We are a dealer focusing on domestic high-end new energy vehicle sales, and plan to expand the business of importing luxury electric vehicles directly from original European manufacturers this year, with an import volume of about 2 to 3 batches per month. We have never handled complete vehicle import business before, and now the quotations from several small agencies we contacted vary greatly.

Some claim to offer tax-included all-in import service while others require us to apply for relevant qualifications on our own, and we cannot tell which are compliant and reliable. Now the vessel is about to arrive at the port but we have not finalized the agency yet. We are extremely anxious, as we fear picking the wrong agency and facing cargo detention.

The daily port demurrage can cost thousands of RMB, and will also affect our delivery schedule to customers. We would like to ask what formal domestic electric vehicle import agencies are available at present, and how to select a suitable agency for small and medium batch import like ours?

Many customers importing electric vehicles are prone to falling into the trap of low-price order grabbing. A large number of unqualified small agencies hide compliance requirements, promise fast customs clearance with all taxes and license plates included, which essentially uses grey customs clearance channels to muddle through.

Once inspected by customs, the vehicles and cargo will be detained directly, the whole batch of goods will be stranded at the port, generating demurrage and container detention fees ranging from thousands to tens of thousands of RMB per day. The enterprise will also be recorded in the trade compliance abnormal directory, affecting all subsequent import and export businesses. In serious cases, the goods will be confiscated, and all full losses shall be borne by the cargo owner.

To isolate such risks, first of all, verify the complete vehicle import qualification of the agency,as well as the agency qualification for handling the 2026 new version of CCC certification for imported new energy vehicles, instead of only focusing on the quotation level. Secondly, request the agency to provide customs clearance cases of similar electric vehicles in the past six months to confirm their actual operation experience. Conduct document pre-audit in advance, confirm the final HS code classification result, lock all fixed all-inclusive fees, and specify all responsibility divisions in the formal contract to avoid hidden costs,so as to eliminate the possibility of risks from the source.

For electric vehicle import, you first need to confirm the accuracy of HS code classification. In 2026, China Customs has made minor adjustments to the classification rules for electric vehicles.

According to different battery capacity, drive type and number of seats, the corresponding tax rates and regulatory requirements are different. Many small agencies submit wrong classification declarations, which leads to customs queries on price verification, further delays the customs clearance process, and even requires deletion and re-submission of declarations.

In case of price verification disputes, documents including original manufacturer invoices, foreign exchange payment vouchers and original manufacturer transaction confirmation letters shall be provided for inspection. A compliant agency shall have the capability to handle integrated customs clearance and secondary declaration, complete the full logic closed-loop for price verification dispute handling, avoid abnormal situations such as pending posting and push-back of declarations, and ensure uninterrupted customs clearance process.

Electric vehicles are special goods equipped with lithium batteries, whose requirements for import sea freight arrangement are far higher than ordinary goods. It is necessary to book shipping space in advance, confirm whether the shipping company accepts loaded electric vehicles, to avoid overbooking and cargo rollover. After the goods arrive at the port, confirm the application for extended free storage and free container period.

Many small agencies do not help the cargo owner apply for extended free storage and free container period in advance, and once customs clearance is delayed, high container detention fees and port demurrage will be incurred. A compliant agency will plan the direct sailing or transshipment scheme in advance, match the optimal route according to the arrival time, and prepare for bill of lading endorsement in advance to control the cargo ownership throughout the whole process and avoid the risk of losing cargo right.

Electric vehicle imports are eligible for the 2026 new energy vehicle import VAT deferral policy. Compliant agencies can assist the cargo owner to apply for VAT deferral to ease capital occupation pressure, and optimize the cross-border tax structure to reduce the overall import cost.

Many small agencies are not familiar with the latest VAT deferral application requirements, nor do they have the experience to make pricing planning for cross-border related party transactions, resulting in unnecessary extra tax costs for the cargo owner, or even triggering tax inspections. Compliant agencies can realize tax risk isolation, help the cargo owner select the optimal tax scheme, legally reduce the overall tax and fee costs in the import link, and avoid unnecessary tax expenditure.

The foreign exchange receipt and payment for electric vehicle import shall comply with the latest cross-border settlement compliance requirements. In 2026, the coverage of CIPS RMB cross-border payment is further expanded. Compliant agencies can assist in foreign exchange settlement and account balancing, optimize the foreign exchange purchase rate, and reduce exchange difference losses.

Many small agencies cannot handle the foreign exchange receipt and payment process in a compliant way, which easily leads to abnormal foreign exchange status marked by the State Administration of Foreign Exchange, affecting the subsequent cross-border business of the enterprise. Compliant agencies are familiar with SWIFT message parsing and offshore account management requirements, can ensure that the whole foreign exchange receipt and payment process is fully compliant, and no abnormal pending posting or account balancing failure will occur.

It is necessary to confirm the intellectual property authorization of overseas suppliers for imported electric vehicles. Many small agencies will not remind the cargo owner to verify the IPR customs protection record. Once there is an intellectual property infringement dispute, the goods will be directly detained, and the cargo owner will bear huge compensation liabilities.

Meanwhile, it is necessary to confirm the letter of credit terms to avoid soft clause risks, conduct full audit on cargo ownership transfer and guarantee clauses, to avoid the situation that the payment is made but the cargo cannot be collected. Compliant agencies will verify all trade contracts and L/C terms in advance, avoid potential legal risks, and protect the legitimate rights and interests of the cargo owner.

The customs inspection rate for electric vehicles is higher than that of ordinary goods, so it is necessary to prepare for inspection response in advance. Compliant agencies will check the authenticity of the seal in advance, make preparation for unpacking inspection, be familiar with the machine inspection rules, accurately interpret the inspection notice, and cooperate with customs to complete the inspection process as soon as possible.

If laboratory testing and appraisal is required, compliant agencies are familiar with the testing and appraisal process, can follow up the progress of the test report issuance to avoid process delay. Many small agencies are not familiar with on-site inspection rules, resulting in prolonged inspection time and extra storage costs, and may even trigger further customs inspection due to improper response.

Electric vehicles are equipped with lithium batteries, which fall under Class 9 dangerous goods. The import transport packaging shall meet the requirements of UN dangerous goods packaging. Many small agencies do not understand the relevant requirements, leading to non-compliant packaging, causing problems such as goods moisture and battery short circuit during transportation, and the goods will be judged as non-compliant by customs and cannot go through customs clearance.

Compliant agencies can provide MSDS compilation and interpretation, design moisture-proof reinforcement scheme according to the transportation duration and route, select qualified cushion packaging materials, complete dangerous goods classification appraisal, ensure the packaging fully meets the requirements of sea transportation and customs supervision, avoid cargo damage during transportation, and prevent customs clearance obstruction caused by non-compliant packaging.
