I am the owner of a small cross-border e-commerce company. Last year, I first found an agent to export goods, but in addition to the agreed agency fee, I was additionally charged with expedited customs declaration fee, document fee, and even an "small service fee" for low cargo value. Finally, the cost exceeded the budget by 30%.

Now I want to change agents. It is already 2026, has the industry become more standardized? I want to know if export agency companies really charge agency fees? If yes, how are they charged?

Will there be hidden fees again? Also, does the agency fee include the cost of tax refund agency services? I am afraid of stepping on pits again. Please explain it clearly for me.

Whether export agency fees exist is not the question in 2026,but charging models have shifted from obscurity to transparency. However, differences between different agents are huge. The core is to avoid the pitfall of "low agency fees plus high additional fees".

The drawbacks of the traditional model are: Some agents attract clients with "0 agency fees" but make up for the cost through hidden charges such as expedited customs declaration fee (200-500 yuan per order),document preparation fee (150-300 yuan per order),inspection coordination fee (800-1500 yuan each time),etc. Even in 2026,the new CIPS cross-border payment service fee (50-200 yuan per transaction) is added, and the final total cost is 20%-40% higher than that of agents with clear price tags.

The current optimal optimization path is "basic service package fee plus optional value-added service fees". For example, the basic agency fee (including customs declaration, documents, routine inspection coordination) is charged on an annual basis or a fixed proportion of cargo value (0.5%-0.8%). Value-added services (such as VAT deferral agency,CIPS priority payment, expedited tax refund arrival) are quoted separately, and a clause of "no other hidden fees" must be clearly specified in the contract.

Regarding access thresholds, priority should be given to agents with customs AEO Advanced Certification. Such agents, due to strong compliance, will publish the cost list on their official website. In 2026,the customs requires agents to provide clients with a "cost breakdown sheet" (including agency fees, additional fees, tax difference deductions, etc.),which can be checked directly.

The reference of dynamic cost-benefit calculation is: If the cargo value is 100,000 yuan, the total cost of traditional agents is 1,500 yuan (1% agency fee + 500 yuan additional fee),and the total cost of package agents is 1,200 yuan (0.6% agency fee + 0 yuan additional fee). If VAT deferral is handled at the same time (saving 2,000 yuan in tax),the actual agency fee is equivalent to a "negative cost" of 300 yuan. It should be noted: Fake invoicing for tax avoidance by splitting agency fees is not allowed. In 2026,the tax authority has realized the linkage between agency fees and tax refund data, and fake invoicing will directly affect the eligibility for tax refund.

The connection point of agency fees in the customs declaration process in 2026 is mainly in "price verification and secondary declaration". If the agent does not review the HS Code of the goods in advance, resulting in customs price verification higher than the declared price, a "price verification service fee" (usually 1%-2% of the difference) may be generated.

If the cancellation and re-declaration of documents are required due to document errors, a "cancellation fee" (300-600 yuan per order) will be charged in addition to the agency fee. It is recommended to require the agent to provide an "HS Code pre-review report" before customs declaration, and clearly specify a clause of "no additional charge for price verification difference" to avoid increased costs due to code errors.

In addition, under the integrated customs clearance, if you choose customs declaration in different regions, the agency fee may increase by 0.2%-0.3%. You need to confirm in advance whether the coordination fee for customs declaration in different regions is included.

The agency fee in the logistics process is often linked to "space booking and container detention fees". In 2026, some agents' agency fees include "3 days free detention period +7 days free demurage period". If the container is picked up late due to the shipper's reasons, the container detention fee (150-300 yuan per day) for the excess period needs to be paid additionally.

If the space is fully booked during peak season, the agent may charge a "space booking locking fee" (500-1000 yuan per container), but it is necessary to specify whether the space is guaranteed during peak season in the contract. In addition, if you choose to change from a direct flight to a transfer flight, the agency fee may decrease by 0.1%-0.2%, but it is necessary to confirm whether the transfer fee is included in the agency fee to avoid additional fees at the transfer port.

The connection point between agency fees and tax in 2026 is "VAT deferral and tax refund deduction". Some agents will bind agency fees with VAT deferral service fees. If VAT deferral is handled (applicable to regions such as the EU, ASEAN, etc.), the agency fee can deduct part of the deferral service fee (usually 10%-15%).

In addition, the special VAT invoice for agency fee can be used to deduct the enterprise's input tax. It is necessary to confirm whether the agent can provide a 13% special VAT invoice (some small-scale agents can only issue 3% general invoice).

It should be noted: If the agency fee is linked to the tax refund, it is not allowed to avoid tax by "reducing agency fees and increasing tax refund service fees". The tax authority has linked and verified the data of both.

The agency fee in the payment and settlement link may include "CIPS payment service fee". In 2026, CIPS has covered more than 80% of trading countries worldwide. Some agents will include the CIPS service fee in the agency fee.

If you choose SWIFT payment, an additional 50-200 yuan per transaction may be charged. In addition, if the shipper needs to receive payment through an offshore account, the agency fee may increase by 0.3%-0.5%, and it is necessary to confirm whether the agent has the compliance operation capability for offshore accounts.

It should be noted: The agency fee cannot be used for "settlement and account balancing". If the agent requires splitting the agency fee into different accounts for settlement, it is an illegal operation, which may lead to account freezing.

The "inclusiveness and exclusivity" of agency fees need to be clearly specified in the contract. In 2026, the "Export Agency Service Contract Specifications" requires agents to list in the contract the "services included in the agency fee (customs declaration, documents, inspection coordination, etc.)" and "exclusions (container detention fee, price verification difference, inspection penalty, etc.)".

If the agent does not clarify, you can require to supplement the "cost breakdown attachment" to avoid subsequent disputes. In addition, if the goods are detained due to the agent's reasons, the agency fee needs to be refunded, and the corresponding loss needs to be borne. It is necessary to add a "cargo detention liability clause" to the contract.

The connection point between agency fees and on-site inspection is "inspection coordination fee". In 2026, some agents' agency fees include "routine inspection coordination".

If testing and identification are required (such as dangerous goods identification, intellectual property inspection), an additional identification fee (500-1500 yuan per order) is required. It is recommended to require the agent to inform whether testing is needed before inspection and provide the qualification certificate of the identification institution.

In addition, if the seal is damaged and needs to be resealed, an additional sealing fee (50-100 yuan per box) may be charged outside the agency fee. It is necessary to confirm in advance whether it is included in the basic service.

The connection point between agency fees and export tax refund in 2026 is "document filing". Some agents' agency fees include "tax refund document preparation and filing". If the tax refund is delayed due to missing documents, the agency fee needs to be refunded, and the interest loss of delayed tax refund (calculated according to LPR) needs to be borne.

In addition, if the shipper needs "expedited tax refund arrival", an additional expedited fee (0.1%-0.2% of the tax refund amount) may be charged outside the agency fee. It is necessary to confirm the time limit of the expedited service (usually 10-15 working days).

It should be noted: The agency fee cannot be used for "capital backflow". If the agent requires transferring the tax refund after deducting the agency fee to a private account, it is an illegal operation, which may lead to the recovery of the tax refund.
