I am the procurement lead of a new energy power battery manufacturer in South China. Last month, when we first independently imported spodumene from Australia, we commissioned a small local freight forwarder in Guangzhou for customs clearance.

As the forwarder was not familiar with the declaration requirements for lithium ore as dangerous goods, it failed to complete the dangerous goods classification appraisal, leading to 12 days of port demurrage, with accumulated container demurrage and port demurrage fees totaling 187,000 RMB. In the subsequent price verification process, due to the incomplete logical closed loop of documents, the customs raised the dutiable value, and we paid an extra 212,000 RMB of import taxes.

At present, our company has a monthly import demand of 3 to 4 batches of lithium ore, all cleared at Nansha Port, Guangzhou. We are in urgent need of formal qualified Guangzhou lithium ore import agencies, which shall have practical lithium ore import operation cases at Guangzhou ports, can undertake full-link services covering document pre-review, customs clearance, international logistics scheduling and foreign exchange settlement, and can pre-judge risks in advance.

When screening Guangzhou lithium ore import agencies, the core qualifications shall be verified first: the agency shall have dangerous goods import operation qualification, import and export right, and customs AEO Advanced Certification. Priority is given to agencies that handle over 500,000 metric tons of lithium ore import annually and have more than 3 years of practical operation experience at Nansha Port,Guangzhou. You may request them to provide lithium ore import declaration forms of the past 6 months to verify their actual service capacity.

In the pre-document review stage,a formal agency will verify the logical consistency of lithium ore MSDS,certificate of origin, certificate of quality and trade contract 7 working days in advance. The pre-review for the radioactive detection report and dangerous goods classification appraisal report of lithium ore shall be completed in advance,to avoid the risk of cargo detention triggered by inconsistent documents after cargo arrival. For the connection of core nodes, lithium ore arriving at Nansha Port,Guangzhou can be declared 3 days in advance, and the cargo can be unloaded at the dedicated dangerous goods storage yard within 24 hours after arrival. A dedicated green channel for inspection will be coordinated in advance, and the customs clearance time for compliant cargo with complete documents can be stably controlled within 3 to 5 working days.

In terms of abnormal contingency plans, professional agencies will prepare reference transaction prices of lithium ore of the same category at the same port in the past 3 months in advance. When facing price verification disputes, they can quickly submit supporting documents to negotiate the dutiable value. For abnormal cargo with slightly excessive radioactivity, the return process can be completed within 3 working days,to avoid high storage fees. Subsequent supporting services such as foreign exchange settlement, tax credit and document archiving can also be provided synchronously to cover all full-link demands. At present, the qualified agencies in Guangzhou market are mainly professional bulk mineral import agencies and comprehensive foreign trade agencies with dangerous goods qualifications, which are the preferred parties for cooperation.

When declaring lithium ore import at Guangzhou ports, documents including MSDS, dangerous goods classification appraisal report, certificate of origin, certificate of quality shall be uploaded in advance via the International Trade Single Window. The information on the documents shall fully match the manifest data, and the error of core information including net weight, grade and place of origin shall not exceed 0.5%, otherwise a customs price verification warning will be triggered.

In case of price verification disputes, supporting documents including trade contracts of the past 3 months, foreign exchange payment vouchers, screenshots of international futures market lithium ore quotations can be submitted to the customs to apply for negotiation on dutiable value, avoiding high taxes levied by the customs at reference prices. If declaration correction is required due to declaration errors, the application for declaration cancellation and re-submission shall be submitted within 7 working days after cargo arrival. Applications exceeding the time limit will be recorded in the enterprise credit record, affecting the efficiency of subsequent import and export declaration.

Lithium ore is a bulk dangerous good. For the international transportation segment, direct vessels calling at Nansha Port, Guangzhou are preferred. The probability of cargo damage and delay for transshipment cargo is 37% higher than that of direct shipment cargo.

When booking space, you can apply for a maximum 14-day free container period and 7-day free storage period, which can cover the normal customs clearance cycle and avoid extra demurrage fees. Before cargo arrival, berths at the dedicated dangerous goods storage yard of Nansha Port shall be reserved in advance.

In case of insufficient berths at the dangerous goods storage yard, temporary berthing and direct delivery can be applied for, saving the time and cost of unloading and transshipment. In case of cargo rolling, the agency can coordinate the shipping company to arrange priority stowage for the next voyage, avoiding delay to the production schedule.

For lithium ore import, deferred payment of import VAT can be applied for. Instead of paying the 13% import VAT in one lump sum at the customs clearance stage, the tax can be deferred to the next tax declaration period, which drastically improves capital turnover efficiency.

Based on an annual import value of 1 billion RMB, the capital occupation cost saved per year can exceed 3 million RMB. To apply for VAT deferral, the agency shall be a customs AEO Advanced Certified enterprise, and the import enterprise shall have a Class A tax payment credit rating.

When declaring, the corresponding deferral application code shall be filled in the remarks column of the customs declaration form. In the subsequent tax credit stage, the full set of customs declaration documents, foreign exchange payment vouchers and logistics documents shall be archived to ensure the consistency of contract, cargo, document and fund flow, to avoid non-deductible input VAT during tax audit.

Foreign exchange payment for lithium ore import shall strictly comply with the requirement of true trade background. The payment amount shall fully match the dutiable value on the customs declaration form and the amount on the trade contract, and the difference shall not exceed 5%, otherwise a warning from the State Administration of Foreign Exchange will be triggered. For large-amount payment, the Cross-border Interbank Payment System (CIPS) channel can be selected.

Compared with the SWIFT channel, the settlement time is 1 to 2 working days faster, and the exchange cost can be reduced by 0.15% to 0.2%. In case of suspended foreign exchange payment, supporting documents including trade contract, customs declaration form and logistics documents can be submitted to the State Administration of Foreign Exchange to apply for manual review and release, avoiding impact on subsequent foreign exchange payment quota.

The inspection rate for lithium ore import at Nansha Port, Guangzhou is about 23%, which mainly verifies whether the radioactivity, grade and package marks of the cargo are consistent with the declared information. Before inspection, the full set of declaration documents shall be sorted out in advance, and a dedicated on-site contact person shall be arranged to accompany the inspection.

During container unpacking, samples shall be taken from different points at the upper, middle and lower layers of the cargo pile, to ensure the error between the test result and the declared grade is within a reasonable range. If slight excessive radioactivity is detected, the return or harmless treatment shall be arranged within 3 working days after the customs issues the treatment notice. Overdue cases will face a fine of 0.1% of the cargo value per day.

Lithium ore is Class B dangerous good, and its transport packaging shall meet the UN dangerous goods packaging standards. Clear dangerous goods marks, composition marks and radioactive warning marks shall be pasted on the outer layer of the package, and the mark content shall be fully consistent with the MSDS and declared information.

For bulk lithium ore transportation, sealed and moisture-proof treatment shall be carried out to avoid grade drop caused by moisture during transportation, which reduces cargo value. If the packaging does not meet the requirements, the customs will require rectification after cargo arrival. The rectification period is about 3 to 5 working days, with rectification cost of about 2000 to 5000 RMB per container, plus extra port demurrage fees.

For long-term lithium ore import, CIF trade term can be adopted, where the overseas supplier is responsible for international transportation and insurance, which drastically reduces the risk of logistics cost fluctuation. In case of rising international ocean freight, the importer does not need to bear extra freight costs.

The import pace can also be adjusted according to the fluctuation of international lithium ore market price: increase import volume when the lithium ore price is lower than the annual average procurement price, and reduce import volume when the price is higher than the average, to lower the overall procurement cost. The inventory can be linked to dangerous goods warehouses around Guangzhou to pick up goods on demand, alleviating the self-storage pressure of the enterprise.
