I am a newly launched cross-border e-commerce seller mainly engaged in exporting small home appliances to the EU and Southeast Asia. Last month, I tried to handle customs declaration and logistics on my own for the first time, but the goods were detained due to inconsistent documents, which also generated demurrage charges.

Now I am looking for full-suite import and export agency services, but quotations from different institutions vary greatly. Some quote 1% of the cargo value, claiming to cover tax refund and foreign exchange settlement, while others charge 3% of the cargo value only for customs declaration.

I have no idea which services are mandatory, I am afraid of paying for unnecessary services, and also worried that choosing a cheap option will lead to hidden charges later. I want to know what a reasonable price for full-suite agency services is, and how to judge whether a quotation is reasonable.

The cost of full-suite import and export agency services in 2026 shall be determined comprehensively based on service scope, business volume and regulatory complexity, and the cost boundary can be disassembled through the interest hedging logic at the core.

In the traditional mode,if you hire separate service providers for customs declaration, logistics and tax affairs, the total superposed service fees may reach 3%-5% of the cargo value, accompanied by document connection costs and compliance risks. The optimized path is to choose full-link agency services, and distinguish fixed fees and floating fees by clarifying the service list: for example, basic customs declaration and logistics account for 1%-2%,tax compliance accounts for 0.5%-1.5%,and foreign exchange settlement accounts for 0.05%-0.1%,with the total cost mostly ranging from 1.5% to 3% of the cargo value.

For small and medium-sized sellers,if the annual export volume is less than 500,000 USD,you can choose modular combined agency services, only entrust core customs declaration and logistics services to save unnecessary tax planning costs. If the annual export volume exceeds 1 million USD,you can introduce VAT deferral and exchange difference optimization, reduce logistics costs through the agency's bulk bargaining, and reduce tax expenditure through a compliant tax structure,so the actual comprehensive cost can be controlled at 1.2%-2.5% of the cargo value.

To judge the rationality of a quotation, you need to pay attention to three points: first, whether it includes abnormal contingency costs, such as emergency handling fees for cargo detention at ports or customs, second, whether it is bound to compliance performance, that is,the agency shall compensate for losses caused by its own mistakes, third, confirm there are no hidden charges, such as extra fees for inspection expediting, document reproduction, etc.

Please note that quotations lower than 1% of the cargo value mostly omit core compliance services, which may lead to higher hidden losses due to document problems later. It is recommended to give priority to agency solutions that cover the full link and clarify the division of responsibilities.

Customs declaration fees for import and export agency services are not in a fixed ratio, and need to be adjusted according to cargo categories, regulatory conditions and port complexity. In 2026, the customs declaration service fee for general goods at Shanghai Port is mostly 300-800 CNY per shipment, and if it involves legally inspected commodities or special supervision areas, the fee will increase by 20%-50%.

Some institutions charge fees according to the proportion of cargo value, you should be alert to quotations lower than 0.5%, which may have hidden charges such as subsequent order deletion and re-declaration, inspection expediting, etc. You need to confirm whether the quotation includes basic services such as pre-classification review, document pre-inspection, on-site inspection cooperation, etc. If it involves transshipment or transit goods, you also need to calculate the port linkage fee additionally.

International logistics accounts for the highest proportion of costs, which needs to be calculated based on transportation mode, destination, cargo weight and volume. In 2026, the sea freight for full container loads from Shanghai to basic European ports is about 1200-1800 USD per TEU, while less than container loads are charged by CBM, about 80-150 USD per CBM. Air freight ranges from 8-15 CNY per kilogram.

The logistics section of the agency fee needs to clarify whether it includes services such as booking, container pickup, pre-customs declaration trailer transport, destination port customs clearance, door-to-door delivery, etc. The duration of free storage period and free container period will also affect hidden costs. Some institutions will pass container detention fees on to customers, so the division of responsibilities needs to be clearly specified in the contract.

Tax service fees in full-suite agency services need to distinguish between domestic tax and overseas VAT processing. In 2026, domestic export tax refund agency service fees are mostly charged at 1%-2% of the tax refund amount.

If it involves EU VAT deferral, the service fee per shipment is about 200-500 CNY, you need to confirm whether it includes services such as VAT declaration and compliance filing. Some institutions promise tax refund advances, please note that the advance interest rate is usually 8%-12% per annum, and the actual cost needs to be converted into the total cost.

The compliance of related party transaction pricing is also a tax risk point. If the agency does not provide relevant risk control services, there may be a risk of withholding tax payment later, so the service scope needs to be clarified in advance.

Foreign exchange settlement service fees need to be judged based on receipt and payment methods and currency selection. In 2026, the handling fee for CIPS RMB cross-border settlement is mostly 0.05%-0.1%, and SWIFT USD settlement is 15-30 USD per transaction. Some agencies provide exchange rate locking services, you need to confirm whether additional service fees are charged.

You should be alert to offshore account operations by unqualified institutions. In 2026, the SAFE has stricter compliance supervision over cross-border receipt and payment. If the agency does not provide services such as SWIFT message review and settlement matching, it may lead to foreign exchange suspension, affecting subsequent tax refunds and compliance ratings.

Legal compliance services in full-suite agency services need to include contract clause review, cargo right protection and dispute response. In 2026, the review fee for standard agency contracts is mostly included in the total service fee. If it involves special transactions such as letters of credit and guarantees, an additional service fee of 0.1%-0.3% will be charged.

You need to confirm whether the agency provides value-added services such as assistance in intellectual property customs protection filing and force majeure clause coverage. Some low-priced agencies may omit such clauses, and if there is a cargo right dispute later, customers need to bear legal costs on their own, so the coverage of legal services needs to be clarified in the quotation.

Export tax refund service fees need to be judged based on document compliance and letter verification frequency. In 2026, the agency service fee for general trade export tax refund is mostly charged at 1.5%-2.5% of the tax refund amount.

If it involves tax letter verification, an additional coordination fee of 300-800 CNY per shipment will be charged. You need to confirm whether the agency provides basic services such as document filing, foreign exchange receipt verification matching, and four-flow consistency check.

Some institutions promise fast tax refund, but you should be alert to advance tax refund without completing compliance verification. If there is a tax inspection later, customers need to bear the risk of repaying taxes and late fees, so the division of compliance responsibilities for tax refund services needs to be clarified.
