I am a small and medium hardware manufacturing factory located in the Yangtze River Delta with an annual revenue of about 30 million RMB. I just expanded the agency export business in early 2026, and recently completed 3 batches of orders shipped to Southeast Asia.

The collected foreign exchange, agency service fees, and pending tax refunds are all mixed in the same public account statement. Our company's full-time financial staff has only done internal accounting before, and has no idea about the separate accounting rules for agency export accounts, fearing that non-compliant bookkeeping will trigger tax alerts and affect subsequent export tax refund applications.

In addition, for 2 orders, we temporarily changed the customs declaration entity, resulting in inconsistency between the collection subject and the customs declaration subject. The accounts have been outstanding for nearly 1 month and we do not know how to adjust them. We hope to know the bookkeeping specifications for the full process of agency export accounts, as well as the compliance adjustment methods for abnormal outstanding accounts.

First of all, complete the pre-audit of documents before signing each agency export order. It is necessary to collect the agency agreement, draft customs declaration form, and foreign exchange collection forecast information synchronously, mark the account splitting rules in advance, each fund flow must correspond to a unique order number to avoid confusion of accounts from multiple orders. For orders with dual-head customs declaration, the cost splitting ratio between the actual consignor and the agent shall be marked in the remark column in advance, and the splitting can be carried out directly according to the ratio during subsequent bookkeeping.

In the core node connection link, account splitting must be completed within 2 working days after the foreign exchange is collected: first deduct the service fee receivable by the agent, transfer the remaining funds directly to the actual consignor's account, after the tax refund review is approved, the tax refund shall be transferred separately through the public account, each transfer must be attached with the business voucher of the corresponding order for future reference. For orders settled in US dollars, the exchange difference profit and loss during foreign exchange settlement shall be recorded in the exchange gain or loss account separately, and shall not be included in the goods payment or service fee account.

For the outstanding account problem you are currently encountering, first trace the reason for the change of customs declaration entity. If it is caused by the agent's temporary adjustment of customs declaration qualification,a supplementary agreement for entity change needs to be signed, with the supplementary agreement, situation statement, original customs declaration form, and collection voucher as attachments, adjust to the corresponding order's current account item during bookkeeping in the current month, and no cross-quarter adjustment is allowed.

The final compliance implementation requirements: all vouchers related to agency export accounts, including agency agreements, customs declaration forms, foreign exchange receipt slips, service fee invoices, transfer vouchers, and tax refund vouchers, must be retained for at least 10 years for future reference,to meet the latest 2026 tax verification requirements. At the end of each month, reconcile all agency export accounts of the current month to ensure that the account amount completely matches the amount on the customs declaration form and foreign exchange receipt slip, and avoid the occurrence of small tail difference outstanding accounts.

Agency export accounts bookkeeping must strictly match the four-flow consistency requirements, the amount and direction of the capital flow must completely correspond to the logistics flow, invoice flow and document flow. After the foreign exchange collection is split, the agent shall issue a special value-added tax invoice for agency service fees to the actual consignor, the customs declaration form number of the corresponding order shall be marked in the remark column of the invoice, after receiving the payment, the actual consignor shall issue a general value-added tax invoice for the corresponding goods to the agent for tax refund filing.

If the account has been outstanding for more than 30 days, it must be noted and explained in advance during the pre-declaration of export tax refund, otherwise a tax verification letter will be triggered, the tax refund of the corresponding order will be suspended during the verification period, which can be delayed for more than 6 months at most. All fund transfers must go through public accounts, and no private account transfer is allowed, otherwise it will be deemed as capital return, the tax refund qualification of the corresponding order will be directly cancelled, and a fine of 1 to 5 times the involved tax refund amount will be imposed.

The accounts bookkeeping in the foreign exchange collection link must comply with the compliance requirements of cross-border receipt and payment of foreign exchange, the remark column of the SWIFT message for each foreign exchange collection shall mark the contract number of the corresponding order, the overseas income declaration shall be completed within 5 working days after the foreign exchange is collected, the transaction code during declaration shall be selected as "121010 General trade export income", no other transaction code is allowed.

For RMB foreign exchange collected through the CIPS channel, "agency export foreign exchange collection" shall be marked during declaration to distinguish it from self-operated export foreign exchange collection. If the receiving entity is inconsistent with the customs declaration entity, it is necessary to supplement and submit the agency agreement and entity change statement, conduct a special declaration in the foreign exchange monitoring system, otherwise it will be listed in the foreign exchange abnormal list, subsequent foreign exchange collection business will be subject to key verification by banks, and the foreign exchange settlement time can be delayed for up to 7 working days.

The consignor and consignee information in the territory on the customs declaration form must be consistent with the subsequent foreign exchange collection entity. If the customs declaration entity needs to be changed after the agency agreement is signed, the change of the agency agreement must be completed before customs declaration, no temporary adjustment is allowed after customs declaration.

If the inconsistency of entities is found after customs declaration is completed, the application for modifying the consignor and consignee information in the territory on the customs declaration form shall be submitted within 15 days after export, the agency agreement, situation statement, and foreign exchange collection forecast information shall be submitted during modification, and foreign exchange collection shall be carried out after the modification is completed, so there will be no outstanding account problem during subsequent bookkeeping. If you apply to modify the customs declaration form more than 15 days later, it will be listed as an abnormal declaration by the customs, subsequent customs declaration business will be subject to key inspection, the inspection rate will be increased to more than 30%, and additional inspection fees will be incurred.

The tax accounting of agency export accounts must comply with the latest 2026 cross-border tax regulations, the service fee collected by the agent shall be subject to value-added tax at a rate of 6%, the goods payment and tax refund received by the actual consignor are tax-exempt income, no value-added tax is required. The profit generated from exchange difference shall be recorded as non-operating income, and corporate income tax shall be paid as required.

If the exchange difference loss exceeds 2% of the order amount, it can be deducted before corporate income tax, and the foreign exchange settlement slip and situation statement shall be attached during deduction. For agency export business between related enterprises, the pricing of service fees shall comply with the arm's length principle, and the pricing range shall be within 10% of the industry average level, otherwise the tax authority will conduct transfer pricing adjustment and make up the corresponding tax and late payment surcharge.

The agency export agreement shall clearly stipulate the account splitting rules, transfer time, and tax bearing subject to avoid subsequent account disputes. If the customs declaration entity is changed, a written supplementary agreement shall be signed to clarify the reason for the change and the division of responsibilities of both parties, the supplementary agreement shall have the same legal effect as the original agreement. If tax penalties are caused by non-compliant agency export accounts bookkeeping, the corresponding losses shall be borne in accordance with the responsibility division stipulated in the agreement.

If there is no agreement on responsibility division, the agent and the actual consignor shall bear the losses equally. If the outstanding account cannot be adjusted for more than 3 months, the rights confirmation shall be carried out through legal channels in time to avoid bad debt losses, and evidence such as agency agreement, customs declaration form, foreign exchange receipt slip, and communication records shall be provided during rights confirmation.

The accounting of agency export accounts can be incorporated into the overall supply chain cost actuarial model, calculate the actual profit of each business by order dimension, split cost items such as goods payment, service fee, logistics fee, tax, and exchange difference, to clearly grasp the profitability of each order. The bookkeeping nodes of accounts can be linked with logistics nodes, pre-estimate the foreign exchange collection time and tax refund arrival time after the goods complete customs declaration, make capital plans in advance to avoid capital flow fracture.

If the annual agency export business volume exceeds 100 orders, a dedicated agency export accounts accounting system can be built to automatically complete account splitting, voucher generation, account reconciliation and other operations, improve bookkeeping efficiency, reduce the probability of manual error, and reduce financial cost expenditure by at least 2% every year.
