I am the person in charge of a small and medium-sized foreign trade enterprise engaged in hardware accessories export in the Yangtze River Delta. I signed a long-term cooperation agreement for customs declaration export with an agency company last month. Previously, I only handled scattered orders by myself and never did accounting under the agency model.

After the first order was completed this month, the agency issued a service fee invoice, along with a bunch of receipts for port sundries, manifest fees and other advance expenses. Now I am not sure which items should be recorded as costs and which should be recorded as receipts and payments on behalf of others.

I am also worried that non-compliant accounting will affect subsequent export tax refunds, and even trigger alerts from the tax bureau. I want to know how to carry out the full-process accounting of the entire customs declaration export agency business, and what core nodes need attention?

After receiving the full set of documents delivered by the agency company, complete the pre-review immediately, check the consistency of the subject, amount and business logic of the customs declaration form, agency agreement, expense list and service fee invoice, focus on verifying whether the corresponding export customs declaration number is marked in the remarks column of the invoice,so as to avoid long-term suspended accounts caused by document mismatch. If there is any inconsistent information, return the documents to the agency company for reissuance immediately, and do not force them to be recorded in the accounts.

The division of rights and responsibilities must be clearly defined in the accounting classification of core nodes: if the invoices for port sundries, manifest fees and other expenses advanced by the agency are issued under the name of our enterprise, they shall be directly recorded as sales expenses - export logistics costs,if the invoice is issued under the name of the agency company,it shall only be recorded as items of receipts and payments on behalf of others in the current accounts for verification, and shall not be included in costs. The agency service fee invoice shall be directly recorded as main business cost - export agency service fee. If the foreign exchange collection is collected by the agency company on our behalf, the current account verification shall be completed within 3 working days after the arrival of the funds, and no cross-quarter suspended accounts are allowed.

The abnormal plan setting shall cover two common scenarios: if there is any inconsistency between the agency fee and the agreed terms, immediately ask for the expense details certificate with the official seal, and record it in the accounts after both parties confirm full consistency,if there is any exchange gain or loss, record it as financial expense - exchange difference in accordance with the latest 2026 tax requirements, and do not adjust the income or cost arbitrarily. All accounting vouchers, customs declaration forms, foreign exchange collection slips and tax refund vouchers corresponding to the agency business shall be bound separately for future reference, with a retention period of no less than 10 years, which fully meets the regulatory verification requirements.

Accounting treatment for customs declaration export agency business must first meet the requirement of four-flow consistency. The subject, amount and business logic of the agency agreement, capital flow, invoice and customs declaration form must be completely matched.

If there are agency advance expenses, the advance clauses must be clearly specified in the agency agreement to avoid being judged as capital reflux during tax field investigation. For tax refund declaration, the foreign exchange collection slips corresponding to the agency business shall be marked separately. The latest foreign exchange collection date shall not be later than the VAT declaration period of April of the year following export.

If the foreign exchange cannot be collected on time, an application for deferred foreign exchange collection shall be submitted to the competent tax bureau in advance to avoid recovery of the already granted tax refund. Document filing shall include the agency entrustment agreement, copy of customs declaration form, logistics voucher and expense list. The filing materials shall be accessible at any time, and no omission or damage is allowed.

The 2026 preferential tax policy for tax exemption on cross-border taxable services applies to customs declaration export agency business. If the service fee invoice issued by the agency company is marked as a tax-exempt item, our enterprise shall not deduct the input tax amount, and at the same time, the income corresponding to this business shall be accounted for separately, separated from domestic sales business.

For agency business involving exports to the EU region, VAT deferral accounting can be applied. There is no need to pay value-added tax at one time in the import link, and the declaration and deduction can be postponed to the sales link, which effectively reduces capital occupation cost.

During operation, the VAT deferral declaration certificate issued by the agency company shall be retained as the basis for accounting. The pricing of related party transactions must comply with the arm's length principle, and the pricing of agency service fees shall not deviate more than 30% from the average level of the same industry, so as to avoid special tax adjustment by the tax bureau.

Foreign exchange collection for customs declaration export agency business shall be transferred through the to-be-verified account. If the agency company collects the payment on behalf of the enterprise, the remark column of the SWIFT message shall be marked with "collect export payment on behalf of the designated enterprise", and the funds shall be transferred to the corporate public account of our enterprise within 3 working days after collection, no interception or misappropriation is allowed.

When settling foreign exchange, you can choose to calculate according to the real-time exchange rate or the agreed exchange rate, and the exchange gain or loss is recorded in the account of financial expense - exchange difference. If the agreed exchange rate is selected, the applicable range of the exchange rate shall be clearly specified in the agency agreement to avoid subsequent exchange rate disputes. For RMB cross-border settlement, the transfer shall be conducted through the CIPS system, and the RMB settlement mark shall be marked separately during accounting to facilitate subsequent foreign exchange verification.

If the domestic consignor on the customs declaration form is marked as our enterprise, and the agency company is only the provider of customs declaration services, all export income shall be recorded in the main business income of our enterprise, and no income shall be concealed through the account of the agency company. If "export agency" is marked in the remark column of the customs declaration form, the Certificate of Export Goods by Agency shall be issued by the competent customs house within 30 days after export, and submitted to our enterprise for tax refund declaration.

The export amount, commodity code and quantity on the certificate must be completely consistent with the customs declaration form. If there is any difference, the customs declaration form shall be modified in time to avoid tax refund rejection caused by the mismatch between the certificate and the customs declaration form. For businesses where the declaration is deleted and re-submitted, it shall be marked separately in the accounting, and the deletion notice shall be retained as a voucher.

The division of rights and responsibilities related to accounting shall be clearly specified in the customs declaration export agency agreement. The agency company shall be responsible for the authenticity and legality of the expense invoices it provides. If our enterprise suffers tax penalties due to false invoices, the agency company shall bear full compensation liability.

The expense detail list shall be affixed with the official seal of the agency company and retained as an auxiliary voucher of the invoice, which can be used as legal evidence in case of subsequent expense disputes. If letter of credit settlement is involved, the role of the agency company shall be clearly specified in the L/C clauses as only the provider of customs declaration services, and the payment shall not be directly paid to the account of the agency company, so as to avoid the risk of mismatch between cargo ownership and capital flow direction.

The accounting of customs declaration export agency business can collect costs according to trade terms. Under FOB terms, only the goods cost and agency service fee need to be accounted for. Under CIF terms, ocean freight and insurance premiums shall be included in the export cost together. If the agency company advances the relevant expenses, the account of "other receivables - agency advance expenses" shall be set up separately for accounting, each business corresponds one by one, and no mixed accounting is allowed.

During cost precise calculation, the agency service fee can be allocated to the corresponding SKU according to the proportion of the goods value of each order, which is convenient for calculating the profit of each order and optimizing the product pricing strategy. If the annual agency business volume exceeds 100 orders, a tiered service fee can be agreed with the agency company to reduce the cost per order, and the accounting treatment shall be recorded according to the actually paid service fee.
