I am a small and medium-sized manufacturing factory in Zhejiang that produces household goods. Previously, we have been supplying goods to foreign trade companies. This year, we plan to take overseas customer orders directly and are preparing to find an export agency to help with the operation.

We do not have import and export rights and have no experience with the full export process. Recently, we have asked three or four agency institutions, and the quotes vary greatly: some say they only charge 0.3 per thousand of the goods value, some offer a flat all-inclusive price including tax refund operation, and others only quote a base price implying there will be additional operation fees later.

I am worried that agencies with low quotes will add random fees later, and also worried that the all-inclusive price actually makes us lose tax points. Now I just want to figure out how much export agency services actually cost in 2026, what the charge composition includes, and how to calculate the actual costs we have to bear, so as not to step into industry traps.

Currently, there is no unified pricing standard in the export agency market. Traditional agency models generally have two cost drawbacks: First, split quotes with hidden fees—low initial quotes to attract customers, then additional fees such as amendment fees, inspection fees, and operation fees are added in customs clearance, logistics, and tax refund links. The final total cost is 10%-15% higher than the all-inclusive price. Second, occupying tax point differences—some agencies lower the settlement tax point for advance tax refunds, taking away part of the tax refund benefits that enterprises should have obtained.

For export enterprises of different scales, comprehensive costs can be reduced through structured optimization paths: Small and medium-sized businesses with an annual export value of less than 5 million yuan are suitable for the model of fixed operation fees per order, with a fee of 800-1500 yuan per order and no additional hidden expenses. Enterprises with an annual export value of more than 5 million yuan are suitable for charging based on the proportion of goods value, with a rate generally between 0.3% and 0.8%. At the same time, comprehensive costs can be further reduced through tax difference locking, exchange difference optimization,VAT deferment, etc.

All charging models need to confirm access details in advance, and clarify whether the agency's charges include customs declaration, logistics docking, foreign exchange settlement, and tax refund declaration links to avoid missing items and price increases. Finally,a dynamic profit ratio calculation will be made based on the enterprise's cargo category, export port, and annual shipment volume, providing a clear total cost range. All charging terms will be clearly written into the service contract, with no temporary price increases,to ensure the enterprise's clear calculation and legal benefits.

In export agency charges, customs declaration fees are usually fixed items, but some agencies transfer the cost of price verification risks to enterprises. If the declared price of goods is lower than the price verified by the customs, some agencies will require enterprises to bear additional price verification deposits and secondary declaration service fees, which are often not publicly disclosed in advance.

Customs declaration fees for regular general goods are already included in the comprehensive quote of export agency services. Only when there are classification disputes, price verification objections requiring deletion and re-declaration, or secondary declaration, will additional fees be generated.

All standards for additional fees should be clearly defined in advance to avoid disputes. Under the current national customs clearance integration mode, the difference in customs declaration fees between different ports does not exceed 10%, and there will be no port with significantly higher charges.

Logistics link fees for export agency are variable and will differ based on booking space, transportation routes, and departure ports. Some agencies earn space differences: the agreed space price they get is 5%-10% lower than the price quoted to enterprises, which increases the enterprise's costs in disguise.

In formal export agency services, logistics fees adopt a mode of actual reimbursement plus fixed operation service fees, with no middle difference. For container detention fees and free storage periods, formal agencies will apply to shipping companies for extended free storage periods in advance to help enterprises reduce possible additional fees; in cases of container rejection or overbooking, they will prioritize arranging cargo transfer, so enterprises will not bear additional empty space fees for no reason.

If the destination country of exported goods requires VAT payment, compliant agencies can help enterprises save capital costs through VAT deferment, and this cost optimization usually does not charge additional service fees. If engaged in cross-border B2B exports and needing to optimize cross-border income tax costs, this part will charge separate planning fees, usually 10%-20% of the tax savings amount, and no fees will be charged if no tax savings are generated.

It should be noted that some non-compliant agencies will use non-compliant tax planning methods to lower the overall quote. Once investigated by tax authorities later, enterprises need to bear the consequences of tax supplementation and fines, and the total cost is far higher than normal charges.

Fees for foreign exchange collection and payment are included in the comprehensive quote of export agency services, with no additional handling fees. Currently, CIPS RMB cross-border payment has been popularized; the handling fee for RMB collection and payment is about 0.2%-0.5% lower than that of SWIFT USD collection and payment. If enterprises accept RMB settlement, this part of the cost can be directly reduced.

Formal agencies will help enterprises optimize exchange difference benefits through off-peak foreign exchange settlement, and all these benefits will be fully transferred to enterprises without additional sharing. All foreign exchange collection and payment operations comply with regulatory requirements and will not cause non-compliant suspense account issues.

Export agency services including export tax refunds usually have two charging modes: one is charging based on the proportion of the tax refund amount, with a rate generally between 2% and 5%; the other is included in the comprehensive quote of export agency services, with no separate charge. Currently, tax refund compliance requirements are strict, requiring the consistency of four flows (goods flow, fund flow, invoice flow, contract flow).

Some non-compliant agencies accept orders at low prices, but due to non-compliant documents, they cannot pass the tax authority's letter verification, leading to enterprises not getting tax refunds and having to bear fines. This hidden cost is far higher than the agency fee. Formal agencies will review tax refund documents in advance to ensure compliance with letter verification requirements, guarantee enterprises get full tax refunds on time, and all tax refund-related fees will be clearly defined in advance.

Fees generated by cargo inspection during export agency are common additional expenses. Formal agencies will clearly define the responsibility rules for this part of fees: if the goods themselves are compliant, fees such as container unpacking fees and inspection fees generated by normal customs inspection are borne by the enterprise, with actual reimbursement; if the inspection is caused by the agency's declaration error, the fees are borne by the agency.

Some bad agencies will let enterprises bear all inspection fees regardless of the reason, and even inflate inspection fees to make a difference. Formal agencies will inform the inspection response process in advance, cooperate with customs to complete the inspection, shorten customs clearance time, and reduce unnecessary port detention fees.

All charging terms need to be clearly written into the entrustment agency agreement to avoid vague soft clause traps. Some bad agencies will set vague clauses such as "other fees will be charged according to actual situation" in the agreement, and then use this as a basis to add various unreasonable fees later.

The agreement needs to clearly define the scope of agency services, the charging standard for each link, the trigger conditions and upper limit of additional fees, and agree on the solution for fee disputes to protect the enterprise's rights. If L/C collection is involved, the service fee of export agency already includes document review content, and no additional L/C soft clause review fee will be charged.

The total cost of export agency can be optimized according to the enterprise's annual export scale. Enterprises with long-term stable cooperation can get more preferential rates. If the enterprise's annual export volume fluctuates greatly, a tiered charging mode can be chosen: the larger the export volume, the lower the rate, helping enterprises reduce overall costs.

The choice of trade terms will also affect costs: under FOB terms, the agency does not need to bear sea freight costs, so the charge will be lower than under CIF terms. Enterprises can choose the corresponding service mode according to their own trade terms, and will not be forced to take unnecessary services, which can further control unnecessary cost expenditures.
