Reliable sourcing and import agency services.
I am a small and medium-sized enterprise engaged in home goods retail. I just expanded US import business this year, and purchase around two containers of solid wood home goods from the United States every month and ship them back to China for sale. I used agencies designated by suppliers for previous two shipments.
Last time, the agency charged me three times the normal demurrage fee, and the goods were almost detained due to incorrect commodity classification. It took half a month to complete customs clearance, and I paid a large amount of liquidated damages to the shopping mall. Now I want to find a reliable agency on my own, but after searching, there are various types of service providers, including pure customs declaration agencies, full-chain service providers, and studios of all sizes.
I cannot tell their differences at all. I would like to ask what types of agencies for US import business are currently available in the market? What scenarios are each of them suitable for? How should I choose for my small-batch import business?

A common misunderstanding among many practitioners when choosing US import agencies is classifying all agencies that provide agency services as the same type, assuming the lowest quotation is the most cost-effective,failing to conduct background checks on the agency's qualifications, and even choosing unqualified individual scalpers to cut costs.
This misunderstanding will trigger a series of consecutive negative consequences: unqualified small agencies or individual scalpers usually attract customers through misclassification and under-declared value. Once verified by customs inspection, the goods will be detained and fined, and the enterprise will get a bad customs clearance record, which will affect all subsequent import and export businesses. Small agencies have poor risk resistance capacity. In case of container roll-off or abnormal inspection, they will go into hiding and shift all responsibilities, resulting in cargo detention at the port. The subsequent demurrage and port storage fees will quickly exceed the cargo value, and the enterprise can only choose to abandon the goods and suffer full loss.
In 2026,US import business agencies in the market are mainly divided into four categories: local professional customs brokers based at core ports, comprehensive import and export agencies covering full service chain, dedicated agencies focusing on specific product categories, and unqualified individual part-time scalpers. Local customs brokers are suitable for mature enterprises that have their own logistics channels and only need customs clearance services. Dedicated agencies are suitable for import of special categories such as dangerous goods and fresh produce. Comprehensive agencies are suitable for small and medium-sized import enterprises that have just expanded their business. Scalpers are only suitable for very low-value small parcels with extremely high risks.
The core measure for physical risk isolation is prioritizing formal agencies with complete customs qualifications, checking the agency's Customs Registration Certificate in advance, and excluding unqualified individual workshops with no fixed office space. If you have already cooperated with an unsuitable agency, transfer the document authorization immediately to replace the agency for customs declaration,to prevent the abnormality from expanding and causing more losses.

In accordance with current customs administration rules, agencies providing US import customs declaration services must complete registration at customs and obtain the Customs Broker Registration Certificate to conduct relevant businesses. Many unqualified small agencies take orders by borrowing qualifications from other companies. In case of issues such as price verification disputes, declaration cancellation and re-submission, the responsibility boundary is vague, and buck-passing often occurs.
For US import, price verification of US commercial invoices is the core node. Many agencies are not familiar with Sino-US trade price verification rules, which easily triggers price inquiries and prolongs customs clearance time. Formal customs declaration agencies will pre-review the commercial invoice and packing list provided by US suppliers in advance, check whether the trade terms meet customs requirements, and prepare supporting documents for existing price doubts in advance, to avoid unnecessary delays in customs clearance. For bulk cargo US import, agencies with customs clearance integration qualification are preferred, which can shorten the time cost of cross-regional customs clearance.

Logistics agencies for US import are divided into two categories: carrier agencies and freight forwarder agencies. Carrier agencies are mainly booking agencies directly affiliated to shipping companies, which are only responsible for booking space and issuing bills of lading, and do not handle subsequent operations such as customs clearance. They are suitable for large enterprises that have their own customs clearance teams.
Freight forwarder agencies are divided into first-level freight forwarders and second-level freight forwarders. First-level freight forwarders directly connect with shipping companies to get competitive rates, and can provide full-chain logistics services from door pickup in the US to door delivery in China. Second-level freight forwarders are usually subcontractors of first-level freight forwarders, with generally higher quotations and weaker space guarantee capacity.
When importing from the US to China, port congestion and container roll-off issues often occur at West US ports. Formal logistics agencies will prepare alternative transshipment solutions in advance, and adjust routes timely to avoid cargo delays. For import enterprises, it is also necessary to confirm that the agency clearly states demurrage fees and free storage periods in advance. Many small agencies will not inform relevant rules in advance, and require enterprises to pay for extra costs after they are generated.

The calculation and planning of tariffs, value-added taxes and surcharges involved in US import require the processing of professional tax agencies. Such agencies are mainly divided into two categories: one is the cross-border tax department under accounting firms, and the other is the full-time tax team owned by comprehensive import and export agencies.
For enterprises with annual import volume exceeding 5 million RMB, accounting firms can be selected for overall tax structure planning. For small and medium-sized import enterprises, choosing the tax team attached to comprehensive agencies has higher cost performance, which can meet conventional requirements such as VAT deferral and tax difference planning.
US import can currently enjoy Sino-US agreement tariff rates, many agencies will not take the initiative to apply for origin certificate verification for enterprises, resulting in unnecessary extra tariff payments. Formal tax agencies will check the corresponding agreement tariff rate of the HS code in advance, require US parties to provide compliant origin certificates, help enterprises save tariff costs, and avoid tax non-compliance risks at the same time.

Compliance agencies for US import foreign exchange receipt and payment are mainly divided into cross-border service departments under banks and compliance departments of third-party import and export agencies. Such agencies mainly handle compliance issues of cross-border foreign exchange receipt and payment, and help enterprises without import and export rights complete foreign exchange purchase and settlement operations.
At present, many banks in the US have strict review on cross-border foreign exchange receipt and payment. Many agencies have no experience in processing relevant SWIFT message review, which easily leads to stuck accounts and remittance return, resulting in the failure to pay for US suppliers in time.
Formal compliance agencies will pre-review the receipt and payment messages in advance, confirm that transaction information is consistent with document information, and prioritize RMB settlement via CIPS where applicable to avoid risks caused by US dollar settlement review. They can also help enterprises optimize the timing of foreign exchange purchase according to exchange rate fluctuations, so as to reduce exchange difference losses.

Among US import agencies, there are compliance law firm agencies that specialize in trade legal affairs. Such agencies are mainly responsible for affairs including contract review, cargo right dispute resolution and IPR customs record filing in the import process. US exporters often set unfavorable soft clauses of letter of credit in contracts for Chinese parties.
Many ordinary agencies will not review contract details, leading to the situation of losing both money and goods eventually. Legal agencies will review clauses in import agency agreements and trade contracts with US parties in advance, revise soft clauses of letter of credit, force majeure clauses and cargo right transfer clauses, to cover potential legal risks.
For imported branded goods, they can help complete IPR customs record filing in advance to avoid cargo detention by customs. If trade disputes occur, they can also support enterprises to safeguard legitimate rights and interests with legal resources in both China and the US, so as to reduce losses.

There are many local agencies at ports that focus on on-site customs inspection handling for US import. Such agencies mainly handle various on-site issues during customs inspection. For US imported goods, solid wood products and agricultural products have relatively high inspection rates.
Many ordinary agencies are not familiar with on-site inspection procedures, leading to incorrect container unpacking and delayed sample submission, which prolongs inspection time. Formal on-site inspection agencies will prepare corresponding documents in advance according to product categories, check the authenticity of seals, communicate with the inspection department about cargo attributes in advance.
For products requiring inspection, they will prepare documents including MSDS and product manuals in advance, speed up the testing and identification process, effectively shorten inspection time, and reduce extra costs caused by port detention. If abnormal situations occur during inspection, they can provide response solutions in the first place to prevent the abnormality from expanding.

For special categories of US import, such as dangerous goods, mechanical equipment and fresh produce, specialized packaging compliance agencies are required to provide services. Such agencies mainly handle compliance review of cargo packaging and packaging scheme optimization. In many cases, packaging provided by US exporters does not meet China's import customs requirements, for example, dangerous goods packaging has no UN mark, and solid wood packaging has no IPPC mark, both of which will lead to cargo detention by customs.
Formal special packaging agencies will inspect packaging before shipment in the US, rework non-compliant packaging in advance, prepare qualified MSDS, and complete dangerous goods classification appraisal, to avoid cargo return or detention caused by packaging problems. For fragile and moisture-sensitive imported goods, they can also provide reinforcement and moisture-proof packaging schemes that meet transportation requirements, so as to reduce cargo damage rate during transportation.

For enterprises with large annual import volume, there are specialized supply chain planning agencies. Such agencies mainly help enterprises optimize the overall import supply chain structure, sort out full-chain nodes from procurement, logistics, customs clearance to warehousing, and reduce comprehensive costs. US import is greatly affected by port congestion and tariff policy fluctuations.
Many enterprises have unreasonable supply chain structure, resulting in overstock or stockout, which affects normal sales. Supply chain planning agencies will adjust inventory linkage strategies according to enterprises' sales data and import cycle, help enterprises select appropriate trade terms, switch between CIF and FOB terms to transfer logistics and risk costs, and establish a cost precise calculation model to realize transparent accounting of costs at each node, helping enterprises save a lot of hidden costs and optimize the efficiency of the entire import supply chain.
