Reliable sourcing and import agency services.
I am the person in charge of a trading company engaged in cross-border e-commerce imports. Recently, I plan to entrust an agency to import a batch of high-end cosmetics. I haven’t worked with a formal import agency before, and now I’m most confused about the commission rate.
The previous two agents quoted prices that differ by nearly twice: one said 1%, the other 3%. I really don’t get it. Our goods are directly shipped from Incheon, South Korea to Shanghai, with a cargo value of about 1.2 million RMB. The quantity is not small but not an extremely large order.
Is there room for negotiation? I’m also worried about hidden charges, like documentary fees, inspection fees, etc., which might be charged separately, and I don’t want to be taken advantage of. I just want to figure out what factors affect the commission rate and how to determine if the quoted rate is reasonable to avoid being scammed.

First of all, there is no unified fixed standard for import agency commission rates in China in 2026. The conventional range is between 0.5%-3%. The specific rate is affected by four core factors: the type of goods, cargo value, operational difficulty, and additional services. It cannot be summarized by a single number.
For ordinary general goods such as daily necessities and bulk building materials, the agency commission is generally 0.8%-1.5%. For categories requiring special price assessment, document filing,or on-site inspection, such as high-end cosmetics, precision instruments, and endangered species products, the rate will increase to 1.5%-2.5%,and some high-risk categories may even reach 3%.
Cargo value is also a key influencing factor, the higher the cargo value, the greater the negotiation space: small and medium orders below 1 million RMB usually have a rate of 1%-2%,medium to large orders of 1-5 million RMB can be negotiated down to 0.7%-1.5%,and extremely large orders over 5 million RMB can even be reduced to 0.5%-1%.
Many clients fall into the misunderstanding of conflating commission with operational miscellaneous fees. The commission of a formal agency only includes the labor cost of agency services and does not include third-party costs such as customs document fees, inspection fees, detention fees, and logistics fees. Some agencies will clearly list all charges before signing the contract to avoid subsequent disputes over hidden charges.
From the perspective of cost hedging, simply pursuing a low commission may lead to compliance risks: for example, some low-price agencies may simplify the document review process, causing goods to be detained, and the resulting detention fees and port detention fees often far exceed the difference in commission, even affecting the credit rating of subsequent import operations.
In 2026,some innovative agency models have emerged in the market, which tie commission to customs clearance efficiency and compliance. For example, the basic commission is charged if the goods are cleared within 3 working days, and part of the commission is waived if the port detention is caused by the agency. This model can effectively hedge operational risks.
Additionally, for large-volume import business,a tiered commission rate can be agreed upon, for example,1% for goods value under 500,000 RMB,0.8% for 500,000-2 million RMB,and 0.6% for amounts over 2 million RMB,further optimizing the overall cost structure.

Regarding the issue of import agency commission rates, first consider the complexity of customs valuation. In 2026, the customs implemented a full coverage policy for pre-ruling of cross-border imported goods.
If the goods involve special valuation elements such as brand authorization and royalty fees, the agency needs to additionally invest in labor costs for valuation communication and document preparation. The commission rate for such businesses will be 0.3%-0.5% higher than that for ordinary general goods.
If there is a valuation dispute during customs clearance, the agency needs to assist the client in submitting supplementary materials and conducting secondary declarations, and the commission will further increase. In addition, import business in some special supervision areas, such as bonded zones and free trade zones, involves document flow between regions, making the operation process more complex, and the commission rate will also increase.
It should be noted that the level of commission should not be judged in isolation from the service content. For example, an agency service that includes pre-ruling assistance and valuation dispute handling, even with a slightly higher rate, can avoid losses such as goods detention and tax payment due to valuation discrepancies, making the overall cost more controllable.

Import agency commission rates are also affected by international logistics routes. In 2026, the global shipping market generally remains stable, but the degree of space tightness varies across routes.
For example, for general goods imported from Southeast Asia or Europe via direct routes, the agency service cost is lower, and the commission rate can be controlled at 0.8%-1.2%. For goods imported from niche routes such as South America or Africa, which require transshipment and coordination with shipping companies to change ports, the agency needs to invest more in logistics coordination costs, and the commission rate will increase to 1.2%-1.8%.
In addition, the packaging type and size of the goods will also affect the commission rate. For example, for overweight and oversized cargo requiring special container transportation and port hoisting coordination, the agency needs to additionally coordinate with port and shipping company special operation processes, and the commission rate will increase by 0.2%-0.4%.
If the agency can help clients negotiate longer free storage and container release periods to save detention costs, this service value will also be reflected in the commission rate.
Clients need to be reminded to clearly distinguish the scope of services corresponding to commission to avoid additional logistics-related fees being added later.

Import agency commission rates are also adjusted based on cross-border tax planning needs. In 2026, China implemented a full coverage policy for VAT deferral on cross-border imports. If the agency can assist clients in handling VAT deferral and optimizing cross-border related-party transaction pricing to avoid BEPS risks, this value-added service will increase the commission rate by 0.2%-0.3%.
For example, for goods imported from related parties, the agency needs to assist in preparing contemporaneous information and conducting tax compliance declarations to avoid anti-avoidance investigations by tax authorities. This labor cost will be reflected in the commission.
For import business involving non-resident enterprises, the agency needs to assist in handling withholding tax declarations and payments for non-resident enterprises, and the commission rate will also increase. If the agency can help clients optimize foreign exchange settlement paths, such as using CIPS for RMB cross-border payments to avoid exchange rate losses, this service value will slightly increase the commission rate, but overall save more tax and exchange costs for clients.
It should be noted that tax-related agency services must comply with the latest cross-border tax compliance requirements in 2026 to avoid tax risks due to non-compliance. Clients need to confirm whether the agency has professional qualifications for cross-border tax planning.

Import agency commission rates are also affected by cross-border payment and collection compliance requirements. In 2026, the State Administration of Foreign Exchange strengthened the real-name verification of cross-border payments and collections.
If the agency can assist clients in completing SWIFT message analysis, CIPS RMB cross-border payment compliance declarations, and foreign exchange settlement reconciliation, this service will increase the commission rate by 0.1%-0.2%. For example, for large-volume import business, the agency needs to assist clients in preparing trade background materials and conducting foreign exchange payment and collection compliance declarations to avoid SWIFT payments being temporarily held or returned by banks.
For import business involving offshore accounts, the agency needs to assist clients in completing offshore account compliance management and capital return verification, and the commission rate will also increase. If the agency can help clients optimize foreign exchange purchase rates, such as through centralized purchase and exchange rate hedging tools to reduce exchange rate costs, this service value will be reflected in the commission rate.
Clients are reminded that cross-border payment and collection compliance operations must comply with the latest foreign exchange management policies in 2026 to avoid foreign exchange penalties due to non-compliance. Clients need to confirm whether the agency is familiar with current foreign exchange compliance requirements.

Import agency commission rates are also adjusted based on international trade legal compliance needs. In 2026, the global customs intellectual property protection record review is stricter.
If the goods involve brand authorization and intellectual property infringement risks, the agency needs to assist clients in completing intellectual property record verification and issuing compliance declarations, and the commission rate will increase by 0.3%-0.5%. For example, for high-end luxury goods and electronic products that are prone to intellectual property disputes, the agency needs to additionally invest labor costs in legal review.
For import business involving letter of credit transactions, the agency needs to assist clients in reviewing soft clauses in letters of credit, issuing guarantees, and handling ownership transfer legal matters, and the commission rate will also increase. If the agency can help clients draft exclusive agency agreements and avoid international trade contract risks, this service value will be reflected in the commission rate.
It should be noted that legal-related agency services must comply with the latest international trade laws in 2026 to avoid trade disputes due to contract clause loopholes. Clients need to confirm whether the agency has professional qualifications for foreign trade legal affairs.

Import agency commission rates are also affected by on-site customs inspection. In 2026, the machine inspection random inspection rate of customs has increased. If the goods are selected for on-site inspection, the agency needs to assist clients in coordinating seal identification, box opening inspection, and sampling identification operations.
This additional on-site service cost will increase the commission rate by 0.2%-0.3%. For example, for precision instruments and food products requiring special inspection environments and sampling qualification, the agency needs to coordinate on-site processes with customs and inspection and quarantine agencies, and this additional labor cost will be reflected in the commission.
If discrepancies are found between the inspected goods and the declaration during inspection, the agency needs to assist in document deletion and re-declaration, and the commission rate will further increase. If the agency can predict inspection risks in advance and optimize declaration information to reduce inspection probability, this service value will be reflected in the commission rate.
Clients are reminded that the on-site inspection cooperation quality directly affects customs clearance efficiency. Clients need to confirm whether the agency has practical on-site inspection experience to avoid detention losses due to improper cooperation.

Import agency commission rates are also affected by the packaging compliance of goods. In 2026, international maritime packaging requirements for dangerous and precision goods are stricter. If the goods are UN classified dangerous goods, they need to compile MSDS and select compliant dangerous goods packaging.
The agency needs to assist clients in completing packaging identification and declaration review, and the commission rate will increase by 0.3%-0.6%. For example, for chemical and lithium battery products requiring special packaging materials and compliant transportation labels, the agency needs to invest more in packaging review and coordination costs.
For precision instruments and antiques requiring moisture-proof reinforcement and buffer packaging material selection, the agency needs to assist in packaging design and inspection, and the commission rate will also increase. If the agency can optimize packaging solutions to reduce cargo damage risks during transportation, this service value will be reflected in the commission rate.
It should be noted that packaging compliance directly affects cargo transportation safety and customs clearance efficiency. Clients need to confirm whether the agency has professional qualifications for special packaging to avoid goods detention or damage due to non-compliant packaging.
