I run a small production factory in Suzhou specializing in outdoor camping gear. We just won a EUR 120,000 order for folding tables and chairs from an EU customer this year, and we have no previous experience in self-operated export.
We recently found an agency company to handle the full process of export operations for us. A while ago, we heard from peers that they missed submitting a material test report to the agency last time, which directly led to 15 days of port detention of goods, they paid over RMB 100,000 in container detention charges alone, and the tax refund was stuck for more than three months.
Now I am afraid of missing materials, which will not only delay the customer's delivery deadline but also erode our already thin profit margins. I would like to know what I need to provide to the agency throughout the whole process from signing the contract to finally receiving the tax refund, and whether there are any special details to pay attention to?

During the pre-audit stage, three types of basic qualifications need to be submitted first, namely scanned copies of business license, production license (for products involving licensing requirements),and corresponding destination market access certifications such as EU CE/ROHS for the products. The agency will first conduct pre-qualification review to confirm that the products are not on the export control list and the access qualifications meet the requirements of the destination country,to avoid subsequent declaration rejection. After passing the pre-audit,you can prepare supporting materials related to the goods simultaneously, without waiting for the goods to be fully prepared before starting, which can cut the overall operation time by around 30%.
After the goods are fully prepared, the core documents to be submitted include stamped export sales contract, packing list, commercial invoice, input VAT invoices for domestically procured raw materials. If wooden packaging is used, the supporting document with IPPC mark needs to be provided in advance. The value, quantity and material information of all documents must be completely consistent. Any data deviation will trigger customs valuation warning and prolong customs clearance time. If the products involve intellectual property rights, the intellectual property ownership certificate needs to be submitted in advance to avoid goods detention during declaration.
After the goods are cleared by customs, you need to cooperate to submit backup copies of logistics waybills, loading photos, and foreign exchange receipt slips. At the same time, you need to ensure full alignment of capital flow, goods flow, document flow and invoice flow. These materials are the core basis for subsequent export tax refund verification. Any inconsistency among the four flows will directly trigger tax correspondence audit, and in serious cases, the tax refund qualification will be directly revoked. Scan and archive these materials in advance,so that they can be submitted directly in case of subsequent verification without temporary sorting.
In case of customs random inspection or tax inspection, you need to cooperate to provide supplementary materials such as product material test reports, production process sheets, and raw material procurement contracts within 2 working days. Preparing these materials in advance can cut the abnormal issue handling time by more than 70%,and avoid additional port detention and delayed declaration fees. Keep electronic backups of all materials submitted to the agency for subsequent access and verification.

All documents submitted before customs declaration need to ensure fully consistent logic. The transaction amount on the export sales contract must fully match the total value on the commercial invoice and packing list. The HS code classification of the products must correspond to the product name on the input invoice.
If there is ambiguity in classification, you need to submit the product material description, function description and physical photos to the agency in advance for pre-classification verification, to avoid being required to delete and resubmit the declaration by customs after submission. In case of valuation query, you need to submit supporting materials such as domestic sales invoices of the same period, raw material procurement cost calculation sheets, and foreign exchange payment vouchers within 3 working days to prove the authenticity of the declared value, and avoid the dutiable value being increased by customs, which will increase additional tariff costs.

Before booking space, you need to clearly inform the agent of the gross weight, volume of the goods, and whether there are overlength or overwidth special specification goods. For goods involving wooden packaging, you need to provide clear photos of the IPPC mark in advance to avoid being required to return or destroy the goods by the destination port customs after arrival.
In case of space overbooking and container rolling, you need to cooperate with the agent to provide delivery deadline proof, apply for space on direct shipping routes first, and apply for a free storage period of up to 14 days at the destination port, to reduce the probability of container detention and port detention fees. During the bill of lading confirmation , carefully check the consignor and consignee information, shipping marks, and value information to avoid amending the bill of lading after issuance, which will incur additional amendment fees.

The issuance date of the input invoice must be earlier than the export date on the export customs declaration form. The product name, specification model and quantity on the invoice must be completely consistent with the declaration information on the customs declaration form.
For export business involving the EU region, you can submit the VAT number of the destination country to the agent in advance to apply for VAT deferred declaration, which eliminates the need to pay VAT in one lump sum at the import stage, extends the capital occupation cycle by 3-6 months, and reduces the overall capital pressure. If there are related party transactions, you need to submit the pricing basis in advance to ensure that the pricing complies with the arm's length principle, and avoid the taxable income being adjusted by the tax authority, which will increase additional tax costs.

During the foreign exchange receipt , you need to provide the correct overseas foreign exchange receipt path to the agent. For business settled in RMB, you need to inform the agent in advance to use the CIPS cross-border payment channel, to avoid being intercepted by the SWIFT system and prolonging the foreign exchange receipt time. The payer on the foreign exchange receipt slip must be completely consistent with the purchaser on the export sales contract.
If there is third-party payment, you need to submit the third-party payment agreement to the agent in advance to explain the reason for the third-party payment, to ensure smooth foreign exchange settlement, and avoid the funds being inspected by SAFE, which will affect the subsequent foreign exchange settlement quota. You can choose pending order foreign exchange settlement during settlement to lock in the optimal exchange rate and reduce losses caused by exchange rate fluctuations.

The export sales contract submitted to the agent needs to be reviewed in advance to avoid soft clauses of the letter of credit, such as clauses requiring submission of inspection reports issued by the inspection institution designated by the customer before settlement, which need to be deleted or modified in advance to avoid malicious payment refusal by the customer.
For business under FOB terms, you need to clarify in the contract in advance that the title transfer node is after full payment is received, to avoid early transfer of title and the situation of losing both money and goods. In case of force majeure, you need to submit the force majeure proof material to the agent in time and inform the customer simultaneously to avoid assuming liability for breach of contract.

If the goods are notified for inspection, you need to submit the product manual, material test report, and qualification certificate issued by a third-party inspection institution to the agent within 24 hours, and cooperate with the stuffing inspection of customs. During stuffing, try to keep the original packaging of the goods intact to avoid additional loss caused by packaging damage.
If sample testing is required, you need to submit the relevant materials of the test samples in advance, follow up the issuance progress of the test report, and submit the test report to the customs immediately after issuance to shorten the overall inspection time and avoid additional delayed declaration fees. Take photos for archiving after the seal is installed, and check whether the seal number is consistent with the seal number on the bill of lading to avoid goods misplacement.

The relevant materials of goods packaging need to be submitted to the agent in advance. For dangerous goods, you need to provide the UN packaging certificate, MSDS report, and dangerous goods classification and identification report in advance to ensure that the packaging meets the requirements of international transportation, and avoid damage and leakage during transportation.
For electronic products with high moisture resistance requirements, you need to provide the moisture resistance test report of the packaging in advance to prove that the moisture resistance grade of the packaging meets the transportation requirements, and avoid goods damage caused by moisture during transportation. The IPPC mark on wooden packaging must be clearly visible, not covered or altered, to avoid being refused entry by the destination port customs.

Before tax refund declaration, you need to submit the tax refund copy of the customs declaration form, deduction copy of the input VAT invoice, export sales contract, packing list, commercial invoice, and copy of the foreign exchange receipt slip to the agent. All materials need to be bound into volumes and stored for future reference, with a retention period of at least 10 years.
In case of tax correspondence audit, you need to submit supporting materials such as production process sheets, raw material warehousing receipts, delivery orders, transportation vouchers, and utility bills within 5 working days to prove the authenticity of the business, and avoid tax refund rejection. Foreign exchange receipt needs to be completed within 90 days after export. If the time limit is exceeded, you need to apply for extension to the tax authority in advance to avoid being taxed as domestic sales.

The stock preparation plan submitted to the agent should be as accurate as possible. Inform the agent of the expected shipping time 30 days in advance, so that the agent can secure shipping space in advance and get more favorable logistics prices, reducing the overall logistics cost.
For long-term stable export business, you can agree on an inventory linkage strategy with the agent, store the goods in the agent's bonded warehouse in advance, and declare exports directly from the bonded warehouse after receiving orders, which cuts the overall shipping time by more than 70%. The choice of Incoterms should be determined according to your own risk bearing capacity. Under CIF terms, you can choose the logistics provider yourself to better control the title of goods, and under FOB terms, you can save the communication cost of logistics.
