Reliable sourcing and import agency services.
I am a small and medium-sized enterprise that exports consumer electronics 3C accessories, serving markets in Europe, America, and Southeast Asia. My annual export volume is about 12 million Chinese yuan.
Previously, our team handled the entire process of customs declaration, logistics, and tax refund by ourselves. In the past six months, our order volume has increased by nearly 40%, and the existing team is completely overwhelmed. I plan to cooperate with a professional export agency.
I have consulted three service providers of different scales, and their quotations vary greatly: some charge a comprehensive fee of 4 per mille of the cargo value, some charge a fixed fee of 800 yuan per shipment only for basic customs declaration, and another quoted a low price of 2 per mille but requires separate charges for customs declaration fees, tax refund service fees, and foreign exchange settlement service fees. I am completely unsure about the market conditions and want to know how export agency fees are generally charged in 2026, which charging items are reasonable, which are hidden pitfalls, and how to judge whether a quotation is cost-effective?

There is no unified charging standard in the export agency industry in 2026. All pricing is directly linked to the scope of services you need, product category, customs clearance risk, and annual shipment volume. There is no absolute "expensive" or "cheap",the core is whether the fee matches the services you receive.
Currently, there are two main billing models. The first is charging proportionally to the cargo value, suitable for merchants with an annual shipment volume of over 10 million yuan and a single shipment value of no less than 50,000 yuan. The conventional rate range is between 2 per mille and 6 per mille. The comprehensive rate for low-risk general cargo will not exceed 4 per mille. If the quotation is lower than this figure, beware of hidden costs. The second is fixed charging per shipment, suitable for merchants with scattered or small shipments. The per-shipment charge range is between 300 yuan and 1,200 yuan,if only basic customs declaration is included,it will not exceed 500 yuan per shipment.
The core criterion for judging whether the charge is reasonable is "whether the service items are clearly priced and split". The conventional comprehensive fee already includes three core services: basic customs declaration, foreign exchange settlement, and export tax refund agency. Any additional charges for these three items are considered hidden fees. Additionally, note that hazardous goods,license-involved commodities, and products requiring special inspection will have rates 1 to 2 per mille higher than general cargo, which is a reasonable markup range.
Merchants with an annual shipment volume exceeding 10 million yuan can directly negotiate tiered rates with the agency. The higher the shipment volume, the lower the rate. Some agencies also offer exchange rate discounts and interest-free tax refund advance limits to high-quality merchants who have cooperated for more than half a year, resulting in actual costs nearly 30% lower than the base quotation. It is recommended to inquire about these benefits first.

If the export agency charge includes customs declaration services, confirm whether it covers emergency handling fees for price verification and amendment/deletion of declarations. Some low-cost agency customs declaration fees only include basic declaration.
In cases of customs price verification, supplementary certificate requirements, or declaration amendment, they will separately charge handling fees ranging from 2,000 yuan to 5,000 yuan, which are common hidden fees in the industry. Under the premise of 2026 national port integrated declaration, the service cost of basic customs declaration for general cargo is 150 to 200 yuan per shipment.
If the agency separately charges more than 300 yuan per shipment for customs declaration, it is considered premium charging. In addition, for commodities requiring inspection or licenses, an additional charge of 100 to 300 yuan per shipment for inspection and quarantine and license verification during customs clearance is reasonable.

If the export agency charge includes logistics supporting services, clarify whether it covers cabin locking, free detention period application, and detention fee reduction coordination. Some agencies' low prices only include booking services.
In cases of overbooked cabins requiring priority cabin protection, they will separately charge cabin premium fees, usually 5% to 10% of the sea freight. In 2026, the global shipping market has relatively stable capacity, and the conventional booking service cost for regular routes does not exceed 2% of the sea freight.
If the agency separately charges logistics service fees exceeding this proportion, it is not worth choosing. Additionally, if the agency is required to coordinate destination customs clearance and delivery services, separate reasonable charges are acceptable.

If the export agency charge includes tax refund agency services, confirm whether it covers handling fees for tax bureau verification. Some low-cost agencies' tax refund services only include document submission.
In cases of tax bureau verification requiring assistance, they will separately charge 1% to 3% of the tax refund amount as handling fees, which are often much higher than the basic agency service fee. Under the premise of full coverage of paperless export tax refund declaration in 2026, the conventional cost of tax refund agency for general cargo is 0.5% to 1% of the tax refund amount.
If the separate quotation exceeds 1.5%, it is considered premium charging. Additionally, if VAT deferral or cross-border tax planning services are required, separate corresponding plan fees are reasonable.

If the export agency charge includes foreign exchange settlement services, clarify the exchange rate spread. Some agencies' agency rates are very low, but they will add an additional 20 to 50 basis points of spread during settlement, resulting in a higher total cost than agencies with higher rates.
Under the premise of widespread CIPS settlement in 2026, the settlement spread of regular agencies will not exceed 10 basis points; any value higher than this is a hidden cost. Additionally, if special services such as offshore account opening or large foreign exchange purchase are required, separate reasonable service fees are acceptable, usually ranging from 0.1% to 0.3% of the transaction amount.

If the export agency charge includes trade compliance review services, confirm whether it covers letter of credit review and contract risk investigation. Some low-cost agencies' services only include process agency.
In cases requiring review of letter of credit soft clauses or drafting of trade contracts, they will separately charge service fees ranging from 500 yuan to 2,000 yuan. For orders with a single shipment value exceeding 100,000 US dollars, it is recommended to prioritize agency plans that include basic legal review; paying an additional approximately 0.1% effectively avoids potential losses of millions of dollars in cargo value, which is more cost-effective than handling disputes later.

If the export agency charge includes inspection coordination services, confirm whether it covers handling fees for container unpacking and sample submission. Some low-cost agencies' quotations only include normal customs clearance services.
In cases of customs inspection requiring container unpacking and sample submission, they will separately charge handling fees ranging from 1,000 yuan to 3,000 yuan. In 2026, the machine inspection coverage rate of national ports exceeds 80%, and the inspection probability of general cargo is less than 5%.
If the product is low-risk general cargo, no additional inspection guarantee fee is needed. For hazardous goods or inspection-involved products, an additional approximately 0.1% inspection service fee can be chosen, covering all handling costs in the inspection process.

If the export agency charge includes packaging review services, confirm whether it covers MSDS review and hazardous goods packaging verification. Some low-cost agencies' quotations do not include packaging compliance review. In cases where packaging does not meet transportation requirements, they will separately charge for packaging rectification and identification report processing, usually ranging from 2,000 yuan to 5,000 yuan.
For ordinary general cargo, packaging review costs are very low and no separate payment is required. For hazardous goods, fragile goods, and fresh cold chain products, an additional packaging review fee of 0.05% to 0.1% is reasonable, effectively avoiding cargo damage risks during transportation.

If the export agency charge includes tax refund services, confirm whether it covers document filing and "four flows consistency" verification services. Some low-cost agencies' tax refund services only include declaration. In cases of subsequent tax bureau verification requiring document adjustment or compliance explanation, they will separately charge high handling fees, and may even lead to tax refund recovery due to the agency failing to retain compliant documents, resulting in additional losses.
Under the premise of full electronic tax refund filing in 2026, regular document retention and verification services are already included in the basic tax refund agency fee and no separate payment is required. If the agency is required to handle historical tax refund legacy issues, separate charges are reasonable.
