Reliable sourcing and import agency services.
I am a financial specialist of a cross-border import and export enterprise, who just took over the company's accounting work for import and export agency fees this year. Previously, such work was outsourced, and now I have encountered many intractable problems. We have both FOB and CIF cross-border orders.
The agency fees are sometimes paid by our company and sometimes borne by customers. In addition, part of the agency fees includes additional services such as customs declaration and port miscellaneous charges, and we cannot figure out how to split them for bookkeeping. Recently, we also received an early warning from the tax authority, stating that the supporting vouchers for our agency fees recorded in the accounts are incomplete.
Have the latest 2026 cross-border fiscal and tax policies changed? Will this affect our entry into accounts and export tax rebate? I am very worried about facing compliance risks now and hope to get detailed practical guidance.

First of all,in 2026,the national customs clearance system and the tax collection and management system have realized real-time data linkage, and the accounting compliance of import and export agency fees has been included in the key verification scope, which needs to be handled in a standardized manner according to the full-link logic.
The first step is to clarify the accounting boundary: pure agency service fees shall be separately recorded in "Sales Expenses - Import and Export Agency Fees". If the agency fee includes additional services such as customs declaration and port miscellaneous charges,it shall be split and recorded in corresponding accounts according to the actual detailed items of occurrence. Three core types of vouchers, namely, agency agreement, payment slip and detailed expense list, must be retained, none of which is dispensable, otherwise a tax early warning will be triggered.
The second step is tax deduction and cost accounting: agency fees for which general taxpayers obtain compliant special VAT invoices can be used to deduct input tax. However,it shall be noted that according to the new 2026 policy, agency fees irrelevant to the enterprise's taxable income (such as the part borne by customers) shall not be included in the enterprise's own costs, and shall be recorded in suspense accounts for current settlement. If cross-border receipts and payments are involved, the transaction remarks of CIPS or SWIFT messages shall be matched to ensure "four flows in consistency",that is,the unified alignment of contracts, invoices, funds and goods flow directions.
The third step is abnormal scenario handling: if situations such as order cancellation and re-declaration,inspection adjustment occur, the recorded amount of agency fees shall be adjusted in time, and estimated data shall not be used continuously,if goods in bonded zones are involved, the accounting methods for non-bonded zone inside China and non-bonded zone outside China shall be distinguished. Agency fees for non-bonded zone inside China can be deducted for input tax,and those for non-bonded zone outside China shall be handled as cross-border services. For orders under different trade terms, the agency fees paid by our company under FOB can be directly recorded into accounts, while the agency fees borne by customers under CIF shall be accounted separately in current accounts and shall not be mixed into the enterprise's own costs.

The accounting compliance of import and export agency fees is directly linked to customs valuation. In 2026, all national ports have realized real-time data linkage between customs clearance data and tax systems. If the recorded agency fee does not match the declared amount on the customs declaration form, an early warning will be triggered. It shall be noted that the pricing basis of service fees must be clearly specified in the agency agreement. If there is related party agency, the pricing proof of services of the same type in the same period shall be provided to avoid being recognized as transfer pricing.
For orders that are cancelled and re-declared, the agency fee shall be adjusted and recorded according to the actually declared amount, and the previous estimated data shall not be used continuously. If the agency fee of goods in bonded zones is involved, the accounting methods for non-bonded zone inside China and non-bonded zone outside China shall be distinguished. Agency fees for non-bonded zone inside China can be deducted for input tax, and those for non-bonded zone outside China shall be handled as cross-border services. In case of suspense account problems, the amounts of customs declaration forms and agency fee invoices shall be checked in time to ensure that the two are consistent, avoiding the situation where valid certificates cannot be provided during tax verification.

Import and export agency fees often include logistics-related additional expenses, such as container detention charges, free storage period charges, port change fees, etc. The bookkeeping of these expenses needs to be accurately split in combination with logistics documents. First of all, it shall be made clear that the logistics additional expenses included in agency fees shall be accounted separately, and shall not be mixed with pure agency service fees.
For example, container detention charges shall be recorded in "Sales Expenses - Logistics Additional Fees", and the container equipment interchange receipt, detention fee confirmation letter shall be retained as core vouchers. If expenses related to bill of lading endorsement transfer are involved, they shall be recorded in corresponding accounts according to the actual occurrence amount, and the information of the copy of bill of lading and the expense invoice shall be checked to ensure that the transfer of goods ownership matches the recording of expenses.
For agency fees of direct sailing and transit routes, the costs of different routes shall be distinguished, and the extra expenses generated during transit shall not be mixed into the overall agency fees. In addition, as international logistics rates are adjusted frequently in 2026, the expense accounting standards shall be updated in time to ensure that the recorded amount is consistent with the actual occurrence amount, avoiding deviation in cost accounting.

The tax treatment of import and export agency fees shall be combined with the latest 2026 cross-border tax policies, such as VAT deferral, BEPS anti-tax avoidance rules, etc. If the enterprise is engaged in import and export business in the EU market, the VAT declaration agency fee included in the agency fees shall be accounted separately, and input tax can be deducted in the current VAT declaration. If there are agency fees of cross-border related transactions, pricing documents shall be prepared in accordance with the OECD requirements for contemporaneous documents, to ensure that the transaction price conforms to the fair market level, avoiding the situation where the tax authority adjusts the taxable income.
For agency services provided by non-resident enterprises, withholding income tax shall be withheld and paid in accordance with regulations, and the withholding voucher shall be retained as the bookkeeping basis. In addition, China's value-added tax policy for cross-border services has been adjusted in 2026.
Agency services provided by domestic entities to overseas entities that are fully consumed outside China can enjoy the VAT exemption policy. The location of service occurrence and the information of the payee shall be checked in advance to ensure compliance with the exemption conditions.

The bookkeeping of import and export agency fees is closely related to the compliance of cross-border receipts and payments. In 2026, China's cross-border payment system has realized full-process monitoring. If the receipt, payment and settlement information of agency fees does not match the recorded information, a compliance early warning will be triggered. First of all, it shall be ensured that the transaction remarks of SWIFT message or CIPS message are consistent with the content of the agency fee invoice. For example, the transaction remarks shall accurately indicate "import and export agency service fee", and vague expressions shall not be used.
If multiple agency fees are paid in a consolidated manner, the corresponding fee of each order shall be marked separately to avoid confusion in suspense accounts. For agency fees collected through offshore accounts, settlement shall be conducted in time and tax declaration shall be made in accordance with regulations, and the funds shall not be kept in offshore accounts as long-term suspense accounts. In addition, China's control over cross-border capital flows has been strengthened in 2026. It shall be ensured that each receipt and payment of agency fee is supported by corresponding contracts and invoices to avoid abnormal capital return.

The bookkeeping of import and export agency fees shall be combined with the clauses in international trade contracts, such as relevant agreements on letters of credit, guarantees, etc. If the contract stipulates that the customer shall bear the agency fee, the amount, payment method and time of the fee shall be clearly specified in the contract to avoid subsequent fee disputes. If agency fees under the letter of guarantee are involved, the copy of the guarantee and the expense invoice shall be retained as the bookkeeping basis to ensure that the occurrence of the fee is consistent with the use scenario of the guarantee.
For agency fee changes caused by force majeure events, the recorded amount shall be adjusted in time, and relevant supporting documents such as government announcements, shipping company notifications shall be retained. In addition, if agency fees related to goods ownership transfer are involved, the information of goods ownership transfer vouchers and expense invoices shall be checked to ensure that the transfer of goods ownership matches the recording of expenses, avoiding legal risks.

Import and export agency fees often include expenses generated during on-site inspection, such as unstuffing fees, laboratory test fees, seal replacement fees, etc. The bookkeeping of these expenses shall be accurately accounted in combination with inspection notices and on-site records. First of all, it shall be ensured that the content of the expense invoice is consistent with the items on the inspection notice.
For example, the unstuffing fee shall be accurately marked as "inspection unstuffing service fee", and shall not be generally marked as "agency fee". For laboratory test fees for goods submitted for inspection by the customs, the laboratory test report and expense invoice shall be retained as bookkeeping vouchers, and the information of the submitted goods shall be checked to be consistent with the information on the customs declaration form. In addition, China's customs inspection process has been optimized in 2026.
If expedited inspection services are involved, the confirmation letter for expedited fees shall be retained as the bookkeeping basis to ensure the rationality of the expenses. If the seal is damaged and needs to be replaced, the seal replacement fee shall be accounted separately, and shall not be mixed into the overall agency fee. At the same time, the on-site record of seal replacement shall be retained as a voucher.

Import and export agency fees often include special packaging related expenses, such as UN dangerous goods packaging appraisal fees, MSDS compilation fees, moisture-proof reinforcement fees, etc. The bookkeeping of these expenses shall be accurately accounted in combination with the packaging appraisal report and service contract. First of all, it shall be made clear that the special packaging related expenses shall be accounted separately, and shall not be mixed with pure agency service fees. For example, the UN packaging appraisal fee shall be recorded in "Sales Expenses - Packaging Service Fees", and the packaging appraisal report and expense invoice shall be retained as core vouchers.
If transport packaging for dangerous goods is involved, the classification of the packaging shall be checked to be consistent with the content of the appraisal report, to ensure that the occurrence of the fee matches the attribute of the goods. If packaging rectification expenses are incurred, the rectification notice and expense invoice shall be retained as bookkeeping vouchers to ensure the rationality of the expenses.

The bookkeeping of import and export agency fees is closely related to export tax rebate compliance. In 2026, China's export tax rebate system has realized real-time linkage with customs and tax systems. If the recorded agency fee does not match the tax rebate documents, it will directly affect the tax rebate progress. First of all, it shall be ensured that the information of the agency fee invoice is consistent with the information on the export tax rebate customs declaration form. For example, the amount of the agency fee shall match the miscellaneous fee amount on the customs declaration form.
For agency fees related to export tax rebate, the agency agreement, expense invoice and payment slip shall be retained as the contents of tax rebate document filing. In addition, China's export tax rebate verification process has been optimized in 2026. In case of tax verification, relevant vouchers of agency fees shall be provided in time to ensure the smooth passing of verification. For agency fees declared across months, the recorded amount shall be adjusted in time to avoid inconsistency between tax rebate declaration and accounting treatment.
