I am the head of a small and micro enterprise that just operates a cross-border e-commerce independent site, mainly exporting household goods to Europe and the United States. I used to handle customs declaration and logistics on my own, but now with growing order volume, I want to hire an agency.

However, I heard that fees vary widely: some charge based on cargo value, some charge per shipment, and others charge additional fees such as port miscellaneous fees and customs declaration fees. Last week I consulted two agencies: one quoted 0.8% of the cargo value plus a fixed fee of 200 RMB, while the other only charged 1.2% with no other fees.

I don't know which one is more reliable, or if there will be hidden charges. In addition, we have one shipment going via LCL sea freight and another urgent shipment via air freight. Will the fees be different? I want to know how to calculate fees reasonably, and whether there is a unified standard.

There is no unified fixed standard for foreign trade export agency fees, which are mainly composed of three categories: basic service fees, special operation fees, and fees collected and paid on behalf of clients. The mainstream market models in 2026 are divided into two types: all-inclusive and split.

The traditional split fee model is prone to superimposed hidden costs, such as separate charges for customs declaration fees, port miscellaneous fees, inspection fees, etc. Some small agencies will add extra markup on these links. The all-inclusive fee model packages basic services together, and it is necessary to clarify whether it covers core links such as document review, customs declaration, basic logistics for sea/air segments, foreign exchange settlement, and export tax rebate agency services.

Fee differences are obvious across different transaction scenarios: LCL sea freight is usually charged based on cargo volume or proportion of cargo value, urgent air freight orders will incur a 30%-50% cabin space premium, and there will be additional packaging appraisal fees for dangerous goods and special cargo. In 2026,some compliant agencies have launched "tiered rates",where the higher the cargo value, the lower the rate, and they promise no hidden fees. It is recommended to require the agency to issue a detailed fee list and clarify the basis for each fee item.

In addition,it is necessary to confirm whether foreign exchange settlement handling fees and tax rebate advance funding fees are included. Some agencies charge a 1%-2% service fee for tax rebate advance funding as a value-added service. If enterprises need to recover funds quickly, they can compare the ratio between the advance funding cost and the capital turnover income.

Customs declaration fees usually include customs declaration form preparation fees, inspection service fees, customs tax advance payment handling fees, etc. The standard fee for single customs declaration form preparation is between 150-300 RMB. If there is a valuation dispute or abnormal machine inspection, additional inspection site fees, laboratory testing fees, etc. will be incurred.

Under the "advance declaration + two-step declaration" model implemented by customs in 2026, if document review is completed and passed in advance, part of the urgent service fees can be reduced or waived. It is recommended to confirm with the agency in advance whether the urgent service fee standard is included. In addition, the party responsible for customs declaration fees varies depending on trade terms: under FOB terms, the shipper usually bears the customs declaration fee, while under CIF terms, the fee division should be clarified in advance.

International logistics fees are greatly affected by shipping routes, cabin space availability, and cargo attributes. In 2026, LCL sea freight for European and American routes is usually charged per cubic meter, with a basic rate of 80-120 USD per cubic meter, and additional fees such as fuel surcharge and Terminal Handling Charge (THC) will also be charged.

Urgent air freight fees are 30%-50% higher than ordinary air freight, and some agencies provide cabin charter services to avoid extra container detention fees caused by space shortage and container rollover. It is necessary to confirm the length of the free storage period and free detention period provided by the agency, how to calculate the fee for the excess part, and check whether operations such as bill of lading endorsement and telex release incur additional fees.

Tax-related agency fees mainly involve export tax rebate agency services and cross-border tax planning. In 2026, export tax rebate agency fees are usually charged at 0.5%-1% of the tax rebate amount. If VAT deferred declaration is involved, an additional service fee of 200-500 RMB per shipment will be charged.

Some agencies provide tax planning services to help optimize cross-border related transaction pricing and reduce overall tax costs, but it should be noted that such services must meet BEPS compliance requirements to avoid tax risks. In addition, if the agency provides foreign exchange settlement services, it is necessary to confirm whether the foreign exchange settlement rate adopts the real-time market rate and whether additional exchange difference service fees are charged.

Compliance fees for cross-border receipt and payment of foreign exchange mainly include SWIFT message processing fees, CIPS payment handling fees, offshore account maintenance fees, etc. In 2026, the SWIFT message processing fee of mainstream agencies is between 50-150 RMB per shipment, and CIPS RMB cross-border payment usually charges a handling fee of 0.05%-0.1% of the transaction amount.

It should be noted that some agencies earn extra income through exchange differences, so it is recommended to require the agency to provide a query channel for the daily foreign exchange settlement rate to ensure transparent fees. In addition, for advance payment and balance settlement, it is necessary to confirm whether account management fees are charged, and whether there are additional fees incurred in the account reconciliation process after receiving foreign exchange.

International trade legal-related fees mainly involve letter of credit review, guarantee issuance, intellectual property filing, etc. In 2026, the review fee for soft clauses of a letter of credit is between 300-800 RMB per shipment, the fee for issuing a performance guarantee is usually 0.5%-1% of the guarantee amount, with a minimum of no less than 200 RMB.

If intellectual property customs protection filing is involved, the agency will charge an agency fee of 500-1000 RMB. It should be noted that some agencies package legal service fees into the basic service fees, so it is recommended to clarify in advance which legal affairs are within the scope of additional charges to avoid disputes in the later stage.

Fees for on-site port inspection usually include inspection site fees, container unpacking fees, seal replacement fees, etc. In 2026, the regular inspection site fee at Shanghai Port is between 200-500 RMB per shipment, unpacking fees are charged according to container type, and the unpacking fee for 20GP containers is between 300-600 RMB. If the inspection finds that the goods are inconsistent with the declaration, additional amendment fees, re-inspection fees, etc. will be incurred.

It is recommended to confirm the inspection plan with the agency in advance. If the goods can be self-inspected in advance, the inspection probability can be reduced, thereby reducing related costs. In addition, it is necessary to confirm whether the agency is responsible for the risk of cargo damage during the inspection process.

Packaging fees for special cargo mainly involve UN dangerous goods packaging, moisture-proof reinforcement, MSDS preparation, etc. In 2026, the cost of UN dangerous goods packaging is charged according to the quantity of goods and danger level, the packaging fee for ordinary Class 3 dangerous goods is between 100-300 RMB per piece, and the MSDS preparation fee is between 200-500 RMB per shipment.

If the goods require moisture-proof reinforcement, a reinforcement fee of 50-100 RMB per cubic meter will be charged according to the packaging volume. It should be noted that some agencies include packaging fees in logistics fees, so it is recommended to confirm in advance whether the packaging standards meet the customs requirements of the destination country to avoid additional fees caused by unqualified packaging.

Export tax rebate agency fees mainly involve document filing, tax correspondence response, tax rebate declaration, etc. In 2026, the regular tax rebate declaration fee is charged at 0.3%-0.8% of the tax rebate amount. If tax correspondence response is involved, an additional service fee of 500-1500 RMB will be charged. Some agencies provide tax rebate advance funding services, with an advance funding rate of 1%-2%.

It should be noted that the advance funding fee will occupy the profit margin of the enterprise, so it is recommended to select appropriate services according to capital turnover needs. In addition, it is necessary to confirm whether the agency assists in the archiving of document filing to avoid delayed tax rebate caused by incomplete documents.
