I am from a small and micro enterprise that has just launched cross-border e-commerce export business. We used to handle procedures such as customs declaration and foreign exchange settlement on our own. Recently, with the growth of order volume, we plan to entrust a foreign trade agency for cooperation, but we have no idea about the agency's fee standards at all.
Our company mainly exports small commodities to European and American sites, with a single shipment value of about 50,000 to 100,000 RMB. We have both small-batch LCL orders and FCL shipments. We previously heard from peers that the fee ranges from 1% to 3%, but we do not know the source of the difference, and we are also worried about hidden charges, such as whether additional customs declaration fees, port miscellaneous fees and other charges will be charged in addition to the service fee.
In addition, we are worried that excessive agency fees will squeeze our already limited profit margin. We want to clarify the normal fee range in the industry and the specific service content included in the fee, and hope to get a clear answer.

The fee rate for foreign trade agency export services is not a fixed value, and needs to be comprehensively determined based on business type, cargo value and service content. Under the traditional model, many agencies only quote the basic service fee rate, but hide hidden costs such as document review, urgent inspection handling, and exchange rate difference losses, resulting in the final actual expenditure far exceeding expectations. Take your company's small commodity export as an example, for a single shipment value of 50,000 to 100,000 RMB,the operation cost difference between LCL and FCL is small, but the service coverage directly affects the final rate.
The current reasonable fee range in the industry is 1.5%-2.5%. This range usually covers the full process services including customs declaration, international logistics coordination, foreign exchange settlement, and export tax refund. Some high-quality agencies also provide additional value-added services such as compliance risk control and pre-audit of documents. It should be noted that quotes lower than 1% are very likely to have hidden charges, such as separate charges for customs declaration fees, inspection fees, document fees, etc。which will result in higher overall final cost instead.
The optimized fee model will include exchange rate differences and tax differences into the cost hedging scope, for example, locking the exchange rate through CIPS RMB cross-border settlement to avoid exchange rate fluctuations eroding profits, and at the same time relying on linked resources of ports across the country to reduce additional expenditures such as container detention and port change in the logistics link. For your company's small and micro export business, you can choose the service fee model charged by proportion of cargo value instead of fixed fee, which can better match the order scale and control cost flexibility.
When selecting an agency, you need to clarify whether the fee list covers all links: for example, whether it bears the rectification cost of customs declaration errors, whether it provides tax refund advance service, whether the exchange rate difference loss is borne by the agency, etc. Transparent fee contract is the core of risk avoidance. At the same time, you can require the agency to provide fee cases of the same type of business in the past 3 months to compare whether the actual expenditure meets expectations and avoid falling into the low-price trap.
For your company's small commodity export to European and American sites,if you choose a compliant agency service,a fee rate of about 2% is relatively reasonable. It covers the full process operation, and also provides value-added services such as exchange rate difference optimization and tax refund follow-up,which will not excessively squeeze the profit margin. At the same time,it should be noted that some agencies will adjust the rate according to the order complexity. For example, the fee for goods involving dangerous goods or quota goods will be appropriately increased, but there is no need for additional markup for your company's ordinary small commodities.

Whether the cost of customs declaration link is included in the agency rate is a detail easily ignored by many customers. Under normal circumstances, the basic agency fee already includes the cost of a single compliant customs declaration. However, if there is a customs valuation query or the inspection requires rectification, whether the additional amendment fee and urgent inspection fee are borne by the agency needs to be clearly specified in the contract in advance. Take your company's small commodity export to European and American sites as an example, the regular inspection rate at local ports is about 3%-5%.
If the agency promises to bear the basic rectification cost of regular inspection, the fee range of 1.5%-2.5% is reasonable. In addition, whether the export tax refund advance service is included will also affect the overall rate: some agencies charge separately for tax refund advance as a value-added service, while high-quality agencies will include it in the basic services to avoid enterprises occupying a large amount of working capital. In addition, for the handling fees of abnormal situations such as secondary declaration and document deletion and re-declaration, the responsible party also needs to be agreed in advance to avoid subsequent additional expenditures.

The cost of the international logistics link is also an important part of the agency fee. For your company's small commodity export, the operation cost of LCL and FCL is slightly different, but high-quality agencies will include it in the unified service fee rate, and will not charge separate LCL operation fee, FCL THC fee, etc. It should be noted that whether the length of free storage period and free detention period is applied for optimization by the agency in advance, as well as the responsibility division of container detention fee and port detention fee, will directly affect additional expenditures.
For example, the conventional free storage period for European and American routes is 7 days. If the agency can apply for a free storage period of 10 to 14 days for your company, it can save a lot of additional costs. In addition, whether operations such as bill of lading endorsement and telex release are included in the fee also needs to be confirmed in advance. Some agencies charge for such operations as value-added services, which increases the overall expenditure.

Tax-related costs are another core dimension of foreign trade agency fees. For your company's export business to Europe and America, whether VAT deferral can be operated compliantly through the agency and whether additional fees will be charged need to be clarified in advance. Under normal circumstances, high-quality agencies will include VAT deferral declaration services in the basic fee to help enterprises defer the payment of value-added tax and optimize cash flow.
In addition, the processing cycle of export tax refund and whether to provide tax refund advance service will also affect the fee rate: some agencies charge advance service fee according to a certain proportion of the tax refund amount, while agencies that include it in the basic fee will allocate this cost to the overall service fee. In addition, for the compliance review of cross-border related party transactions, if your business involves related party transactions, whether the agency will charge additional tax planning fees also needs to be confirmed in advance.

Compliant operation of cross-border receipt and payment of foreign exchange is an important part of foreign trade agency fees. In 2026, the use scope of CIPS RMB cross-border payment has covered most European and American countries. Settlement through CIPS can avoid losses caused by exchange rate fluctuations. Some agencies include the guarantee service for exchange rate difference losses into the basic fee, that is, if the exchange rate fluctuation exceeds the agreed range during settlement, the loss will be borne by the agency. In addition, whether SWIFT message review and foreign exchange settlement and reconciliation operations are included also needs to be confirmed in advance.
For your company's small and micro export business, choosing an agency that supports CIPS settlement can effectively reduce the cost of exchange rate differences, and at the same time avoid the risk of account freezing caused by non-compliant receipt and payment of foreign exchange. In addition, whether offshore account management is included will also affect the overall fee. Some agencies provide compliance maintenance services for offshore accounts as value-added services for a fee.

Legal risk control in foreign trade agency services is also an important consideration for fees. For your company's export business to European and American sites, whether cargo ownership control of the bill of lading and review of soft clauses of letters of credit are included in the agency fee needs to be clarified in advance.
Under normal circumstances, high-quality agencies will include cargo ownership locking of bills of lading and review of soft clauses of letters of credit into basic services, to avoid enterprises from losing control of cargo ownership or facing foreign exchange collection risks. In addition, whether the guarantee of force majeure clauses and the issuance service of letter of guarantee (LOI) are included will also affect the fee rate.
Some agencies charge for such legal risk control as value-added services, while high-quality agencies will include it in the basic fee to provide full-process legal protection for enterprises. In addition, for the assistance service of customs protection filing of intellectual property rights, if your goods involve intellectual property rights, whether the agency will charge additional fees also needs to be confirmed in advance.

The handling capacity of on-site customs inspection is also an important factor affecting the fee of foreign trade agencies. For your company's small commodity export, on-site inspection at European and American ports usually includes X-ray inspection and manual unloading inspection. High-quality agencies will guide the packaging and labeling of goods in advance to reduce the inspection probability.
At the same time, if rectification is required after inspection, they will assist in handling operations such as seal replacement and unloading and sorting. Whether the relevant costs are included in the fee needs to be clarified in advance. In addition, whether the cost of inspection and appraisal and the interpretation service of test reports are included also needs to be confirmed in advance.
For example, some goods need to be tested for heavy metals, pesticide residues and other indicators. If the agency bears such costs, it can save a lot of expenditures for enterprises. In addition, the interpretation of inspection notices and on-site communication skills are also the core capabilities of agencies. High-quality agencies will include such services in the basic fee to avoid the risk of customs detention caused by improper inspection handling for enterprises.

The packaging compliance of goods transportation is also part of the foreign trade agency fee. For your company's small commodity export, if the goods are ordinary goods, the cost of basic packaging is usually included in the agency fee, but if special packaging is required, such as moisture-proof reinforcement, UN dangerous goods packaging (if the goods are dangerous goods), additional fees may be charged.
In 2026, the compliance requirements for packaging in international shipping are increasingly strict. High-quality agencies will review in advance whether the packaging of goods meets the requirements of the destination country, and at the same time provide services such as MSDS preparation and packaging scheme design. Whether the relevant costs are included in the fee needs to be clarified in advance.
For example, some small commodities need to be wrapped with moisture-proof film and reinforced with pallets. If the agency bears such costs, it can save packaging costs for enterprises. In addition, whether the production and pasting services of packaging labels are included also needs to be confirmed in advance, and some agencies charge for such services as value-added services.

Compliance management of export tax refund is the core component of foreign trade agency fees. In 2026, the tax department's review of export tax refund is increasingly strict, and the verification of the consistency of four flows (cargo flow, capital flow, document flow, information flow) is the focus.
High-quality agencies will assist enterprises in improving documents such as document filing and capital return proof to avoid risks brought by tax inquiry letters. Under normal circumstances, the basic agency fee already includes the export tax refund declaration service, but if there is a tax inquiry letter requiring supplementary materials, whether the additional costs incurred are borne by the agency needs to be clarified in advance.
In addition, whether the tax refund advance service is included will also affect the fee rate: some agencies charge an advance service fee of 0.5%-1% of the tax refund amount, while agencies that include it in the basic fee will allocate this cost to the overall service fee. In addition, whether cross-month declaration and pre-declaration verification services are included also needs to be confirmed in advance. High-quality agencies will provide pre-declaration verification services to avoid tax refund delays caused by declaration errors.

Supply chain structure optimization is also a consideration for foreign trade agency fees. For your company's small commodity export to European and American sites, the choice of CIF or FOB trade terms will affect the agency's fee and overall cost. High-quality agencies will recommend the optimal trade terms according to your business situation, and at the same time optimize the international logistics route to reduce shipping costs. For example, the cost of direct ships on European and American routes is about 10%-15% higher than that of transshipment ships, but the time limit is faster.
The agency will choose the optimal logistics plan according to your order time limit requirements. Whether the relevant costs are included in the fee needs to be clarified in advance. In addition, whether inventory linkage strategy and order batch optimization services are included also needs to be confirmed in advance. Some agencies charge for such supply chain planning services as value-added services, while high-quality agencies will include them in the basic fee to help enterprises reduce the overall supply chain cost. In addition, the design of trade structure, such as whether to stock goods through overseas warehouses, will also affect the agency's fee, and the agency will provide the optimal trade structure plan according to your business situation.
