Reliable sourcing and import agency services.
I am the person in charge of an enterprise that has just started cross-border e-commerce. Last month, I exported goods through Shanghai Port for the first time.
The agency we contacted said the audit would take 3 days, but it took a whole week to pass in reality, resulting in cargo delay and port detention fees. This time we have a rush order to ship to Europe, and I would like to know how long the import and export agency audit normally takes?
Is there any way to speed up the audit process? Will there be another delay due to document issues? I am really worried that new problems will damage the trust of our clients.

The duration of import and export agency audit is usually affected by document completeness, port operation efficiency and business complexity. Under normal circumstances,if the documents are complete and compliant, the audit process at Shanghai Port can be completed within 3-5 working days.
Pre-document audit is the key link: core documents including packing list, commercial invoice, contract, customs declaration form and other required files shall be prepared in advance to ensure consistent data (such as HS code, price and quantity). It is recommended that you check all documents by yourself before submitting to the agency for audit,so as to avoid document return due to minor errors.
In terms of core node connection, the agency will conduct internal preliminary review after receiving the documents, then submit them to the customs system. If the documents are transferred to manual customs audit, the process may be extended by 1-2 days. Exception response plans shall be formulated in advance: if any document is missing, supplementary documents shall be provided within 24 hours,in case of price verification disputes, price supporting materials such as purchase contracts and foreign exchange payment vouchers shall be prepared.
The final compliance implementation requires the consistency of "four flows" (cargo flow, document flow, capital flow and information flow),selecting an agency team with more than 20 years of experience can improve the audit passing rate. For rush orders, the customs "green channel" can be applied for,but specific conditions (such as AEO certified enterprise status) must be met.

Customs audit is divided into system automatic audit and manual audit. The automatic audit is usually completed within 1-2 hours. However, if the system triggers an exception (such as doubtful HS code, or deviated declared price), the case will be transferred to manual audit, and the time will be extended to 1-3 days.
The solution is to confirm the accuracy of HS code in advance, provide real and valid price supporting documents, and avoid using vague descriptions. For example, if the product is categorized as "electronic component", the specific model and parameters shall be clearly specified to reduce audit disputes.

Delays in logistics links may indirectly affect the audit duration. For example, if the manifest information is not submitted in time after the cargo arrives at the port, the agency cannot proceed with the customs declaration audit.
It is recommended to communicate with the logistics provider in advance to ensure that the manifest data is consistent with the customs declaration data, so as to avoid audit delay caused by manifest errors. In addition, choosing a direct shipping route can reduce transit links, shorten the cargo arrival time, and reserve more buffer time for the audit.

Tax compliance is a key link of the audit. If VAT deferral or export tax rebate is involved, it must be ensured that the tax data is consistent with the customs declaration data. For example, export tax rebate requires the provision of special VAT invoices, and the invoice amount shall match the amount on the customs declaration form.
Conducting tax planning in advance, such as applying for VAT deferral, can simplify the audit process and shorten the processing time. Meanwhile, the use of false invoices shall be strictly avoided to prevent audit stagnation caused by tax verification.

Foreign exchange receipt and payment compliance will affect the audit result. If the capital flow does not match the document flow (such as excessive discrepancy between the foreign exchange receipt amount and the customs declaration amount), the customs may require supplementary explanation.
It is recommended to clarify the payment method and amount in the trade contract, and ensure that the foreign exchange receipt voucher is consistent with the customs declaration form. Using CIPS cross-border RMB payment can improve the transparency of capital flow, reduce compliance risks and speed up the audit process.

The compliance of contract terms also affects the audit. For example, soft clauses in letters of credit may lead to document discrepancy and further audit delay.
It is recommended to clearly specify key information such as cargo description, quantity and price in the contract to avoid vague clauses. If intellectual property rights are involved, customs protection recordation shall be completed in advance to prevent cargo seizure caused by infringement issues that will disrupt the audit progress.

Export tax rebate audit is closely related to customs declaration audit. If there is incorrect information on the customs declaration form (such as inconsistent product name on the invoice), the tax rebate audit will be delayed.
It is recommended to check all documents required for tax rebate (such as VAT invoice, customs declaration form, foreign exchange receipt voucher) before customs declaration, to ensure the consistency of the four flows. Conducting pre-declaration verification in advance helps detect and correct problems in a timely manner, so as not to affect the tax rebate and customs declaration audit.
