Reliable sourcing and import agency services.
I am a beauty e-commerce seller new to cross-border import business. I just started sourcing goods directly from overseas and shipping them to China this year. Previously, I chose an ordinary freight forwarder for customs clearance and delivery just for lower cost, but my goods were detained by customs due to incomplete documents.
This not only resulted in nearly RMB 30,000 in port demurrage fees, but also delayed product listing for more than half a month. I missed the big promotion and lost over RMB 100,000 in potential sales. Now I am preparing to ship another batch of goods.
Some friends told me that such problems will not happen if I cooperate with a professional import agency, but I am confused about what exactly an import agency is, how it is different from the freight forwarder I used before, and what problems it can help me solve. I just want to clarify its positioning now, to figure out whether small-scale importers like me need to cooperate with such an agency.

Many new importers fall into a common misunderstanding: equating ordinary freight forwarders with professional import agencies. In fact, ordinary freight forwarders are only responsible for booking shipping space and arranging delivery in the transportation segment, and will not participate in compliance review across the full import trade chain. Once problems such as inconsistent documents, wrong commodity classification or false declaration occur, they will usually shift all responsibilities to the cargo owner and refuse to take charge of subsequent handling.
The chain reactions caused by such misunderstandings are very clear: minor problems lead to extra demurrage and container detention charges, medium problems result in direct customs detention and rectification requirements which disrupt the sales cycle, and severe problems will label the enterprise as a non-compliant party by customs, affecting all subsequent import and export businesses, and even leading to fines.
A professional import agency is a comprehensive service entity covering the full import trade chain, taking full charge of the whole process from pre-document pre-review,commodity classification and compliance assessment,to mid-stage customs clearance, logistics and international settlement, and post-stage tax handling. The core risk isolation measure is to conduct compliance pre-review in advance,to screen all potential risks before the goods are shipped, and avoid customs detention problems from the source.
The exclusive loss control tip is: if customs detention and abnormal situations have already occurred, professional agencies can launch the abnormal handling process within 3 working days relying on their cross-port resource network, give priority to coordinating inspection and rectification, minimize the duration of abnormal handling, and reduce the generation of extra costs.

Commodity classification and price verification are the most error-prone links in import customs declaration. Ordinary agencies usually submit the information declared by the cargo owner directly without pre-review. Professional import agencies will check the transaction price of the goods in advance in accordance with the latest customs price verification rules, screen for possible classification deviations.
For commodities that are prone to price verification disputes, they will prepare price supporting materials in advance, to avoid prolonged customs clearance time caused by customs inquiries on the declared price, and also prevent over-taxation or under-taxation caused by wrong classification which will lead to subsequent troubles of canceling the declaration and re-submitting. For existing price verification disputes, they can sort out objection appeal materials based on rich experience, communicate with the customs price verification department, resolve disputes quickly and shorten the customs clearance duration.

Import agencies integrate logistics resources of different shipping routes, and select the optimal direct sailing or transshipment solution based on the cargo volume, time requirement and cost budget of the cargo owner, and book shipping space in advance with shipping companies to avoid overbooking and cargo rejection issues. For the free storage period and free container usage period after goods arrive at the port, professional agencies will apply for longer free periods from the port and shipping companies in advance.
Once abnormal situations such as port change or goods return occur, they can quickly contact the shipping company to adjust the route, to avoid high port change fees. Meanwhile, professional agencies will track the whole process of cargo right transfer, verify the bill of lading information, and prevent normal handover of cargo rights from being blocked due to wrong endorsement on the bill of lading which affects goods pickup.

Professional import agencies can apply for tax optimization solutions such as VAT deferral according to the qualification status of the importer, reasonably arrange the tax payment time, and ease the capital turnover pressure of importers.
For goods imported from regions such as the European Union and Southeast Asia, they will match the tax rules of corresponding regions, screen the risks of cross-border related party transaction pricing, design reasonable tax structures to isolate tax risks, and avoid extra tax supplementary payment or fines caused by tax difference issues. They will also track the process of import VAT deduction, ensure the smooth operation of the deduction link, help importers enjoy eligible tax incentives, and legally reduce tax costs in the import link.

Import agencies are responsible for the full-process compliance operation of cross-border receipt and payment of foreign exchange. According to the delivery terms of imported goods, they will match the settlement paths that meet the requirements of the foreign exchange regulatory authority, support both cross-border RMB payment and foreign currency settlement.
They will verify SWIFT message information in advance, screen compliance risks in the receipt and payment of foreign exchange links, to avoid suspended foreign exchange settlement accounts caused by wrong message information. For importers that need to purchase foreign exchange, they will select the appropriate time to purchase foreign exchange according to exchange rate fluctuations to optimize foreign exchange purchase costs, and complete foreign exchange settlement and reconciliation properly, to ensure the whole receipt and payment process complies with the latest compliance requirements and will not affect the importer's foreign exchange settlement quota.

Transaction terms and cargo right transfer in import trade links must comply with international trade rules. Professional import agencies will review the terms of the trade contract in advance, screen out loopholes in soft terms of letters of credit and force majeure clauses, to avoid rights and interests loss caused by contract traps.
For transactions that require letters of guarantee, they will standardize the content of the letters of guarantee to ensure compliance with international conventions. Meanwhile, for imported goods involving intellectual property rights, they will sort out the customs record information of intellectual property rights in advance, to avoid goods detention caused by intellectual property infringement, and protect the legitimate rights and interests of importers.

It is very common that goods are subject to on-site customs inspection after arrival at the port. Professional import agencies will make full preparations for inspection in advance, verify the authenticity of the customs seal, sort out all declaration documents, and make preparations for container unpacking inspection according to the properties of the goods, to avoid extra costs caused by secondary unpacking due to wrong unpacking sequence.
For commodities that need to be sent for inspection and identification, they will track the inspection process, contact the identification agency to obtain the test report in time, and feed back to customs immediately to shorten the inspection processing time, preventing prolonged inspection cycle caused by unfamiliarity with procedures which leads to extra costs.
