I am a small and medium-sized trader engaged in food import from Southeast Asia. This year I plan to import a batch of frozen pre-packaged durian pulp from Thailand for the first time, and I have no prior experience with the full import customs clearance process. I have learned about the pitfalls encountered by peers: some had goods directly detained and returned due to incomplete qualifications, some were detained at port for half a month because labels failed to meet domestic requirements, spending over 100,000 yuan on detention and storage fees alone, and missed last year's Mid-Autumn Festival sales peak due to delayed delivery, leading to losses of at least hundreds of thousands of yuan.
Now there are two and a half months left before the 2026 Mid-Autumn Festival, I want to make full preparations in advance. I want to figure out what exactly needs to be prepared ahead for each link of import agency customs clearance, from qualifications, documents to on-site inspection, and whether there is any way to stably control customs clearance duration within 7 days?

First is qualification preparation. You need to confirm in advance that the business scope of your business license covers the corresponding food import category, and complete the processing of the Food Business License and Import Food Consignee Filing in advance. If you entrust an agency, you shall verify its Customs Consignor and Consignee Registration Certificate and food import agency qualification,to avoid the problem of inconsistent declaration subject caused by unqualified agencies.
For the document link, you need to sort out three types of core materials in advance. The first type is basic trade documents, including trade contracts, invoices, packing lists, ocean bills of lading and certificates of origin. The second type is food-specific documents, which require phytosanitary certificates and health certificates issued by Thai official authorities,as well as Chinese label samples of pre-packaged food. Chinese labels must complete customs label pre-audit in advance, and goods can be arranged for shipment only after the pass rate reaches 100%,to avoid extra costs caused by label rectification after arrival at port.
For core node connection, the agency shall complete pre-entry of customs declaration forms and tax pre-audit 3 days before the goods arrive at port. Booking tax deduction or payment in advance can shorten customs clearance duration by at least 2 working days. After arrival at port, priority shall be given to document exchange. If selected for inspection, goods batch details and test reports shall be prepared in advance for reference. Frozen food shall reserve the cold chain inspection channel in advance to avoid thawing and deterioration of goods.
For abnormal response plans, you shall agree with the agency in advance on the response time limit for valuation disputes and label rectification, requiring the other party to provide solutions within 24 hours. For normal and compliant pre-packaged frozen food with complete documents, customs clearance duration can be stably controlled within 3-5 days, which is fully sufficient to complete warehousing and distribution before the Mid-Autumn Festival.

Before declaring imported pre-packaged food, you need to complete consignee filing and label pre-audit on the International Trade "Single Window" first. When filling out the customs declaration form, you shall accurately fill in information such as the HS code, country of origin, production date and shelf life of the goods. If the customs has objections to the declared price during the valuation link, you need to provide corresponding materials such as trade correspondence emails, foreign exchange payment vouchers, and recent import transaction records of the same category to prove the authenticity of the price.
Do not adjust the declared price arbitrarily to evade taxes and fees. Once determined as under-declaration, you will not only need to pay overdue taxes and late fees, but also affect the enterprise's customs credit rating, and the inspection rate of all subsequent imported goods will be increased, extending the overall customs clearance duration.

For the transportation of imported frozen food, direct shipping routes shall be prioritized to avoid goods deterioration caused by power failure of refrigerated containers during transit. When booking space, you shall apply to the shipping company for at least 14 days of free detention period and 7 days of free storage period in advance, which can effectively cover possible abnormal duration in the customs clearance process and avoid extra detention and storage fees.
Before the goods arrive at port, you shall check in advance whether the bill of lading information is consistent with the packing list, especially core information such as goods name, quantity and seal number. If there is information discrepancy, you shall contact the shipping company to modify the bill of lading immediately, to avoid document exchange failure and customs clearance delay after arrival at port.

When clearing customs for imported food, you can apply for VAT deferral, which does not require direct payment of import VAT at the customs clearance link, and can be postponed to the subsequent VAT declaration stage for payment, effectively reducing the enterprise's capital occupation cost. To apply for VAT deferral, the enterprise needs to have a customs credit rating of general credit or above, and no illegal records such as tax arrears and smuggling.
After obtaining the special payment receipt for import VAT, you shall complete the deduction declaration within 180 days, to avoid unnecessary tax losses caused by overdue deduction. Related party transaction pricing shall comply with the arm's length principle, to avoid special tax adjustment by tax authorities.

Foreign exchange payment for imported goods shall be made strictly in accordance with the amount and time agreed in the trade contract. When declaring foreign exchange payment, you shall accurately fill in the transaction postscript and mark the customs declaration number of the corresponding imported goods, to avoid discrepancy between the payment amount and the customs declaration amount, which will affect subsequent foreign exchange verification.
If you use RMB cross-border settlement, you can pay through the CIPS channel, which features faster settlement speed and lower exchange rate fluctuation risk. Do not pay foreign exchange through third-party personal accounts, otherwise it will be judged as abnormal foreign exchange receipt and payment, affecting the enterprise's foreign exchange directory level.

When frozen food is selected for inspection, you shall prioritize reserving the customs cold chain inspection channel, and keep the goods within the specified freezing temperature range throughout the process. During unpacking inspection, you shall check whether the actual quantity, production date and shelf life of the goods are consistent with the declared information, and whether Chinese labels are posted on the prominent position of the package as required.
If required to send for inspection, you shall cooperate with the customs in sampling, and prepare the third-party product test report in advance. The test items shall cover all indicators required by domestic food safety standards. The goods can be released normally after passing the inspection, and shall be returned or destroyed as required if unqualified.

When signing the import agency agreement, you shall clearly agree on the division of responsibilities between the two parties, especially the responsible subject and compensation standard when abnormal situations such as cargo seizure and port detention occur during customs clearance. You shall specify the agency's customs clearance duration commitment in the agreement. If delivery delay is caused by the agency's operation error, you can require the other party to compensate for corresponding losses.
Force majeure clauses shall be added to the trade contract to clarify the handling method of delivery delay caused by force majeure factors such as port congestion and customs policy adjustment, to avoid unnecessary contract disputes in the future. In terms of intellectual property rights, you shall confirm in advance that the goods do not infringe on registered intellectual property rights such as trademarks and patents in China, to avoid cargo detention.
