I am the owner of a small company that produces electronic products. Recently, I want to find an agency company for import and export, but I have no idea what documents are required.
Last week, I heard from a friend that his previous agency detained the goods at the port for 3 days due to missing a copy of 3C Certification, and alone the demurrage fees cost several thousand dollars. I am extremely anxious. Now I want to know, besides the documents required by the agency company itself, what should our enterprise, as the entrusting party, provide?
Are there any special requirements for different types of goods (such as our electronic products)? Are there any documents that are easy to miss? I am really afraid of stepping on pitfalls and delaying orders, could you please explain in detail?

Documents for agency import and export are divided into three categories: Essential for the Agency,Required by the Entrusting Party, and Special for Goods. The whole process requires prior review to avoid blockages at any node:
First, core qualifications for the agency: Must hold Import and Export Operating Rights (Recordation Form for Foreign Trade Operators),Registration Certificate for Customs Declarant Entity (either self-management or agency declaration is acceptable, but the agency must complete clear recordation),and Recordation Form for Commodity Inspection Declarant Entity,if involving cross-border e-commerce,must also have Cross-Border E-Commerce Comprehensive Service Qualifications (which have been unified and integrated by 2026).
Second, basic documents required by the entrusting party: Duplicate Business License (Three-in-One),Tax-related Certificate (simplified in some regions),Recordation for Foreign Trade Operators (can be entrusted to the agency for handling if no qualification),if the entrusting party has no import and export rights, must provide Agency Import and Export Power of Attorney (Customs Recordation Version) to clarify the ownership of goods and scope of entrustment.
Then, special documents for goods: According to the requirements corresponding to HS Code, electronic products need 3C Certification (mandatory in the catalog) and energy efficiency label, food needs Hygiene License and Entry-Exit Inspection and Quarantine Certificate, dangerous goods need UN Packaging Certificate,MSDS (revised to Dangerous Goods Safety Data Sheet by 2026). These documents must be submitted to the agency for review 10-15 days in advance to avoid supplementary documents caused by incorrect HS Code classification.
Core Node Connection: The agency must confirm all documents are complete before booking space, and recheck the "Four Consistencies" (contract, invoice, packing list, bill of lading matching with documents) before customs declaration,if inspection is required, supplementary Certificate of Origin (which can enjoy tariff preferences in Free Trade Agreements) or third-party inspection report. Emergency Plan: If documents expire, online immediate update is supported by 2026 (completed in 1-2 working days) to avoid port detention,if special documents are missing, goods under Free Trade Agreements can apply for "Clearance Before Document Submission" (bond required).
Final Compliance Implementation: All documents must be scanned and encrypted for archiving, paper versions kept for more than 3 years (required by customs) to avoid subsequent tax letter inspections or customs verification issues.

When declaring customs for agency import and export, attention must be paid to the consistency between the declaration elements on the customs declaration form and the documents. For example, the 3C Certification number of electronic products must be accurately filled in the "Model and Specification" column; if the number is incorrect or expired, it will trigger "logic check failure" leading to order rejection.
The customs will launch the "Document Automatic Verification System" by 2026, the agency must upload documents such as 3C Certification and Hygiene Certificate in advance to avoid delays in on-site declaration. If there is a price review dispute, a "third-party price assessment report" issued by a customs-recognized institution must be supplemented, and at the same time confirm that the entrusting party's invoice is consistent with the contract amount to avoid customs detention due to under-declaration.

In the international logistics link, it is necessary to confirm whether the agency company has "Non-Vessel Operating Common Carrier (NVOCC) Qualification", otherwise it cannot issue a valid bill of lading. For sea freight goods, the "packing list" must be consistent with the quantity and weight on the bill of lading; by 2026, some ports require the "Electronic Packing List (E-PL)" to be submitted 48 hours in advance, and failure to comply will result in "space reservation fee".
Dangerous goods must provide a UN Packaging Certificate with a validity period of 1 year; if the packaging does not meet the standards, the port will refuse loading, resulting in demurrage fees of 100-200 US dollars per box per day.

For agency import and export tax, attention must be paid to "export tax rebate recordation": the entrusting party must provide special VAT invoices consistent with the customs declaration form, and the agency will assist in handling the "one-click tax rebate declaration" launched by 2026 (cycle is 7 working days).
Small-scale taxpayers cannot apply for tax rebates, which must be clarified in advance; for cross-border service trade exceeding 50,000 US dollars, a "tax recordation form" must be provided. The agency must have tax agency qualifications to avoid capital occupation caused by errors in the tax rebate process.

In terms of trade compliance, the agency must have foreign exchange settlement accounts, and the entrusting party provides contracts, bills of lading, and invoices as payment and settlement vouchers. By 2026, CIPS will cover major trading countries worldwide; prioritizing RMB settlement can avoid exchange rate differences.
Offshore accounts must be in the "white list", otherwise payment and settlement cannot be carried out. Anti-money laundering requirements must be noted to avoid abnormal capital flow.

For foreign trade legal affairs, an agency agreement must be signed to clarify responsibilities for document handling: if the agency causes customs detention due to failure to review documents, it shall bear demurrage fees; if the entrusting party provides false documents, it shall bear legal responsibilities. The agreement must include force majeure clauses (such as port closure) to clarify responsibility division.
The agency must have intellectual property customs protection recordation qualifications to avoid detention for infringement. For letter of credit settlement, soft clauses (such as third-party certification) must be clarified to avoid payment rejection.

For on-site inspection, original documents must be provided, and customs will check 3C Certification, Hygiene Certificate, etc. Copies must be stamped with the agency's official seal and marked as "consistent with the original". For container unpacking, the packing details must be consistent with the actual goods to avoid inspection extension due to quantity inconsistency.
By 2026, customs will promote the "machine inspection + manual inspection" mode; if machine inspection is abnormal, third-party reports such as component analysis must be supplemented. Missing documents must be supplemented within 3 working days, otherwise the case will be transferred to anti-smuggling authorities.

For export tax rebate audit, the four flows must be consistent: capital flow (bank statement), invoice flow (special VAT invoice), goods flow (bill of lading/packing list), contract flow (agency/trade contract). By 2026, the tax authority will launch an automatic verification system; if there is inconsistency, a letter inquiry will be triggered requiring a response within 10 working days.
Foreign exchange collection verification must be confirmed: the entrusting party provides the bank slip, and the agency assists in verification; for delays, an extended foreign exchange collection recordation of up to 210 days can be applied for.
