I run an imported beauty product supply chain, and have just obtained the domestic distribution rights for three overseas beauty brands. The first batch of 1200 cases of goods has departed from Busan, South Korea, and will arrive at the Port of Shanghai next week. Previously I always entrusted domestic factories to handle drop shipping, and this is my first time operating import customs clearance independently, so I have no clear idea about the whole process.
I had dinner with a peer yesterday, and learned that a batch of ordinary skin care products he handled last month encountered nearly two weeks of customs clearance delay due to document issues, resulting in more than 8000 RMB of port demurrage and storage fees, plus compensation for channel breach of contract. I have already agreed with over 20 offline stores that the goods will be placed on shelves one week after arrival.
In case of delays, I will not only have to pay compensation, but also damage the trust the brand owners have in me. I would like to ask how long China's import agency customs clearance generally takes, and what measures I can take to ensure smooth customs clearance on schedule without delays?

Based on the current 2026 national China Customs integrated clearance rules,we break down the full-link duration of import agency customs clearance and clarify the time consumption of each node. The first step is pre-arrival document review. We will complete the pre-verification of all documents 3 working days before the goods arrive at the port, including certificate of origin, cosmetics filing certificate, trade contract, packing list, etc。and correct information errors in advance,so we will not modify or supplement documents after the goods arrive. This step does not occupy any customs clearance time after the goods arrive at the port.
After the goods arrive at the port, the processes of document exchange, declaration and tax payment for ordinary beauty goods at the Port of Shanghai can generally be completed within 1 working day. The current Customs system has realized automatic review and price verification. If there is no information abnormality, tax payment and release can be completed on the same day. If the goods are selected for inspection, the on-site inspection can generally finish the whole process within 1-2 working days on the premise that all documents are matched in advance.
Your goods are imported cosmetics that require commodity inspection, and the certificate issuance timeliness is generally 2-3 working days. We will coordinate with the inspection authority in advance to arrange inspection appointment, eliminating queuing waiting time. Overall calculated, the whole customs clearance process for this batch of ordinary imported beauty products can be completed as fast as 3 working days, and the maximum duration will not exceed 7 working days, which is fully sufficient to meet the shelf placement schedule you agreed with the stores.
For possible delay risks,we have a complete set of exception contingency plans: if there is a price verification query,we can submit eligible price supporting documents on the same day to complete the clarification,if the goods are selected for inspection,we have dedicated specialists to conduct exception node follow-up,who will arrive at the site for cooperation within one hour throughout the whole process,so as not to delay the process. We control the customs clearance duration across the full link to avoid additional losses.

A large part of customs clearance duration fluctuations comes from disputes in the price verification link. If the declared price deviates from the benchmark price of the Customs system, the Customs will launch a price query, requiring supplementary submission of documents such as foreign exchange payment vouchers, manufacturer invoices, contracts, etc. The whole process will be delayed for 3-7 days if supplementary materials are not submitted in time.
In 2026, China Customs implements the advance ruling system, under which consignees can apply for price advance ruling to the Customs before goods import. After obtaining the ruling result, the customs clearance process will not be stuck by price issues in the import link.
If the goods have already been shipped, the agency customs clearance provider shall sort out all price related documents before port arrival, and prepare supporting materials for potential queries in advance. Once receiving the query notice, all required materials can be submitted within 24 hours, so as not to delay customs clearance progress or generate extra port demurrage fees.

The calculation of import customs clearance duration also needs to combine the connection links after logistics arrival at the port. Many consignees ignore the arrangement of document exchange in advance, and do not contact the agency for document exchange until the goods arrive at the port, wasting 1-2 days of time for no reason. Under normal circumstances, the shipping company will release the electronic version of bill of lading 1-2 days before the goods arrive at the port.
The agency can complete the document exchange procedures in advance, and submit declaration directly after the goods arrive at the port, saving at least 1 working day of customs clearance time. In addition, different shipping companies have different free storage periods and free container periods. Communicate with the shipping company in advance to extend the free period, even if the customs clearance encounters a short delay, it will not generate high container demurrage fees and storage fees, which controls extra costs and leaves buffer space for customs clearance. For imported goods arriving at the Port of Shanghai, you can coordinate with the shipping company to apply for a maximum of 7 days of free storage, leaving sufficient fault tolerance space for the customs clearance process.

The tax payment efficiency in the import customs clearance link directly affects the final customs clearance duration. Under the traditional mode, many consignees need to transfer funds to the agency's account in advance, and then the agency will pay the tax on their behalf.
Delays in fund transfer or bank account arrival will delay tax payment and delay customs clearance by 1-2 days. Now you can adopt the import VAT deferral mode, which means you do not need to prepay value-added tax in the customs clearance link, and defer the tax to be deducted in the subsequent tax declaration.
This not only saves capital occupation, but also eliminates the waiting time for prepayment transfer, directly cutting at least 1 working day from the customs clearance duration. However, VAT deferral has clear access requirements, which requires meeting the Customs credit rating requirements and completing filing in advance to smoothly enjoy the policy dividend and shorten customs clearance duration.

Compliance documents for receipt and payment of foreign exchange are also common factors affecting customs clearance duration. The Customs now requires that the foreign exchange payment information of imported goods be consistent with the declaration information.
If there is deviation in the foreign exchange payment information, or the foreign exchange payment filing is not completed as required, the Customs will require supplementary submission of relevant documents, delaying the customs clearance progress. In 2026, the RMB Cross-border Interbank Payment System (CIPS) has realized information interconnection with the Customs system.
For goods with foreign exchange payment completed via CIPS in advance, the Customs can automatically retrieve the payment information for verification, no manual submission of payment vouchers is required, which shortens the manual review time and speeds up customs clearance. Making compliance arrangements for foreign exchange receipt and payment in advance can avoid customs clearance delays caused by document correction.

Being selected for Customs inspection is a common reason for extended customs clearance duration, and different response methods lead to great differences in time consumption. If the goods are not classified and sorted in advance, the required inspection goods cannot be found during container unpacking, which will delay the process for at least 1 day, and even require secondary unpacking, leading to longer delays.
Stack the goods in accordance with Customs requirements in advance, and place the samples to be inspected at the door of the container for inspection personnel to take out and check quickly, which can shorten the inspection time from 1-2 days to less than half a day. In addition, verify the authenticity of the container seal in advance to avoid inspection delays caused by abnormal seals. Once sample submission for testing is required, sort out the product filing materials in advance to speed up the laboratory testing process and avoid long waiting time.

Imported beauty products are very likely to get stuck in customs clearance and face delays due to intellectual property recordation issues. If the brand owner has not completed intellectual property recordation at China Customs in advance, or the authorization documents are not clear, the Customs will determine that the goods have infringement risks, and directly detain the goods for verification.
The whole verification process takes at least one week and up to half a month, which will seriously delay customs clearance. Sort out the intellectual property authorization documents of the brand owner in advance, confirm that the recordation at Customs has been completed, and the agency will upload all relevant documents to the Customs during declaration.
After the Customs verifies that all information is correct, the goods will not be detained due to intellectual property issues, which will not delay customs clearance duration. In addition, clarify the authority scope in the authorization documents in advance to avoid secondary document correction caused by ambiguous files, which wastes time.

The controllability of customs clearance duration needs to be adjusted in combination with overall supply chain planning. Many consignees set the goods arrival time and sales shelf placement time too tightly, leaving no sufficient buffer space. Once customs clearance encounters minor abnormalities, the shelf placement will be delayed.
When making import plans, reserve 1-3 days of buffer time according to different cargo types, link the customs clearance nodes with logistics transportation and inventory scheduling, and adjust subsequent arrangements according to customs clearance progress in advance. Even if there is a short delay, it will not affect the final shelf placement arrangement.
In addition, you can select ports with more stable timeliness for import according to the customs clearance timeliness differences of different ports. For consignees in East China, the customs clearance timeliness of the Port of Shanghai is more stable on the whole, which can better control the clearance duration.
