I am the person in charge of a medium-sized manufacturing factory in the Pearl River Delta. We completed the production line upgrade this year, and phased out 12 sets of used processing equipment that are 80% new. A customer in Southeast Asia just showed interest in purchasing these equipment.
I have never handled equipment export before. I consulted two small agencies, and their quotations differ by almost double. One said it can help me make low declaration to avoid tax, while the other said low declaration will lead to customs detention.
I am completely unsure now, worried that choosing the wrong agency will either lead to overcharging, or cause customs detention and huge port detention fees, or even make me fail to get the tax refund. I would like to ask how to find a reliable agency for equipment export, and what points must be inspected?

There are two common misunderstandings in the current export equipment agency industry. One is that small agencies attract customers with ultra-low prices, and privately promise to declare lower cargo value to help cargo owners save costs. The other is that they directly follow the general cargo process regardless of equipment attributes, and do not carry out commodity inspection and document review in advance.
The chain negative reactions of such misunderstandings are very clear. If low declaration is found by the customs, the goods will be directly detained. It will not only require document deletion,re-declaration and tax payment, but also incur high port detention fees and container detention fees, and even be recorded in the enterprise credit abnormal list, affecting all subsequent export business. Second-hand old equipment that is not pre-examined and processed as general cargo will be returned due to unqualified commodity inspection, and the loss of one-way freight plus space damage can reach hundreds of thousands of RMB.
First, verify the agency's practical operation cases of similar equipment, confirm that the agency has operation experience in commodity inspection and customs clearance of corresponding equipment, especially the compliant operation experience of second-hand old equipment.
Second, confirm that all charging terms are listed in writing, eliminate hidden charges promised orally, and require the agency to list all possible abnormal charges in advance.
Third, confirm the agency's risk compensation mechanism in advance. There should be clear compensation clauses for losses caused by the agency's operation errors,so as to isolate risks from the source. If you have found an unqualified agency, immediately request to suspend the operation, check all document information for compliance pre-examination,and control the losses at the initial stage.

For export equipment, appropriate trade terms can be selected according to the needs of both buyers and sellers. If the buyer is responsible for logistics, FOB terms can be selected, and if the seller is responsible for logistics, CIF terms can be selected to clarify the division of responsibilities between both parties.
If multiple sets of equipment are exported in batches, plan the shipping space and production cycle in advance, build a cost actuarial model, reduce the overall comprehensive export cost, adjust the supply chain connection rhythm, reduce unnecessary waiting and storage costs, and improve the overall export operation efficiency.
