I am a foreign trade specialist of a domestic complete vehicle manufacturer. Our factory has received three batches of export orders for a total of 120 new energy buses this year, destined for three Southeast Asian countries. Previously, we only handled small-batch passenger car export, and have never operated mass bus export.

We contacted two small agencies before, some said they could not get the required documents, some quoted 30% higher than our budget, and also warned of possible customs detention and port detention. Now the shipping date is approaching, we are eager to ship the goods out.

We are afraid that wrong operation process will delay delivery and lead to penalty for breach of contract, and also worry that compliance risks will affect subsequent orders. We would like to ask how to carry out bus export agency specifically, and whether you can provide us with a clear and practical operation plan?

First, conduct pre-document review. You need to check official documents including 3C certification of buses, export commodity inspection and quarantine certificate, complete vehicle factory qualification certificate, and WMI certification required by the destination country in advance, with focus on verifying that the VIN code of each vehicle is fully consistent with the information on customs declaration documents. Wrong or missing codes are the top cause of bus export detention in 2026. Pre-review of all documents can be completed within 1 working day after order receiving,to eliminate information errors in advance.

Second, connect core nodes. Complete agency entrustment filing 7 working days in advance, arrange vehicles to enter the port 3 days in advance, check the lashing and fixing requirements for buses from the shipping company in advance, and seamlessly connect the four core nodes of customs declaration, inspection declaration, port collection and shipment,to avoid node disconnection that delays the shipping date.

Third, prepare exception response plans. If you encounter on-site customs inspection, prepare the complete vehicle price composition explanation document in advance to cooperate with the inspection and complete verification quickly,if the destination country temporarily adjusts access certification requirements, you can launch the inter-port linkage plan to coordinate other ports across the country to complete shipment,so as to avoid penalty for overdue orders.

Finally, achieve compliant implementation. After shipment, sort out foreign exchange receipt materials and tax refund documents simultaneously to ensure full consistency of four flow information, which meets the latest 2026 export tax refund verification requirements, and helps you complete tax refund smoothly. Note that buses are large special equipment, you need to lock ro-ro ship space in advance before export to avoid the situation of no available space. Follow up node information synchronously throughout the process, and handle any abnormality immediately once it occurs.

Bus export customs declaration requires pre-classification of commodity codes in advance. Commodity codes for buses vary according to power type, seat number and usage. Wrong classification will lead to abnormal price verification or obstructed customs clearance. For new energy buses, you need to prepare relevant filing documents for power batteries in advance to cooperate with customs to complete price verification.

If there is a price verification dispute, you can provide supporting materials such as complete vehicle ex-factory price certificate and procurement cost list to accelerate the price verification process. Under the integrated customs clearance mode, you can complete territorial declaration in advance and get release at the port, shortening the overall customs clearance time. If abnormal situations such as declaration deletion and re-submission, pending account occur, you can make correction quickly through the pre-classification opinion, to avoid affecting the shipping date.

Buses are oversize large cargo, generally transported by ro-ro ships. Some near-ocean routes can also choose frame container transport. You need to select appropriate transport scheme according to the docking conditions of the destination port. Lock shipping space 15 days in advance. Ro-ro ship space is tight in peak season, so as to avoid extra costs caused by container rolling and port change.

Confirm free storage period and demurrage standard with the shipping company in advance. Complete lashing and reinforcement for buses as required in advance to avoid displacement during navigation. If port change is needed, notify the shipping company 7 days in advance to handle port change procedures, reducing port change expenses. Confirm consignee information and endorsement requirements on the bill of lading to avoid problems in cargo right transfer.

You can apply for VAT deferral for bus export. Completing VAT deferral payment in the exporting country can reduce capital occupation cost. Especially for mass export, deferred payment can revitalize the cash flow of enterprises.

For exports to Southeast Asia, some countries have bilateral tax agreements with China, so you can enjoy preferential tax rates and reduce withholding tax expenditure for non-resident enterprises. You need to sort out the pricing logic of cross-border transactions in advance to avoid tax base erosion related risks, and do a good job in tax risk isolation, which will not affect the tax credit of domestic entities. For mass exported buses, you can integrate multiple batches of orders for tax planning to further reduce the overall tax cost, which meets the latest 2026 cross-border tax compliance requirements.

The trade contract for bus export needs to clarify the scope of force majeure clauses, and make provisions for emergencies such as geopolitical changes and port strikes, so as to avoid inability to claim responsibility when disputes occur. For letter of credit payment, check whether there are soft clauses, such as requiring destination country certification documents as negotiation conditions. Clarify the responsible party for certification in advance to avoid negotiation failure.

For cargo right transfer, clarify the delivery node of the bill of lading. If a letter of guarantee needs to be issued, clarify the effective and invalid conditions of the letter of guarantee. Complete intellectual property customs filing. If the bus has independent intellectual property rights, complete the filing in advance to avoid intellectual property infringement disputes during transit.

Customs inspection for bus export is generally divided into machine inspection and manual inspection. Clean the interior of the vehicle in advance, do not carry items outside the export declaration list, so as to avoid machine inspection alarm leading to manual unpacking inspection. Check the authenticity of the seal to ensure that the seal number is fully consistent with the information on the customs declaration documents.

If inspection is required, prepare the vehicle's technical parameter documents in advance to cooperate with customs to complete the identification. If the test report shows abnormal indicators, you can apply for a second re-inspection, and prepare the original factory technical certification documents in advance to accelerate the re-inspection process. Arrange docking personnel to be present during on-site inspection, and respond to customs inquiries in time to shorten the inspection time.

Bus export does not require conventional packaging, but needs rust prevention, moisture prevention and reinforcement treatment. The circuit part should be insulated and sealed to avoid short circuit and rust caused by high humidity environment during sea transportation. Cover tires and paint surface with rust-proof protective film to avoid salt spray corrosion during port parking.

For power batteries of new energy buses, complete fixing and insulation protection to meet relevant requirements of maritime dangerous goods transport. Compile MSDS documents in advance to clarify the classification and protection requirements of batteries, and the corresponding packaging protection scheme meets UN transport standards, so as to avoid being refused loading by the shipping company due to inadequate protection.

Bus export tax refund requires consistency of four flows, that is, the information of goods flow, fund flow, invoice flow and contract flow is fully matched. Cooperate with tax authorities to complete letter verification, and prepare all document filing in advance, including customs declaration form, export contract, bill of lading, foreign exchange receipt certificate, factory documents, etc. Complete verification in advance at the pre-declaration stage to eliminate declaration errors.

Pay attention to the declaration time limit for cross-month declaration to avoid being unable to get tax refund due to overdue. Foreign exchange receipt verification needs to be completed within the specified time limit.

If there is a delay in foreign exchange receipt, complete delay filing in advance, which will not affect the tax refund qualification. Sort out capital return issues in advance to ensure that the capital flow meets compliance requirements, and will not be identified as illegal tax refund.
