I am a small and medium-sized seller engaged in cross-border export of smart home products, with an annual export volume of approximately USD 3.2 million. I have been doing self-operated exports before, but by the end of 2025, labor costs for customs declaration, logistics and tax refund teams increased by nearly 40%, which was unbearable, so I decided to cooperate with an agency company.

I have asked for quotations from 6 agencies, and the prices vary significantly: some only charge 0.3% agency fee, some charge 1.5%, and some even quote an all-inclusive flat rate upfront. I have no clear understanding of what exactly export agency fees refer to, which are compliant fees that must be paid, which hidden charges can be avoided, and whether there is a unified fee calculation standard.

I am afraid of choosing a low-priced agency and facing random surcharges later, and also afraid of choosing an expensive one and wasting money. I want to figure out the details here.

The core reason for the large difference in quotations in the current market is that many low-priced agencies only include basic documentation service fees, and subsequent services such as customs declaration, logistics follow-up,tax refund processing and settlement of exchange are charged separately. Some agencies even deliberately underreport out-of-pocket expenses such as first-mile logistics and port surcharges, and then charge additional fees on the grounds of port detention, document amendment, customs inspection, etc. The actual expenditure is often more than 30% higher than that of agencies with clearly marked high prices.

Fees of compliant export agencies are mainly divided into three categories: The first category is base agency service fees, generally ranging from 0.6% to 1.2%,which includes full-process basic services such as documentation, customs declaration, settlement of exchange and tax refund under the agency agreement framework, with no additional hidden charges,The second category is out-of-pocket expenses, including port charges, international logistics fees, certificate of origin processing fees, inspection fees and other fees charged by official or third parties, all of which have corresponding charge vouchers,The third category is value-added service fees, such as expedited customs clearance,VAT deferral, exchange rate lock, overseas tax and accounting consultation, etc。which are optional services, and no fees are charged if not used.

You can require the intended agency to issue a complete fee breakdown in advance, all fee details must be written into the official agency contract in advance, and clearly stipulate the document provision rules for out-of-pocket expenses, prohibiting any surcharges outside the contract. According to your annual export scale of USD 3.2 million, the annual base service fee of a compliant agency is about RMB 160,000,which is more than 60% lower than your current self-operated labor cost. Combined with value-added services such as exchange rate optimization and accelerated tax refund, you can also reduce an additional RMB 50,000 to 80,000 in comprehensive costs every year. Do not choose agencies with a rate below 0.5%,which most likely have hidden charge traps.

Fees related to the customs declaration link are generally divided into base items and value-added items. The base customs declaration service fee is already included in the base service fee of the export agency, and no additional payment is required.

If the goods encounter customs price valuation and classification disputes that require the agency to negotiate, or if special operations such as document deletion and re-submission or amendment are required due to incorrect information, separate service fees will be generated. Such fees are generally charged per operation and will be notified and confirmed in advance before operation.

If exporting license-required products, requiring the agency to handle import and export licenses, animal and plant quarantine certificates and other documents will also generate corresponding handling fees. The specific amount is calculated based on the official charge plus a small service fee. You can require the official charge basis before handling to avoid being overcharged.

Logistics fees are part of the out-of-pocket expense category in export agency fees. When quoting, it is necessary to clearly stipulate the cabin type, airline, direct/transit flight characteristics, free detention/free time periods of international logistics, to avoid the agency quoting a low-priced transit cabin as a direct cabin, or deliberately shortening the free detention period leading to additional port detention fees or container detention fees.

In case of cabin overbooking and container re-routing in peak season, the cost-bearing rules for re-arrangement after container re-routing shall be agreed in advance. Compliant agencies generally bear the re-routing supplement cabin difference caused by reasons not attributable to the owner.

In addition, miscellaneous fees such as local trucking fees, customs declaration fees, port construction fees and seal fees will have corresponding charge vouchers issued by the terminal or airline. You can require the agency to provide them together at the time of settlement, and pay after verification.

Cross-border tax-related fees mostly belong to the value-added service category of export agencies. The base service fee generally only includes domestic export tax refund processing services. If you need to handle VAT registration, filing and deferred payment services in overseas destination countries, separate service fees will be generated.

If it is cross-border trade involving multi-country layout, professional services such as related-party transaction pricing, tax structure design and BEPS compliance will be required, and the fees will be calculated separately according to the project complexity. Such services can help you reduce overall cross-border tax burden, and the input-output ratio is generally above 1:8. In addition, if domestic tax verification is required and the agency is needed to assist in preparing materials and cooperating with verification, most compliant agencies will not charge separately, only a few low-priced agencies will charge additional service fees.

Exchange receipt and payment-related fees mainly include two parts: One is the SWIFT telegraphic transfer fee, inter-bank transfer fee, incoming remittance fee, etc. charged by the bank, which belong to out-of-pocket expenses and can be checked against the charge vouchers issued by the bank. The other is the settlement spread. The settlement spread of compliant agencies is generally within 100 basis points, which is 30 to 50 basis points lower than that of small and medium-sized sellers who settle exchange at banks by themselves.

Some agencies charge a small service fee for providing forward exchange rate lock services, which can help you avoid exchange rate fluctuation risks and lock in profits. In addition, if you need to handle special services such as CIPS RMB cross-border settlement and offshore account fund pooling, a small service fee will be charged per transaction, and the fee standard will be notified in advance before handling.

Legal-related fees mostly belong to the value-added service category. The base agency service generally provides a standard agency contract template for free, with no additional payment required. If you need the agency to review the overseas customer's L/C terms, amend special contract provisions, issue cargo guarantees, handle customs recordation of intellectual property rights and other professional services, a small service fee will be charged according to the project complexity.

If trade disputes arise and the agency is needed to assist in mediation, retrieve customs declaration and logistics vouchers and other materials, most compliant agencies will not charge separately. Only if litigation is involved and the agency is required to provide relevant supporting materials or cooperate in court appearance, additional service fees will be generated, and the specific amount can be negotiated in advance.

Customs inspection-related fees belong to the out-of-pocket expense category, mainly including container stripping fees, unloading fees, inspection fees, laboratory testing fees, etc., all of which have charge vouchers issued by the terminal or inspection institution, with no additional service fees. If machine inspection abnormalities require manual review, or if there are objections to the inspection results and re-inspection is required, the agency's processing fee is generally included in the base service fee, with no additional payment required.

If inspection abnormalities and additional port detention fees or fines are caused by incorrect customs declaration materials submitted by the agency, all costs shall be borne by the agency, not the owner. This responsibility and right shall be written into the agency contract in advance to avoid subsequent disputes.

Packaging-related fees belong to optional value-added service or out-of-pocket expense categories. If you export ordinary goods and do not need special packaging, such fees will not be generated.

If you export special goods such as dangerous goods, fragile goods, fresh goods, etc., requiring the agency to handle MSDS compilation, dangerous goods classification and identification, UN packaging certification, moisture-proof reinforcement plan design and other services will generate corresponding service fees. If you need the agency to provide special packaging materials and on-site packing services, the relevant material costs and labor fees will be reimbursed according to the actual amount.

You can require the agency to provide purchase vouchers and labor fee details for verification. Compliant agencies' packaging solutions can reduce the cargo damage rate during transportation, and can reduce cargo damage expenses by an average of more than 30%.

Export tax refund-related services are mostly included in the base agency service fee, including basic services such as tax refund declaration, document filing, and exchange receipt verification, with no additional payment required. If tax verification is required and the agency is needed to assist in preparing relevant materials and cooperating with tax department verification, most compliant agencies will not charge separately. Only a few low-priced agencies will charge additional service fees.

If you need the agency to provide tax refund advance services to obtain the tax refund in advance, a certain financing cost will be charged based on the advance amount and period, with a rate generally ranging from 0.3% to 0.5% per month, which is much lower than the commercial loan interest rate, suitable for sellers with tight working capital. In addition, if you need the agency to sort out previous tax refund documents and handle historical pending issues, separate charges will be made according to the project complexity.

Supply chain optimization-related fees belong to the value-added service category. If you need the agency to provide services such as end-to-end cost actuarial, trade term conversion plans, inventory linkage strategies, multi-port layout planning, service fees will be charged according to the project scale.

Such services can help you optimize the overall export process and reduce end-to-end logistics, time and capital costs, with an input-output ratio generally above 1:10, suitable for sellers with annual export volume exceeding USD 2 million. In addition, if you need the agency to design cost accounting models under different trade terms such as CIF/FOB/DDP, you can also require the agency to provide a basic version for free, and only the customized version will charge a small service fee.
