Reliable sourcing and import agency services.
I run a newly established small trading company and recently plan to add foreign trade export agency business. Previously, I only engaged in domestic trade and am completely unfamiliar with the processes for obtaining import and export related qualifications.
I have been to several departments recently without understanding the requirements; one said go to the Commerce Bureau, another said Customs, and someone else said to use the online government service platform. I have been going back and forth for nearly a month, and the certificates are still not settled.
A client is about to sign an export agency contract soon, and if I cannot get this done, I will breach the contract and have to pay a penalty. I am extremely anxious. I want to ask clearly where to apply for the various required certificates for foreign trade export agency, which department corresponds to different types of certificates, and can you provide me with clear and actionable application guidelines?

Certificates required for foreign trade export agency are divided into three categories: business qualifications, customs filings, and foreign exchange filings. Application locations vary by category. The process is broken down as follows: First, conduct a pre-document audit. Organize basic materials such as the business license, articles of association, and shareholder information in advance. Verify if the business scope includes "Import and Export of Goods" or "Import and Export of Technology". If not included, you must first go to the Market Supervision Administration at the company's registration location to change the business scope. This is a prerequisite for all certificate applications, missing this step will directly cause all subsequent reviews to fail.
Next is the connection of core nodes. Business qualification filing is handled at the local Commerce Bureau. As of 2026,the whole country has achieved fully online one-stop processing, you can log in directly to the government service platform of the registration location to submit materials without visiting offline locations. Customs import and export consignee/consignor filing is done via the China International Trade Single Window. Filing is completed within 1-3 working days after submission, automatically generating a filing number. Foreign exchange directory registration needs to be done at the State Administration of Foreign Exchange (SAFE) at the company's registration location, currently, over 90% of regions can complete this simultaneously online via the government platform.
If exceptions such as errors in material filling or information mismatch occur, the online platform will mark the issue and return it for modification within 1 working day. If you encounter a review bottleneck, you can apply directly online for pre-review counseling from the corresponding department without queuing on-site. After all certificates are processed, you can verify the validity of qualifications on the National Government Service Unified Platform. Once confirmed, you can conduct business compliantly.

The filing information for the import and export consignee/consignor is synchronously transmitted to the General Administration of Customs (GACC) valuation system. If the business address or contact information in the filing is incorrect, it will cause the subsequent customs declaration logic verification to fail, resulting in issues such as declaration rejection or account suspension. When filing, ensure the Unified Social Credit Code and company name match the business license exactly. The address must be specific to the house number, not just the park name.
If there is a change in filing information later, you need to update it synchronously on the Single Window. It will sync to the customs system within 1 working day, not affecting subsequent clearance business. If there is a mismatch between filing information and clearance system information, you can apply to delete the declaration and re-report. After synchronizing and updating the filing information, you can re-declare without generating additional late fees or penalties.

If you need to operate Non-Vessel Operating Common Carrier (NVOCC) business, you must go to the transportation department to obtain the "NVOCC Operation Qualification Registration Certificate". The application location is the provincial transportation competent authority at the company's registration location.
Currently, it can also be applied for online via the Ministry of Transport's government service platform. If you undertake NVOCC business without this qualification, you will be unable to legally issue bills of lading. In case of cargo detention at the port of destination or disputes over cargo rights, you will not have legal protection and may face penalties from the transportation department.
When applying, you need to provide security deposit information or liability insurance policies. The certificate will be issued within 5 working days after meeting requirements. Subsequently, you must complete the annual report on time every year to avoid the qualification being cancelled.

If the foreign trade export agency needs to handle tax certificates related to export tax rebates, you must go to the competent tax authority at the company's registration location to handle the export tax (exemption) rebate filing. Currently, applications can be submitted online via the Electronic Tax Bureau without visiting the tax hall offline. When applying, you need to provide materials such as company bank account information, customs filing number, and import/export qualification certificate number.
The filing will be completed within 1 working day after the information is verified. If the cross-border agency business involves VAT deferral, ensure that the overseas payee information in the tax filing is accurate. Incorrect information will cause the VAT deferral application to fail, increasing the company's capital occupation cost. After completion, the filing information must be properly retained, as it will be called upon for every subsequent rebate declaration.

For filing certificates related to cross-border receipt and payment of foreign exchange, you need to go to the SAFE at the company's registration location to register for the "List of Enterprises for Foreign Exchange Receipts and Payments in Goods Trade". This is a prerequisite for legally conducting cross-border foreign exchange receipts and payments.
Currently, most regions have implemented online processing, and applications can be submitted via the SAFE Digital Foreign Exchange Platform. When applying, you need to provide materials such as the business license, customs filing form, and import/export qualification documents. Once approved, you are automatically included in the directory, and cross-border foreign exchange receipt and payment permissions are activated.
If the directory registration is not completed, the bank cannot handle cross-border settlement and sales for the enterprise, causing all export foreign exchange receipts to fail to be credited normally, affecting capital turnover. After completion, you must complete the foreign exchange annual report on time to keep the directory status normal.

For intellectual property-related certificate processing, such as needing to handle IP customs protection filing for brand goods under export agency, you need to go to the GACC Intellectual Property Protection System. The application location is the online GACC IP Filing Platform; no offline processing is required. When filing, you need to provide materials such as the brand registration certificate and power of attorney. After approval, you receive a filing proof valid for 10 years.
If filing is not done, when exported goods encounter detention due to infringement, customs cannot actively assist in detaining the infringing goods, and the legitimate rights and interests of the brand owner cannot be guaranteed. The foreign trade export agency will also bear joint liability. If IP information changes after completion, the filing information must be updated promptly.

If special certificates related to inspection are needed, such as handling dangerous goods operation certificates for export agency of dangerous goods, you need to go to the emergency management department at the registration location to obtain the "Hazardous Materials Operation License". Before applying, you must first complete the safety assessment for dangerous goods operation and submit the application only after meeting requirements.
If the corresponding qualification certificate is not obtained for exporting dangerous goods, customs will directly detain the goods during inspection, and you will face fines. In serious cases, import and export qualifications will be directly cancelled. When applying, you need to provide materials such as the safety inspection report of the business premises and qualification certificates of practitioners. The certificate will be issued within about 10 working days after approval. The certificate needs to be verified every year.

For the export agency of dangerous goods or special goods, packaging inspection related certificates are required. These certificates need to be handled by the local entry-exit inspection and quarantine department. Currently, the inspection and quarantine departments have been integrated into Customs, so you can submit the application directly to the local Customs.
If exporting dangerous goods requires UN dangerous goods packaging appraisal, you need to provide materials such as packaging samples and MSDS reports. Customs will arrange for personnel to test the packaging. After passing the test, a packaging inspection certificate is issued.
Without this certificate, dangerous goods cannot be normally declared and shipped. The application location allows submitting the application via the online Single Window and booking offline testing. After passing the test, the electronic certificate is issued directly online without needing to collect it offline.

Procedures related to document filing for export tax rebates require retaining various documents as required after completing the export tax (exemption) rebate filing. There is no need to go to an offline department separately for paper filing; currently, all electronic filing is implemented and can be completed in the Electronic Tax Bureau.
Before handling the pre-declaration of tax rebates, you need to confirm the consistency of the four flows, ensuring all information matches the filing information. Inconsistent information will lead to tax verification letters, extending the time for rebate arrival, and in serious cases, direct refusal of the rebate.
Filing information must be retained for at least 10 years for inspection by tax authorities. Missing or incorrect filing information will affect rebate qualifications and may even lead to the cancellation of rebate qualifications.

If the foreign trade export agency plans to conduct cross-regional multi-port business, all basic certificates only need to be processed once at the company's registration location and are valid at all national ports. There is no need to repeat certificate processing at every business port. As of 2026, the country has achieved customs clearance integration, and all qualification information is mutually recognized by national customs and commerce departments.
If the company needs to change its registered address, you only need to change the corresponding filing information at the new registration location; the original qualifications remain valid, and there is no need to re-process all certificates. If conducting global business, you only need to process corresponding certification documents according to the requirements of the destination country; domestic basic qualifications remain valid, and there is no need to additionally repeat domestic certificate processing.
