I operate a high-end home decoration stone supply chain covering East China. I will import 8 batches of marble rough blocks and finished slabs from Turkey and Italy successively in the next three months.

The small agencies I cooperated with before offered extremely messy quotations: some charged 1% of the cargo value, and some claimed a lump sum of 2,000 yuan per shipment. Last time when goods arrived at Shenzhen Port, the agency failed to prepare a customs valuation plan in advance, resulting in 12 days of port detention.

I paid nearly 40,000 yuan for container detention fees and storage fees alone, and also compensated a large amount of liquidated damages to my customers. Now I want to find a formal agency for long-term cooperation, so I would like to ask what the current standard of import stone agency fee is, what service items are covered by the fee, whether there are hidden charges, and what are the main reasons for quotation differences for stones of different shipment volumes and categories?

At present, most quotations from low-priced agencies in the industry have obvious cost traps. Some only cover the single fee for the basic customs declaration link, and extra charges will be added for subsequent services including document exchange, inspection declaration, inspection coordination and customs valuation communication. Others deliberately underdeclare cargo value to reduce customs declaration costs, and will directly shift all responsibilities to customers once the customs valuation warning is triggered. All incurred port detention fees, confiscation costs and liquidated damages shall be borne by customers alone. On the whole, the total cost is 2-3 times higher than the charge of formal agencies.

The 2026 charging standard of formal import stone agencies is divided into two calculation modes,a lump sum of 2,500-3,500 yuan per shipment for cargo with value less than 500,000 yuan,0.4%-0.8% of the cargo value for shipments with value higher than 500,000 yuan. The fee covers full-chain services including document exchange, customs declaration, inspection declaration, port sundry fee payment on behalf of customers,pre-preparation of customs valuation plan,on-site inspection coordination and domestic logistics docking, without any hidden charges.

As long as you can provide a full set of formal documents in advance, including certificate of origin, stone composition test report, trade contract, packing list and invoice, you can also apply for import VAT deferment to defer the payment of 13% import VAT,which greatly reduces capital occupation in the cargo import link. Based on your shipment volume of 8 batches per month, using formal agency services can reduce extra abnormal expenditure by 30% per shipment on average, save at least 200,000 yuan of unnecessary costs throughout the year, and avoid customer default losses caused by abnormal customs clearance.

The customs valuation range for imported stones is dynamically adjusted. The valuation benchmark for marble rough blocks and finished slabs from Turkey and Italy producing areas will be updated quarterly in 2026. If the agency quotation is significantly lower than the industry average, it is very likely that the agency will not prepare a customs valuation plan in advance, and will directly declare according to the invoice price provided by the customer.

Once the customs valuation warning is triggered, supplementary materials such as original factory invoice, foreign exchange payment voucher, trade process description, etc. are required, and the whole process takes at least 5-7 working days. All incurred port detention fees and container detention fees shall be borne by the cargo owner.

Formal agencies will compare the declared prices of stones of the same category from the same producing area in the past 3 months in advance, and prepare valuation supporting materials in advance. Customs clearance can be completed within 1-2 days after declaration, without any extra cost.

Imported stones are generally heavy, and the weight of a single container is basically more than 25 tons. The lump sum fee quoted by many low-priced agencies does not include overweight surcharge and terminal handling charge.

They will only notify customers to pay relevant fees after the goods arrive at the port, and these two items alone will cost an extra 1,200-1,800 yuan per container. In addition, the default free container period for routes from the Mediterranean to China in 2026 is 7 days.

Formal agencies can apply for a 14-21 day free container period from the shipping company in advance. Even if there are abnormal situations such as inspection, no container detention fee will be incurred. Based on your shipment volume of nearly 100 batches per year, you can save more than 100,000 yuan of extra expenses per year on container detention fees alone.

The import VAT rate for imported stones is 13%. Many agencies will not take the initiative to inform customers that they can apply for VAT deferment, resulting in customers having to pay full VAT in one lump sum at the import link, which leads to extremely high capital occupation cost. The customs has fully popularized the import VAT deferment policy in 2026.

As long as the enterprise credit rating is Grade B or above, it can apply for deferring VAT payment to the tax payment period of the declaration month, which is equivalent to getting a 1-3 month interest-free loan. Based on a single shipment value of 1 million yuan, the capital occupation per shipment can be reduced by 130,000 yuan, and the annualized capital return can reach more than 4%.

Imported stones have very high requirements for foreign exchange payment timeliness. Most suppliers in Turkey and Italy require 80% of the balance payment upon presentation of the bill of lading copy.

The foreign exchange payment channels of many agencies are extremely inefficient, requiring 3-5 working days for the payment to arrive, which is very likely to incur overdue liquidated damages. All formal agencies have access to the CIPS cross-border payment channel in 2026. Foreign exchange payment in euros and lira can be credited on T+1 basis.

They can also help lock the foreign exchange purchase rate to avoid extra costs caused by exchange rate fluctuations. Based on a single shipment value of 100,000 euros, if the exchange rate fluctuation reaches 1%, you can save nearly 7,000 yuan of foreign exchange purchase cost per shipment.

The inspection rate of imported stones is about 12%, mainly checking whether the category and composition are consistent with the declaration, and whether there are other undeclared stones concealed. Many agencies do not have a dedicated on-site inspection team, and need to hire third-party personnel to follow up when inspection is required.

They will not only charge 2,000-3,000 yuan as inspection service fee, but also easily lead to sample submission for testing due to inadequate communication. The testing cycle takes at least 10 working days, resulting in extremely high port detention costs. Formal agencies have exclusive on-site inspection teams, and verification can be completed on the day of inspection, no extra inspection service fee is charged, and there will be no unnecessary sample submission for testing.

Customers who import stones for a long time can adjust trade terms to reduce agency costs. Many customers currently adopt FOB terms, which require them to arrange shipping and insurance by themselves.

Not only is the operation process cumbersome, but the comprehensive cost is also higher. After switching to CIF terms, the agency can get contracted prices from shipping companies in bulk, which can reduce shipping costs by 10%-15%, and insurance premiums can also be reduced to less than 0.05% of the cargo value.

In addition, if you sign an annual agency agreement, the agency fee can also be reduced by 10%-15%. Based on your annual shipment volume of nearly 100 batches, the full-chain import cost can be reduced by at least 15% throughout the year.
