I engage in cross-border trade of niche new products. Last month, I developed a Southeast Asian customer who requires a batch of new plant-extracted daily chemical raw materials just developed by a domestic factory. I have never exported this category before, so I am not sure whether this product is eligible for import and export agency.

I consulted several peers: some said it belongs to ordinary daily chemical raw materials and can be exported, while others said the extracted components may be classified as cosmetic raw materials requiring additional qualifications, which makes me dare not book shipping space now. I signed the delivery date agreement with the customer last week and am stuck here now.

If I make a wrong classification and the goods are detained by customs, I will not only have to pay liquidated damages but also ruin the customer relationship. I hope you can help me confirm whether this product is eligible for import and export agency and screen all potential risks in advance.

A common industry misunderstanding is to directly refer to the access requirements of similar products or copy the classification results of peers, ignoring the classification adjustment requirements for new natural extracted categories specified in the *Regulations on the Administration of Import and Export Commodity Classification* updated by the General Administration of Customs at the end of 2025.

If you declare based on wrong classification,it is highly likely to be placed under controlled inspection by the customs system. Once classification inaccuracy is confirmed, the goods will be directly detained and you will be required to modify the declaration form. This will not only incur thousands of yuan of port and container detention fees per day,but also delay the shipping schedule and trigger the order's liquidated damages clause. In severe cases,it will also be recorded in the enterprise credit file and affect subsequent customs clearance.

The core measure for physical risk isolation is conduct pre-classification review in advance. We will first check your product ingredient specifications and test reports, and confirm the product's supervision conditions and whether it belongs to prohibited or restricted categories against the latest customs supervision catalog.

If additional qualifications are required,we will assist you to complete relevant filing applications in advance, and arrange shipping space booking and declaration only after confirming all qualifications are complete. If the product indeed fails to meet access requirements,we will also help you adjust the product plan at the first time to avoid irreversible losses caused by booked shipping space, and isolate risks from the source.

First retrieve the product's component test report and commercial use description, and confirm the supervision requirements corresponding to the commodity code against the latest 2026 *Import and Export Tariff* and supervision condition catalog. If the commodity code requires commodity inspection or import and export license, first check whether the corresponding qualifications have been obtained, and go through the supplementary processing process in advance if qualifications are incomplete.

For new products, you can apply for customs pre-ruling in advance, obtain the officially issued classification ruling, and declare directly according to the ruling result, to avoid disputes over valuation and classification and reduce the probability of order return or deletion. If there is an outstanding account after declaration is completed, you can provide complete product materials to assist with deletion and re-declaration, sort out the classification logic and resubmit for review, to quickly resolve customs clearance abnormalities.

After confirming product access qualifications, it is necessary to match the corresponding transportation path according to product attributes. If it belongs to plant extraction category, check the temperature requirements for transportation and storage, confirm with the shipping company in advance whether the shipping space meets temperature control requirements, and reserve sufficient free storage period to avoid high container detention fees caused by delayed customs clearance review.

If it is finally confirmed that the product cannot be exported, we can assist with port change or return procedures free of charge, adjust booked shipping space, and avoid container rolling penalty. For Southeast Asian routes, priority is given to direct shipping schemes to reduce cargo ownership risks during transit and the probability of secondary customs inspection, to ensure transportation timeliness meets order requirements.

For the export of such daily chemical raw materials, you can sort out the tax structure in advance. If exporting through an agency, you can confirm whether it meets the requirements of the VAT exemption and rebate policy. For Southeast Asian customers, you can plan the VAT payment path in advance.

If the destination country supports VAT deferral, you can reasonably defer the payment of import value-added tax to optimize capital occupation cost. It is necessary to check whether the product belongs to the category of export tax exemption without tax rebate, and complete tax cost calculation in advance to avoid subsequent tax cost exceeding budget. For cross-border related-party transactions, sort out the pricing logic in advance to meet relevant BEPS requirements, and avoid transfer pricing investigation by tax authorities.

It is necessary to check the foreign exchange receipt and payment path in advance. If this trade is settled in RMB, you can use the CIPS RMB cross-border payment system, complete foreign exchange receipt and payment compliance filing in advance, and avoid abnormalities in foreign exchange settlement and account reconciliation.

If it is settled in foreign currency, check in advance whether the product category supports normal foreign exchange receipt and payment, and whether it is necessary to complete the foreign exchange receipt and payment directory registration in advance, confirm that the foreign exchange receipt path meets the cross-border trade foreign exchange receipt and payment regulations updated by the State Administration of Foreign Exchange in 2025, avoid the situation of outstanding accounts that cannot be settled, and optimize the foreign exchange purchase and settlement time point in advance to reduce exchange difference losses.

If the product encounters on-site inspection after declaration is completed, prepare complete component test reports, product specifications, and pre-classification rulings in advance, cooperate with customs for unpacking inspection, and confirm that the seal is intact in advance.

If inspection and appraisal are required, we can assist in connecting with third-party testing institutions recognized by customs to speed up the inspection process and shorten the issuance time of test reports, to avoid additional costs caused by too long inspection process. Plan cargo placement in advance for machine inspection to improve the machine inspection pass rate and reduce the probability of manual unpacking.

If the product meets export tax rebate requirements, sort out procurement contracts, export contracts, invoices, and foreign exchange receipt vouchers in advance, check the consistency of the four streams, complete pre-declaration verification in advance, and confirm that the document information is correct before formal declaration, to avoid triggering tax letter investigation due to wrong document information and affecting the tax rebate arrival time. If you encounter tax letter investigation, prepare complete document filing materials in advance, cooperate with tax authority inspection, speed up the letter investigation process, ensure tax rebate arrives on time, screen capital return risks in advance, and ensure the compliance of the tax rebate process.

For such plant-extracted daily chemical raw materials, check MSDS information in advance to confirm whether they belong to dangerous goods. If they belong to ordinary chemical products, you can formulate a moisture-proof and reinforced packaging scheme according to transportation requirements to avoid leakage and moisture during transportation.

If they belong to dangerous goods, we will assist in completing UN dangerous goods packaging inspection, select packaging materials that meet requirements, complete dangerous goods classification and identification, ensure that packaging meets international transportation compliance requirements, avoid being refused loading by shipping companies or detained by customs due to non-compliant packaging, and adjust the packaging scheme according to route requirements to adapt to the compliance requirements of different transportation modes.
