I am the operator of a small and medium-sized factory mainly engaged in the export of smart home building materials. I just obtained the import and export business qualification last year, and encountered many pitfalls when I handled export on my own for the first time last month: incorrect filling of customs declaration materials led to 3 days of port detention, and I paid more than RMB 8,000 in extra container detention fees.

Later, the tax refund application was rejected because the information on the input invoice did not match that on the customs declaration form. Now there is still a euro payment stuck in the account that cannot be withdrawn due to incomplete foreign exchange settlement documents.

I have to supervise production and visit clients at the same time, so I really do not have the energy to fix these professional loopholes one by one. I want to find a reliable full-process export agency, and I would like to ask what specific links are included in the whole service, how the fee is charged, whether the agency can help me solve the remaining problems of port detention, tax refund and foreign exchange settlement together, and what materials I need to provide for cooperation?

The core of full-process export agency is full-chain responsibility trusteeship. The first step is to carry out pre-document review. You need to first submit the full set of documents of past businesses, including customs declaration forms, input invoices, trade contracts, logistics receipts, and bank payment slips. The agency will first match the logical relationship between documents one by one,and give priority to solving your existing remaining problems of suspended foreign exchange settlement and rejected tax refund. Document review shall be completed within 3 working days to avoid additional fines caused by overdue processing.

For core node connection, after formal cooperation, the agency will take charge of the whole process operation from space booking, customs declaration, logistics tracking, foreign exchange settlement to tax refund declaration. Before customs declaration,it will compare the consistency of cargo value, product name and HS code among the manifest, invoice and contract in advance. The HS code declaration accuracy rate shall reach 100%,to avoid the risks of port detention and cargo seizure from the source. Foreign exchange settlement will be completed within 1 working day after the foreign exchange arrives, and the fund will be transferred to your corporate account according to the agreed path,no additional settlement documents are required.

For abnormal response plan setting,if emergencies such as customs inspection and tax audit correspondence occur during cooperation, the agency will arrange dedicated personnel to handle the docking, and you do not need to coordinate on site. The inspection response time shall not exceed 2 hours, and the preparation period for audit correspondence materials shall not exceed 5 working days.

For final compliance implementation, after the tax refund declaration is completed, the agency will keep the full set of business documents for future reference, and the retention period is set as 10 years in accordance with the latest regulatory requirements of 2026. The service fee is charged at 0.8%-1.2% of the total export cargo value, with no hidden charges. You only need to cooperate to provide real procurement and trade related materials, and all other links will be completed by the agency.

Existing remaining customs declaration problems can be resolved by first applying for modification of the customs declaration form, submitting a situation explanation, correct invoices, contracts and logistics vouchers. In 2026, ports in the Yangtze River Delta have realized full online processing of customs declaration modification, no on-site submission of paper materials is required. After the modification is completed, the input invoice information can be matched to solve the problem of rejected tax refund.

After formal cooperation, all customs declaration forms will go through triple verification before declaration: the first step is to compare the matching degree between HS code and product attributes, the second step is to check the consistency of cargo value and quantity with the contract and invoice, the third step is to verify the logical correspondence between manifest information and customs declaration form, to avoid problems such as port detention and credit point deduction caused by declaration errors from the source. In case of valuation disputes, you can directly submit export declaration forms, value-added tax invoices and trade contracts of similar products in the past 6 months as pricing basis, no additional third-party price certification is required.

The previously incurred container detention fees can be applied for reduction to the shipping company, by submitting the customs declaration return record at that time and the port detention explanation issued by the customs, the maximum reduction can reach 70%. After formal cooperation, shipping space will be locked 7 days in advance before booking, reserved space can be allocated preferentially during peak season with full space, to avoid the risk of container rolling.

The logistics route will be selected as the optimal solution according to the destination port, time limit requirements and cost accounting. For European routes, China-Europe Railway Express or direct express ships are preferred, and for Southeast Asian routes, near-ocean direct ships are selected.

The free storage period is applied for 14 days by default, and the free container period is applied for 21 days, which greatly reduces the risk of port and container detention. The whole logistics process supports real-time location query, and the recipient will be reminded to prepare customs clearance documents 3 days before cargo arrival, to avoid extra costs at the destination port.

The problem of rejected tax refund can be resolved by first adjusting the product name and specification of the input invoice to be consistent with the customs declaration form. If the input invoice has crossed the month, you can contact the supplier to issue a red-letter invoice and then reissue the correct invoice.

The allowed adjustment period for input invoices for export tax refund declaration in 2026 is 90 days after customs declaration, your current situation is still within the validity period, and you can re-declare after normal adjustment. After formal cooperation, you can apply for VAT deferred declaration.

For goods imported into the EU, you do not need to pay import VAT on site during customs clearance, and the payment can be deferred to the sales link for declaration and payment, which greatly reduces the capital occupation cost. Related party transaction pricing will be set in accordance with the arm's length principle, to avoid being identified as transfer pricing by tax authorities, and avoid BEPS related risks.

The problem of suspended foreign exchange settlement can be resolved by first submitting a full set of trade background materials, including trade contracts, customs declaration forms, logistics receipts and invoices, to apply for background verification with the bank. In 2026, the CIPS RMB cross-border payment system has covered more than 180 countries and regions around the world.

For subsequent export receipt, you can choose CIPS settlement, which is 3-5 days faster than SWIFT, with lower handling fees, and can avoid the exchange rate fluctuation risk of US dollar settlement. When settling foreign exchange, you can choose forward foreign exchange settlement to lock the exchange rate in advance, to avoid exchange loss caused by exchange rate fluctuation. The maximum exchange rate locking period in 2026 can reach 12 months, which can cover the payment collection cycle of most export businesses.

When signing export trade contracts later, you can add a force majeure catch-all clause to clarify the responsibility division for port congestion, customs inspection, policy changes and other situations, to avoid additional losses. Letter of credit terms will be reviewed in advance, soft clauses will be removed, and the requirements for negotiation documents will be clarified, to avoid discrepancies leading to failure of payment collection.

If a guarantee is required, the effective conditions, compensation conditions and expiration time of the guarantee will be set in accordance with international practice, to avoid the risk of unprovoked compensation. For intellectual property rights, you can apply for customs protection filing in advance, to avoid products being identified as infringement during export, which leads to cargo detention or even fines.

If you encounter customs inspection, you can prepare product instructions, test reports, certificate of origin and other materials in advance. When unpacking for inspection, priority should be given to unpacking at the position near the container door, to avoid extra unpacking fees caused by full unpacking. Before X-ray inspection, you can sort out the placement of goods in advance, to ensure that the products are consistent with the declared product name and quantity, to avoid manual unpacking inspection caused by inconsistent X-ray images.

Photos of the seal should be kept, and the new seal replaced after inspection should be updated to the manifest information in time, to avoid the problem of seal mismatch during customs clearance at the destination port. When sending samples for inspection and identification, you can submit the MSDS and composition description of the products in advance, to shorten the testing cycle.

For the export of home building materials products, moisture-proof and reinforcement treatment should be done in advance, and wooden packaging should be fumigated in advance with IPPC logo issued, to avoid being returned during customs clearance at the destination port. If the product contains accessories such as smart lamps with batteries, dangerous goods classification identification should be done in advance, packaging should be carried out in accordance with UN dangerous goods packaging standards, and MSDS report should be issued to ensure transportation safety.

EPE pearl cotton or honeycomb paperboard can be selected as cushioning packaging materials, which can not only play a buffering role, but also meet the environmental protection requirements of the EU, to avoid fines caused by non-compliant packaging with environmental protection requirements during customs clearance at the destination port. The package should be clearly marked with the gross weight, net weight, size, fragile label and other information of the goods, to facilitate loading and unloading during transportation.

Before tax refund declaration, ensure the consistency of four streams, namely the logical correspondence of cargo flow, capital flow, invoice flow and document flow, to avoid tax audit correspondence. If you encounter tax audit correspondence, you need to submit a full set of business documents, including procurement contracts, input invoices, transportation vouchers, export contracts, customs declaration forms, logistics receipts, and foreign exchange receipt slips. As long as all documents are logically consistent, you can pass the correspondence normally.

The average review cycle of export tax refund in 2026 is 3 working days. Eligible enterprises can apply for paperless declaration without submitting paper materials, and the tax refund arrival time can be advanced to 5 working days after declaration. A full set of materials should be kept for document filing, with a retention period of 10 years, for the verification of tax authorities.
