I am the owner of a small foreign trade factory in the Yangtze River Delta that exports small electromechanical equipment. I have been handling exports on my own for the past two years. Last year, my export tax refund was delayed for three months due to a tax refund verification inquiry, and I was almost detained at customs due to incorrect classification of the customs declaration name.

Recently, I lost nearly 100,000 yuan due to exchange rate fluctuations. Some friends around me advised me to find an export agency, while others said that handling it myself gives more control and avoids problems. I am uncertain now.

On the one hand, I am afraid that if I continue to do it myself, more messy problems will arise and I can't afford the hassle. On the other hand, I don't trust agencies, fearing that the profits won't be enough to cover service fees, and that I will lose control over the goods and funds. I want to ask what the right approach is for export agencies now, and whether they are suitable for a small factory like mine?

The traditional self-operated export model seems to hold full control, but in reality,it hides many implicit costs. Besides the fixed labor costs of maintaining documentation, customs declaration, and finance teams,we also have to bear the capital occupation costs from exchange rate fluctuations and delayed tax refunds,as well as additional unexpected expenses such as fines, port detention, and cargo detention caused by incorrect classification and compliance deviations. Small factories have weak risk resistance, and one abnormal incident can wipe out more than half a year's profits. The problems you encountered last year essentially mean that the risk control capabilities of small factories under the self-operated model cannot keep up with regulatory requirements.

The optimization path of export agencies is mainly to reduce costs through economies of scale. On one hand, they can use their team's experience to predict and avoid compliance risks in advance, thus avoiding abnormal expenses. On the other hand, they can reduce the unit costs of customs declaration and logistics through batch operations, and lock in exchange rates through batch settlement and flatting to reduce exchange rate losses. They also use mature tax refund channels to shorten the tax refund cycle and improve capital turnover. Some eligible goods can also apply for VAT deferral, further reducing the import costs of the destination country.

Not all foreign trade entities are suitable for export agencies,SMEs with annual export volume between 5 million yuan and 200 million yuan have the highest adaptability. We will conduct dynamic benefit ratio calculations based on your product category, export destination, and order volume structure. If the annual comprehensive cost is calculated to be more than 10% lower than that of self-operation,it is worth choosing.

Formal export agencies do not touch the right to goods or funds, all funds go through formal regulatory channels, and they only charge a fixed proportion of service fees without withholding any profits. You still retain full initiative over the business, and there will be no loss of control.

Customs' requirements for the classification of names and declared price review of electromechanical products have been tightening year by year. Self-operated exports often have classification errors because customs declarants are not familiar with the latest classification standards.

At the minimum, it leads to deletion of the declaration and re-submission, resulting in demurrage fees; at the maximum, it is deemed as false declaration, recorded in the enterprise credit file, and affects subsequent customs clearance convenience. Export agency teams will conduct a secondary document review before declaration, pre-check the classification of parts and finished products of electromechanical products, and match the corresponding codes in the latest Import and Export Tariff.

They can also respond to price review disputes in advance, organize price certification materials that meet customs requirements, and avoid customs clearance delays due to price review inquiries. If there is a situation of account posting or order pushing due to declaration errors, they can also quickly start the deletion and re-submission process, re-organize the declaration logic in accordance with the requirements of integrated customs clearance, form a complete logical closed loop, and minimize the impact on the shipment cycle.

For the logistics arrangement of electromechanical equipment exports, export agencies can integrate the container volume of multiple shippers to obtain more favorable ocean or air freight rates. They can also predict overbooking and rejection risks of major shipping routes in advance, lock in cargo space early, and avoid delivery delays due to missing ship schedules. If a port change is required at the destination, they can quickly coordinate with shipping companies relying on their network resources to reduce port change fees, and apply for a longer free detention period in advance to reduce container detention fees.

For the right to electromechanical goods, export agencies can cooperate to complete bill of lading endorsement and transfer as required, match the right transfer requirements under different trade terms, and avoid cargo right loss due to bill of lading errors. For over-limit transportation of special electromechanical equipment, they can plan the route in advance and complete various approvals early to avoid detention during transportation.

When exporting electromechanical products to the European Union, Southeast Asia and other regions, export agencies can help eligible enterprises apply for VAT deferral, which does not require direct payment of VAT at the import link and can be delayed until quarterly tax declaration. This arrangement can greatly reduce the capital occupation of enterprises and lower capital turnover pressure.

For related transactions in cross-border trade, export agencies can help design a reasonable pricing framework that complies with BEPS requirements, avoid being deemed as tax base erosion by destination tax authorities, and generate additional tax payments and fines. They can also help with tax risk isolation, separate the tax risks of different export businesses, so that problems of one business will not affect the normal operation of others, and adjust the structure according to the tax policies of different regions to reduce overall tax costs.

The utilization rate of the Cross-Border Interbank Payment System (CIPS) is increasing. Export agencies can use the settlement quota of enterprises to help optimize the purchase and sale exchange rates, lock in the settlement price when the exchange rate is low, and avoid sudden exchange rate losses.

For compliance of foreign exchange receipts and payments, export agencies will organize all foreign exchange receipt and payment materials in accordance with the requirements of the State Administration of Foreign Exchange, match the customs declaration forms, contracts, and invoices, avoid abnormal settlement and reconciliation, and help parse SWIFT messages to correct message errors in foreign exchange receipts and payments and prevent the bank from intercepting and returning them. For the use of offshore accounts, they will also manage them in accordance with the latest compliance requirements to avoid account freezing due to non-compliant transactions and affect overall capital turnover.

For the letter of credit payment method commonly used in electromechanical equipment exports, export agencies will review the letter of credit terms in advance to check for soft clauses, such as hidden clauses requiring customer inspection certificates and vague shipment period clauses, to avoid failure to negotiate and receive payment due to soft clauses.

In case of breach of contract due to force majeure in the destination country, they will make provision for force majeure clauses in the contract in advance, clarify the division of responsibilities, and avoid unnecessary claims. For intellectual property rights of electromechanical products, they can assist in completing customs recordation of intellectual property rights to prevent counterfeit products from being exported with the goods, protect the intellectual property rights of enterprises, and avoid cargo detention due to third-party intellectual property infringement.

The inspection rate of electromechanical products at major domestic ports has increased in recent years. The operation team of export agencies will make preparation for customs inspection in advance, check the authenticity of container seals to avoid re-inspection due to seal abnormalities.

If container opening inspection is required, they will arrange relevant personnel to cooperate with customs for cargo verification in advance, accurately interpret the inspection notice, prepare the corresponding documents as required, and reduce inspection waiting time. If the goods need to be submitted for inspection and appraisal, they will follow the entire inspection process, timely track the results of laboratory test reports, and assist in applying for re-inspection in case of abnormal results to promote customs clearance as soon as possible and reduce detention time and additional costs.

The previous tax refund verification inquiry problem was essentially caused by incomplete document filing and non-standard preparation of inquiry materials in self-operated exports. Export agencies will organize all documents in advance in accordance with tax refund requirements, ensure the consistency of four flows, and complete the whole process document filing.

When facing a verification inquiry, they can quickly organize inquiry materials that meet the requirements of tax authorities, shorten the processing time of the inquiry, and avoid long delays in tax refunds. For common problems such as capital backflow, cross-month declaration, and pre-declaration verification, they will also check in advance, correct errors in time, ensure smooth tax refund procedures, and complete exchange settlement verification to avoid affecting tax refund qualification due to exchange settlement issues and stably obtain tax refunds.
