The full container of German industrial sensors I ordered last week will arrive at Shanghai Port next week. I didn’t go through so many procedures when importing small batches via express before. The freight forwarder only gave me a simple list of invoice, packing list and contract yesterday.

I’m worried that missing documents will get the cargo stuck at the port, and the container detention fee at the terminal is getting higher every day. I heard from a peer before that a missing inspection certificate led to the cargo being detained for half a month.

I need to know both the basic mandatory customs declaration documents for ordinary goods and what additional documents are required for our mechanical and electrical products with the 3C Exemption Declaration. Can you sort out all the things I need to prepare, and are there any special format requirements for the materials to be uploaded on the electronic declaration platform?

All customs declaration documents sorted by three dimensions – pre-declaration review, core node connection, and abnormal plan disposal – can completely avoid most customs clearance checkpoints. Basic general documents are required for all general trade imports, including signed commercial invoices, packing lists, trade contracts, and ocean bills of lading. The cargo description,HS code, weight, and currency on all documents must be completely consistent without any parameter conflicts.

Materials uploaded to the electronic declaration platform must be converted in advance to PDF format compatible with the customs system, with a single file size not exceeding 2M. All signed positions must be clear and unobscured to avoid automatic rejection by the system. The industrial sensors you have fall into the category of 3C Exemption,so you need to additionally submit the 3C Exemption Declaration for the product, technical parameter manual issued by the original manufacturer, and a statement of the current cargo situation. All foreign-language documents must be accompanied by a Chinese translation with the official seal of the declaring unit affixed.

Complete pre-review of all documents 3 working days before the cargo arrives at the port, upload them to the Single Window for pre-review in advance. If problems are found, there will be sufficient time to adjust without incurring additional terminal storage costs. If the system prompts a logical inconsistency in the documents,do not directly delete the declaration and re-declare. First check the filling rules for the corresponding fields, and then submit a supplementary explanation for manual review after confirming correctness to avoid unnecessary flaws in the declaration records.

If the customs requires supplementary supporting materials during on-site inspection, they must be submitted within 24 hours. All materials must be filed together with a document filing list to ensure the four-flow matching of subsequent tax inspection and payment verification, and complete full-link compliance implementation.

Before submitting all customs declaration documents, confirm the logical rationality of the declared price. The transaction terms on the invoice must fully match those agreed in the trade contract. If it is related-party transaction pricing, prepare a price comparison statement of concurrent transactions in advance to avoid triggering customs price review doubts.

If a push status occurs after declaring on the Single Window, do not repeatedly submit duplicate declarations. First check the rejection explanation returned by the system, supplement and correct the marked document loopholes.

If the account is suspended for more than 24 hours, you can submit a document status statement to the customs at the declaration place and apply for manual intervention verification to greatly shorten the handling cycle. For cross-customs declaration business involving integrated customs clearance, prepare two sets of all paper documents simultaneously: one set to be submitted to the declaration port, and the other set to be retained for the local customs for future reference to avoid document missing problems during subsequent re-declaration.

Confirm that the endorsement on the bill of lading has clear cargo ownership transfer marks. The consignee information on all bills of lading must be completely consistent with the name of the customs declaration operating entity to avoid the problem of mismatch between cargo ownership and the declaring entity.

Apply to the shipping company for a 7-14 day free storage and free detention period in advance before the cargo arrives at the port. Even if there is a delay in subsequent document correction, high container detention fees and terminal storage fees will not be incurred.

If a temporary port change occurs, update the arrival port information on all customs declaration documents immediately. Do not arrange transit for any cargo that has not completed the customs clearance process to avoid the problem of misalignment between manifest information and declaration information, which will require a lot of effort to submit a manifest modification application and prolong the overall customs clearance time.

Prepare the application materials for VAT deferral qualification in the import link together with the customs declaration documents. The operating entity information on the submitted tax record form must be completely consistent with the domestic consignee on the customs declaration form, and the declared cargo value must be consistent with the dutiable value. If cross-border related-party transaction pricing is involved, prepare a pricing compliance statement in advance to avoid document gaps during subsequent special inspections.

Submit the relevant supporting materials for non-resident enterprise withholding tax to the tax authority for verification before customs declaration to ensure no obstacles in the subsequent payment link. Enterprises that have completed VAT deferral qualification filing can postpone the payment of import link value-added tax, which greatly reduces the current cash flow occupation pressure.

The name of the payment and receipt entity on all customs declaration documents must be completely consistent with the buyer in the trade contract. The transaction remarks in the SWIFT message must match the cargo category. Keep a copy of the corresponding payment slip and file it together with the customs declaration documents.

If using RMB cross-border payment, upload the PDF version of the payment voucher to the payment and receipt verification module of the Single Window in advance to avoid data misalignment during subsequent settlement and account reconciliation. For payments made from offshore accounts, supplement a corresponding transaction authenticity statement and submit it as an attachment to the customs declaration documents to reduce the probability of compliance inspection and avoid stuck problems in the subsequent payment and receipt link.

Submit the relevant supporting materials for customs intellectual property protection filing together with the customs declaration documents in advance. If the imported goods involve overseas brand authorization, prepare complete brand authorization chain documents, with clear and complete authorization levels from the brand owner to the domestic consignee to avoid intellectual property-related cargo seizure problems.

The force majeure clause in the trade contract must cover scenarios related to customs clearance delays. The customs declaration documents under a letter of credit must be completely consistent with the cargo description in the letter of credit without any parameter deviations to avoid triggering soft clause rejection of the letter of credit. Files related to corresponding guarantees must be filed separately and can be quickly submitted as supporting evidence in case of cargo ownership disputes.

All copies of documents accompanying the cargo must be completely consistent with the version submitted for customs declaration. The seal number must match the record on the manifest. Before unpacking inspection, sort out copies of all customs declaration documents by category in advance to cooperate with customs officers to complete the verification.

If the cargo requires inspection and identification, prepare the corresponding technical parameter description materials in advance to speed up the issuance of the test report and avoid unlimited extension of the inspection cycle. Check the verification items marked on the inspection notice one by one and prepare corresponding supporting materials in advance to greatly improve the inspection and release efficiency and reduce the cargo's detention time at the terminal.

The MSDS document of the cargo must be submitted separately as supplementary customs declaration material. All packaging performance inspection result sheets for UN dangerous goods packaging must be attached to the customs declaration documents. The marking information on the packaging must completely correspond to the classification level in the MSDS document.

If the cargo contains sensor components with batteries, additionally submit a transportation condition appraisal report. All packaging instructions for buffer reinforcement do not need to be submitted to the customs, but must be filed for future reference, which can be used as supporting evidence for liability determination in case of cargo damage problems. The mark information on the packaging must be completely consistent with the content marked on the packing list to avoid cargo category matching deviations during unpacking verification.

All copies of customs declaration documents must be completely consistent with the content of subsequent tax refund document filing to ensure the consistency of the four flows: cargo flow, capital flow, invoice flow, and document flow. All declared cargo values must correspond to the amount on the VAT input invoice.

For customs declaration forms declared across months, check the transmission status of the customs declaration form information from the General Administration of Customs in advance, and confirm that the data has been synchronized to the tax system before submitting the tax refund application. Match the relevant payment slips for foreign exchange verification one by one with the corresponding items on the customs declaration form. If there is a discrepancy, prepare a status statement in advance to avoid document gaps during the letter of inquiry link and slow down the overall speed of tax refund arrival.

When sorting out the customs declaration document list for corresponding categories, optimize the unified document template based on the annual import batches. When converting between CIF and FOB trade terms, adjust the freight and insurance declaration items in the customs declaration documents simultaneously to avoid deviations in dutiable price calculation.

Under the inventory linkage strategy, the same category of goods arriving in batches can be centralized for document collection to simplify the declaration process. Use a cost accounting model to pre-calculate the comprehensive customs clearance cost corresponding to different declaration plans in advance, select the most suitable document submission path, reduce overall supply chain expenditure, and avoid unnecessary repeated declaration links.
