I am the procurement head of a domestic automotive after-sales chain brand deeply rooted in the Yangtze River Delta. In the past two years, the demand for original German engine oil from high-end car owners visiting our stores has grown extremely fast.

Recently, I intend to find import and export agents to source original German imported engine oil, but I am worried about falling into pitfalls: the products may fail to meet the use standards of domestic vehicles and cause malfunctions after filling, or may be inspected due to non-compliant customs clearance and cannot be sold normally in stores, or I may buy counterfeit products that damage the store's reputation. Therefore, I want to figure out whether German imported engine oil procured via agents can be used normally, and what requirements need to be met to avoid problems?

As long as German engine oil is imported through compliant agent channels,it can be fully used normally in China. The core is to strictly control the compliance of the entire link to avoid circulation failure caused by non-compliance.

In the pre-audit stage, you should require German suppliers to provide complete oil composition test reports in advance, and simultaneously send samples to domestic authoritative third-party institutions for national standard adaptability testing such as GB 11121. Obtaining a qualified national standard test report is the core prerequisite for domestic market access. At the same time, prepare a full set of documents such as certificate of origin, trade contract, packing list, and commercial invoice in advance, and check the consistency of information one by one to avoid document discrepancies.

Attention should be paid to the core customs clearance node: engine oil belongs to Class 3 dangerous goods. When declaring, accurately classify it under HS code 27101991,and declare the cargo value truthfully. Submit the dangerous property classification and identification report and UN packaging certificate simultaneously. In case of customs valuation inspection, you can prepare the import transaction records of products of the same brand and specification in the past six months in advance as supporting evidence,to avoid valuation objections or cargo detention. The normal customs clearance time can be controlled within 3-5 working days.

After customs clearance is completed, keep a full set of documents such as customs declaration forms, test reports, and tax payment vouchers properly. Attach compliance certificates to the goods when selling, each batch of goods shall be traceable. In this case,it can fully cover all use scenarios such as store retail and vehicle filling,no compliance risks will occur, and it can also well meet the use needs of most imported and joint-venture vehicles in China.

When declaring German imported engine oil, accurately correspond to HS code 27101991, with a most-favored-nation tariff rate of 6% and a value-added tax rate of 13%. When declaring, truthfully provide materials such as procurement contracts and foreign exchange payment vouchers to cooperate with customs valuation. In case of valuation objections, you can prepare the import transaction records of products of the same brand and specification in the past 6 months in advance as supporting evidence to avoid order deletion and re-declaration or port detention.

If you plan to import for a long time, you can complete brand filing with the customs in advance to further improve customs clearance efficiency. Under normal circumstances, the customs clearance time for imported engine oil at Shanghai Port can be controlled within 3-5 working days, and the products can legally enter the domestic market for circulation and use after customs clearance.

For German imported engine oil, you can choose the direct shipping route from Hamburg Port to Shanghai Port, with a normal shipping time of 28-32 days. When booking space, you can apply for 14 days of free storage period + 7 days of free container detention period to effectively avoid extra container detention and storage charges after arrival.

During transportation, note that the stacking weight of goods shall not exceed the load bearing limit of the container to avoid package damage and leakage. In case of space overbooking and container rollover, you can give priority to the next direct voyage of the same shipping company, and try not to choose transshipment routes, so as to avoid package damage caused by secondary loading and unloading at the transshipment port, or delay caused by inspection at the transshipment port.

When importing German engine oil, you can choose value-added tax deferred declaration, which does not require direct payment of 13% value-added tax at the customs clearance link, and can be postponed to the subsequent tax declaration period for payment, which can save the capital occupation cost for 3-6 months. If the enterprise is a general taxpayer, the value-added tax paid for import can be fully deducted, and there is no additional tax cost.

Note that the calculation of import dutiable value shall comply with the arm's length principle, to avoid adjustment by the tax authority due to low related party transaction pricing. All import tax vouchers shall be kept for more than 10 years for future reference to avoid tax risks.

When paying for German engine oil procurement, give priority to the CIPS RMB cross-border settlement channel, which can avoid the risk of euro exchange rate fluctuation. During settlement, truthfully submit materials such as trade contracts and customs declaration forms to the bank to ensure that the foreign exchange payment amount is completely consistent with the declared cargo value.

If there are subsequent cross-border after-sales fund transactions when receiving foreign exchange, make separate remarks to avoid the situation of unable to settle foreign exchange and balance the account. The annual foreign exchange receipt and payment data shall be consistent with the customs declaration data and tax declaration data to avoid triggering foreign exchange supervision early warning.

When German imported engine oil is inspected at the port, first cooperate with the customs to check whether the container seal is intact, and check whether the seal number is consistent with that indicated on the bill of lading. When unpacking for inspection, try to select goods on the upper layer of the full container for sampling, to avoid sampling deviation leading to unqualified test results.

If the test result of the submitted oil sample is inconsistent with the declaration, you can apply for a second re-inspection, and select a third-party testing institution recognized by the customs to re-sample and test. If the composition is indeed inconsistent, arrange return shipment in time to avoid the risk of confiscation.

German imported engine oil belongs to Class 3 flammable liquid, and must use UN standard dangerous goods packaging. The packaging shall be clearly marked with flammable liquid identification, UN number, batch number and other information, and a complete MSDS report shall be attached with the goods. The MSDS shall contain 16 complete items and meet the requirements of domestic standard GB/T 16483.

Before transportation, conduct drop test and stacking test on the packaging to ensure no damage and leakage during transportation. If the packaging does not meet the requirements, the goods will be detained by the customs and cannot be cleared, which will also increase the safety risk during transportation.

For agency import of German engine oil, you can choose CIF trade terms, under which the German supplier is responsible for booking space, transportation and insurance, reducing your own logistics risks. The single purchase volume can be calculated according to the 3-month sales cycle of the stores to avoid inventory overstock.

You can establish an inventory linkage mode of Shanghai central warehouse + regional front warehouse: the imported engine oil is first sent to the Shanghai central warehouse for testing and verification, and then distributed to the front warehouses according to the sales demand of stores in various regions, which can control the delivery time within 48 hours, effectively improve inventory turnover efficiency, and reduce the overall supply chain cost.
