Reliable sourcing and import agency services.
I have been working as an export shipping agent for nearly 8 years, previously only assisting clients with shipping-related businesses such as export booking and customs declaration. Since the beginning of this year, many long-term cooperative clients have approached me, hoping we can also take on their small-volume and scattered import business.
Otherwise, they will have to reconnect with new import agents, resulting in high communication costs and troublesome processes. We also want to expand new business segments and increase revenue points, but have never touched the full set of import operations before, fearing that process mistakes may cause compliance issues.
If there is a customs clearance hold or port detention, the loss would be huge. We also don't know what preparations are needed from the start, what qualifications are required, and which links are prone to pitfalls. We want to consult clearly about how export shipping agents can do import business compliantly.

When an export shipping agent transitions to import business, the first step is to complete the review and confirmation of pre-qualifications and documents. First, confirm that import-related categories have been added to the business scope,if not, complete industrial and commercial change first. Secondly, collect the full set of documents required for import in advance, including contract, invoice, packing list, bill of lading, certificate of origin, and corresponding regulatory-required commodity inspection certificates, import licenses, etc. Consistency of all document information must be verified page by page, and core information such as cargo description, quantity, gross weight, and country of origin must have no deviations. Any error or omission may directly lead to customs clearance delay.
In terms of core node connection, complete advance declaration 72 hours before arrival, which is a mandatory requirement for import advance declaration implemented by the National Customs in 2026. Cargo meeting the requirements can enjoy priority customs clearance, greatly reducing overall customs clearance time. Secondly,in the document exchange link, confirm that the consignee of the bill of lading matches the operating entity’s information. If it is a telex release bill of lading, prepare the company-sealed telex release guarantee in advance. For the tax payment link, reserve at least 24 hours of buffer time in advance to avoid late payment penalties due to bank payment delay.
For emergency plans,if the customs raises a price verification query, prepare payment vouchers, original factory invoices, transaction records and other price certification materials in advance to respond to the query as quickly as possible. If customs inspection is encountered, coordinate with port container stripping and warehousing staff in advance to avoid unnecessary waiting and additional costs.
Final compliance implementation requires completing compliance registration for import payment. Retain the full set of import documents for three years as required by regulations. If there is no mature import operation team, cooperate with a professional team to complete the entire process connection to ensure compliant business development.

Information on the record of import and export cargo consignors and consignees needs to be supplemented with the authority record of import operating entities. If only export shipping record was completed before, submit new information to update the customs system and synchronize enterprise credit level. When choosing the integrated customs clearance mode for import declaration, confirm that the declaration port matches the actual customs clearance port to avoid system push failure and unwriteable accounts.
If amendment of declaration is required due to information errors or omissions, submit the new declaration within 48 hours after the original declaration is deleted, and submit a company-sealed explanation to the customs to clarify the reason for deletion to avoid triggering automatic system control alerts. For price verification disputes, if it is a small-volume and scattered import, provide original factory transaction invoices and payment records as price certification to speed up the price verification process and shorten customs clearance time.

Import logistics path selection should be adjusted based on cargo properties and arrival time requirements. For cargo with high timeliness requirements, direct shipping routes are prioritized to avoid secondary inspection risks from transit, and free demurrage and free detention periods can be extended in advance from the shipping company.
During peak seasons, the risk of space rejection is high, so space must be booked 10 days in advance. If port change is needed, submit the port change application to the shipping company 7 days before the vessel’s arrival to avoid high port change fees.
If bill of lading endorsement transfer is required, confirm the continuity of endorsement and that the consignee matches the operating entity to avoid cargo title disputes during pickup. Check demurrage and detention bills item by item, as some shipping companies charge repeatedly, and only make payment after verification to reduce unnecessary costs.

For import cargo, apply applicable tariff agreement rates based on country of origin and import port, and prepare the original certificate of origin in advance. Cargo meeting requirements can enjoy tariff reduction or exemption. For cargo imported from regions such as the EU and Southeast Asia, if meeting access requirements, VAT deferral can be applied to delay VAT payment, optimize enterprise cash flow and reduce capital occupation costs.
For cross-border related party transaction import cargo, prepare transaction price documents in advance and retain them in line with BEPS-related requirements to avoid being identified as transfer pricing by tax authorities and facing additional tax risks. For import cargo with cargo title held by non-resident enterprises, confirm the withholding tax payment requirements for non-resident enterprises in advance, complete tax source registration, and avoid affecting subsequent payment processes.

Import payment must complete payment registration according to the latest requirements of the State Administration of Foreign Exchange. If cross-border RMB payment is used, when settlement via CIPS system, retain corresponding message information to ensure that payment and collection information matches import cargo information. If offshore account is used for payment, confirm the account’s income and expenditure scope in advance to comply with foreign exchange compliance requirements and avoid payment interception.
Foreign exchange purchase should be completed at an appropriate time based on real-time exchange rate trends to reduce foreign exchange purchase costs. All payment information must be consistent with import customs declaration information, complete payment and collection verification, avoid abnormal accounts, and avoid affecting subsequent import and export business qualifications.

Import business contracts must clearly stipulate the scope of force majeure clauses, clarify responsibility division for common abnormal situations such as port congestion and customs inspection delays, and avoid disputes with undefined responsibilities. If L/C settlement is used, review L/C terms one by one to detect soft clauses; for example, clauses stating “payment is only made after notification from the issuing bank” must be modified to avoid being unable to settle and pick up goods after cargo arrival.
Cargo title transfer must clearly stipulate transfer nodes and responsibility division, require the other party to issue a formal cargo title transfer guarantee, and retain corresponding legal documents to avoid cargo title disputes. For import cargo involving intellectual property, require the other party to provide intellectual property authorization documents in advance to avoid triggering customs intellectual property protection detentions.

After receiving the customs inspection notice, first confirm the inspection type: machine inspection or manual container stripping inspection. For machine inspection, organize the full set of documents in advance and submit to on-site contact personnel to cooperate with customs information verification. For manual container stripping inspection, confirm the cargo loading position in advance, coordinate container strippers, and strip containers in accordance with cargo placement order to avoid cargo damage caused by disorderly stripping.
Verify the authenticity of the container seal, confirm that the seal number matches the bill of lading information; if the seal is damaged, take image evidence in time and claim against the shipping company. If cargo needs to be tested and appraised, cooperate with customs sampling, follow the appraisal process, and promptly obtain test reports to promote the completion of the inspection process.

Import cargo must confirm that its packaging meets China’s import regulatory requirements in advance. For dangerous goods, use dangerous goods packaging complying with UN standards, complete dangerous goods classification appraisal in advance, and provide compliant MSDS documents. MSDS must be prepared in accordance with the latest GHS standards, with complete and accurate information; non-compliant MSDS will lead to customs clearance failure.
For moisture-sensitive cargo, select corresponding moisture-proof packaging materials based on transportation duration, and formulate reinforcement plans to avoid cargo damage caused by moisture during transportation. Confirm that ordinary cargo’s wooden packaging has been marked with IPPC; wooden packaging without marks will be required for pest control treatment by customs, resulting in additional costs and delayed customs clearance time.

During import business development, ensure the alignment of four flows: contract flow, cargo flow, capital flow, and invoice flow, to avoid triggering tax authorities’ verification letters and affecting business compliance. All documents must be filed as required, retaining full physical and electronic documents for future verification.
If import cargo is used for subsequent export production, complete classified accounting of input tax in advance to avoid affecting subsequent export tax refund declaration. If cross-period input tax deduction is needed, confirm deduction requirements in advance, complete declaration as required, and avoid losses from non-deductible input tax. Payment and collection information must correspond one-to-one with customs declaration information, complete verification, and avoid abnormal capital early warnings.

Export shipping agents expanding into import business can build a two-way supply chain network by combining existing export logistics networks, integrate export and import space resources, obtain more favorable freight rates, and reduce overall logistics costs. Design corresponding inventory linkage strategies based on client cargo types; for example, after export cargo is dispatched, allocate import cargo needed by domestic clients to return space to reduce waste from empty container backhaul and lower overall operating costs.
For trade term selection, choose appropriate FOB or CIF terms based on own resource advantages: if there is a mature logistics team, CIF terms can increase logistics service revenue; if reducing own responsibility is desired, choose FOB terms, with the seller responsible for transportation.
