consistency of the customs declaration form,value-added tax invoice and collection water bill.A common trap is: The agency company uses the "under-the-table" declaration method, that is,borrows another company’s headway to declare customs. In this case, your company cannot obtain a customs declaration form with your own unit as the "operating unit",so tax rebate is impossible.A formal agency export must have a contract signed by the agency company (such as ours) with you,and declare customs and collect funds in the name of the agency company, but finally transfer all compliant documents required for tax rebate back to your company for tax rebate operation.
Collection Safety: Beware of South Korean Customers’ Payment Habits
In South Korea’s business habits, the usage rate of LC (Letter of Credit) is declining, but TT (Telegraphic Transfer) also has risks. Some South Korean importers are accustomed to paying RMB through their affiliated companies or personal accounts in China, which will cause inconsistency between "payment" and "customs declaration subject",triggering the foreign exchange administration bureau’s inspection and affecting tax rebate and future foreign exchange income. We suggest that customers be required to pay US dollars through corporate accounts and ensure the relevance between the payer and the consignee on the bill of lading. If the customer insists on third-party payment, necessary documents such as contracts and declarations must be prepared in advance to deal with possible explanations.
Case Study: The "Horror Story" of a South Korea Order for a Liaoning Chemical Factory
Scenario: At the end of 2025,Manager Xin of a medium-sized chemical factory in Liaoning received an emergency order from South Korea for a special resin. The customer required delivery before the Spring Festival.
Task: Time was tight, and the factory had no export experience,so it was necessary to find an agency to handle the full set of export, logistics and tax rebate matters, and ensure compliance with South Korea’s chemical import regulations.
Action: After taking over,we first pre-classified the product’s HS code and found that it had anti-dumping duty risk in South Korea. We immediately verified the final use and component proportion with the customer and confirmed the applicable exemption clause. Then,we reviewed the MSDS provided by the customer and found that its hazard classification was inconsistent with the transportation classification,so we immediately contacted a professional institution to issue a transport condition certificate meeting maritime requirements.During customs declaration,we prepared detailed product instructions and component analysis reports based on the product characteristics, and took the initiative to declare prices to avoid customs valuation delays. At the same time,we coordinated with the shipping line to prioritize container release, arranged trailers to load the goods overnight, and caught the fastest shipping schedule.
Result: The goods arrived in Busan safely one week before the Spring Festival, with smooth customs clearance and no additional taxes or fines. The factory subsequently handled the export tax rebate in time with the compliant documents returned by us.Manager Xin later said: "I didn’t expect there were so many details in a simple resin.I almost missed the big event because of ’taking it for granted’."
