I am a small and medium-sized merchant engaged in cross-border e-commerce of home goods. Last year, I had a bad experience with a small agency when exporting. They quoted an agency fee of 0.5% at first, but when settling, there were a lot of hidden charges including customs clearance rush fee, tax refund service fee, and manifest entry fee.

The total rate was almost 2%, more than twice the cost of using a customs broker myself. Now I want to switch to a formal agency. My monthly export goods value is about 2 million to 3 million RMB, mainly from Shanghai Port to Europe and Southeast Asia.

I need services covering the full process including customs clearance, logistics coordination, and export tax refund. I want to know what the agency fee for formal export services is now, and what standards can be used to judge whether the fee is reasonable?

First, unpack the cost traps of traditional low-cost agencies: agencies quoting below 0.5% in the market almost always set hidden charges, with common ones such as separate fees for customs clearance, document processing, tax refund services, and foreign exchange settlement. Some agencies also occupy your tax refund funds for 3-6 months to earn spreads, resulting in an actual comprehensive cost generally ranging from 1.5% to 2.5%,much higher than formal service providers with clear pricing.

The conventional fee range for full-chain export agency services in 2026 is 0.6%-1.2% of goods value, adopting a graduated pricing model: the rate is 0.8%-1.2% for monthly export goods value exceeding 1 million RMB,and can be as low as 0.6%-0.7% for monthly value exceeding 5 million RMB. This quote already includes full-process services such as customs clearance, document preparation, foreign exchange settlement, and export tax refund, with no additional hidden charges.

The cost optimization path can combine two policy dividends: First,cross-border trade foreign exchange settlement benefits implemented at the end of 2025. Compliant agencies can help you get a 1.2‰ discount on exchange rate spreads for settlement, which directly offsets part of the agency fee costs. Second, the tax refund acceleration policy for mechanical and electrical products and home goods. If qualified, tax refunds can be received within 7 days without the need to advance funds.

Access threshold assessment needs to meet two conditions: First, your goods have complete special VAT invoices,Second, upstream suppliers have no tax abnormal records. If you meet the requirements, you can directly apply for the graduated rate. Dynamic income calculations show that, based on a monthly goods value of 3 million RMB,choosing a formal agency with clear pricing can save about 400,000 to 500,000 RMB in hidden expenses per year, while avoiding risks such as failed tax refunds and foreign exchange non-compliance.

If an export agency quote separately lists customs clearance fees, it is mostly a hidden charge. In 2026, customs clearance fees for general goods at major ports such as Shanghai Port are already included in the basic agency fee. Only for scenarios involving commodity inspection, dangerous goods declaration, or customs clearance in special supervised areas, an additional declaration fee of 150-300 RMB per ticket will be charged.

If the agency quote does not clearly mark the additional fees for special scenarios, it will likely charge extra under the pretext of customs valuation or inspection, with each additional charge generally ranging from 800 to 2000 RMB. It is recommended to request a complete detailed fee list from them before cooperation, clarifying all possible extra charge scenarios and corresponding standards.

For export agency services involving international logistics coordination, pay attention to whether the agency fee includes logistics costs. The basic agency fee for regular export agencies only covers logistics booking coordination services. Logistics costs such as sea freight, trucking fees, and insurance fees are reimbursed based on actual expenses. Formal agencies will provide quotes from at least 3 logistics providers for you to choose from, and will not forcely assign a logistics provider.

If the agency quote is much lower than the market price, it will likely transfer costs by overstating logistics fees, adding port change fees, or container detention fees. Some unscrupulous agencies may even demand extra fees by withholding the bill of lading. It is recommended to clarify that the right to choose the logistics provider belongs to you before cooperation.

When choosing export agency services, do not simply compare the agency fee level; calculate the comprehensive tax cost. If the agency cannot provide compliant tax planning services, you may overpay 1%-3% of VAT and surtax, which is far higher than the difference in agency fees. Compliant agencies can help you apply for the VAT deferral policy, which can defer the payment of import VAT for goods destined for Europe, reducing capital occupation costs.

The benefit from this alone can cover the annual agency fee expenditure. If the agency asks you to provide irrelevant VAT invoices for offsetting, it is mostly a tax risk, which may trigger a tax audit later, leading to losses such as supplementary tax payment and fines for your side.

Agency fee pricing should also refer to the preferential range of foreign exchange settlement. In 2026, formal agencies can settle through both CIPS and SWIFT channels, obtaining a settlement exchange rate that is 0.8‰ to 1.5‰ higher than that of small and medium-sized merchants settling at banks. Based on a monthly goods value of 3 million RMB, the annual settlement benefit is about 30,000 to 50,000 RMB, which can directly offset about half of the agency fee.

If the agency clearly states that it does not provide settlement preferences, or the settlement exchange rate is lower than the bank's real-time quote, it means you bear additional exchange losses, and the actual cost is much higher than the agency fee. It is recommended to ask them to clarify the calculation standard of the settlement exchange rate before cooperation.

When signing an export agency contract, it is necessary to clarify the details of all fee items to avoid subsequent disputes. If the contract only specifies the agency fee ratio without clearly stating the clause of "no other hidden charges", it will be difficult to recover various additional fees charged by the agency through legal channels.

It is recommended to clearly stipulate in the contract that if any fee items not notified in advance appear, you have the right to refuse payment, and can require the other party to pay a penalty of 10% of the corresponding amount. In addition, pay attention to whether the contract stipulates the tax refund arrival time. Some agencies will delay the tax refund time, occupying your capital costs, which actually increases the agency fee expenditure.

If your goods belong to categories with high inspection rates, pay attention to whether the agency fee includes inspection supporting service fees. In 2026, the inspection rate for general goods is about 3%-5%, and for categories such as home goods and electronic products, it is about 8%-12%.

The basic agency fee of formal agencies already includes service fees such as on-site inspection coordination and container stripping assistance. Only for scenarios involving inspection submission and testing, actual reimbursement-based testing fees will be charged.

If the agency quote does not include inspection services, it may charge an additional service fee of 500-1500 RMB for each subsequent inspection. The cumulative cost for one year may exceed the total agency fee. It is recommended to clarify the inspection-related fee standards before cooperation.

If your goods require special packaging, such as moisture-proof, shock-proof, or UN packaging for dangerous goods, pay attention to whether the agency fee includes packaging plan design and review services. The basic agency fee of regular agencies already includes the packaging compliance review service for general goods, with no extra charge.

Only for scenarios requiring customized special packaging plans, a plan design fee of 200-1000 RMB per ticket will be charged. If the agency charges additional review fees or rectification fees on the grounds of non-compliant packaging, it is mostly a hidden charge. The cost of packaging compliance review alone is already included in the agency fee, and no extra payment is required.

The level of agency fee should also refer to the quality of tax refund services. If the agency only charges an extremely low agency fee, it will mostly not provide tax refund pre-review services, and may lead to failed tax refunds due to document non-compliance. The lost tax refund amount is generally 9%-13% of the goods value, far higher than the difference in agency fees.

The basic agency fee of formal agencies already includes full-process services such as tax refund document pre-review, correspondence response for tax authorities, and filing document sorting, with no extra tax refund service fee. If the agency separately charges a tax refund service fee of 1%-2%, it is duplicate charging, as tax refund services are already within the scope of basic export agency services.

When calculating the actual cost of export agency services, do not only look at the agency fee ratio; calculate the full-chain comprehensive cost. Formal agencies can help you reduce overall supply chain costs through trade term optimization, inventory linkage, and other methods.

For example, converting FOB terms to CIF terms can get more favorable sea freight prices, saving 100-300 USD in logistics costs per 20-foot container, which can cover the annual agency fee expenditure in one year. If the agency cannot provide supply chain optimization suggestions and only offers basic customs clearance and tax refund services, even if the agency fee is low, it means you have lost the optimized cost space, and the actual comprehensive cost will be higher.
