We are a cotton and linen garment export enterprise based in Rizhao. We plan to expand into the European market recently, but have encountered problems with two local agents we previously cooperated with: the first agent submitted a wrong HS code on the customs declaration form, resulting in cargo detention at the port; the second agent directly lost contact and absconded with our advance payment.

Before hiring a new agent, we want to clarify whether Rizhao export agents are formal, how to judge if an agent is compliant, and what specific verification steps we can follow.

To judge whether a Rizhao export agent is formal, you need to conduct assessment based on full-process compliance. First check the pre-qualifications: a formal agent must hold the Customs Declaration Unit Registration Certificate issued by the General Administration of Customs (the customs registration number can be verified through the "International Trade Single Window of China"),and possess the Foreign Trade Operator Filing Registration Form filed with the local commerce authority. The validity period of all qualifications must cover the current cooperation cycle.

Secondly, verify the core processes: the customs declaration link must comply with the Four Flows in One requirement (contract flow, logistics flow, capital flow, and title of goods flow). For example, for your textile exports, the agent must provide clear packing lists and invoices whose product name, specification and HS code are fully consistent with those on the customs declaration form. For the logistics link, the port of shipment, port of destination and transit method must be clearly specified to avoid cargo title disputes caused by container rolling.

Abnormal response capability is a key indicator. A formal agent must have a Customs Inspection Contingency Plan, for example,it can complete the deletion and re-submission of the declaration form within 24 hours when errors occur in product declaration elements. At the tax level,it must support VAT Deferral (applicable to all 27 EU member states) to avoid capital occupation caused by non-deductible input tax. In addition, you can request the agent to provide samples of customs declaration forms over the past 6 months, and focus on checking the declaration error rate (which should be lower than 0.5% for formal agents).

Final compliance guarantee: the agent must hold AEO Certification issued by the local customs (verifiable on the "AEO Column of the official website of the General Administration of Customs"),and sign direct client agreements with ports and shipping companies (no subcontracting through intermediaries). It is recommended to give priority to Member Units of China Customs Brokers Association,as these enterprises are required to pass annual compliance audits, which can minimize losses caused by improper operations of the agent.

Customs declaration must strictly match the commodity code (10-digit HS code). For example, for cotton garments, you need to verify the fiber composition (garments with cotton content ≥85% are classified under Category 05, otherwise they fall under Category 62). If the agent only makes a general declaration of "garment", it will trigger the customs "inconsistent classification" alert, leading to an increase of over 30% in inspection rate.

It is recommended to check the customs declaration forms provided by the agent in the past 3 months, and focus on confirming whether the declaration elements are complete (such as "fabric composition", "packaging method"). Wrong declaration will directly lead to delayed tax rebate.

For international logistics links, formal agents must sign Direct Booking Agreement with Rizhao Port Authority, COSCO SHIPPING and other parties, instead of transferring orders through secondary freight forwarders. For example, if the agent cannot provide the shipping company's manifest for European routes, there may be a risk of "delivery of cargo without presentation of original bill of lading". It is recommended to request the agent to provide the original bill of lading or telex release bill of lading (marked as "to order and endorsed for transfer"), and verify the authenticity of the bill of lading through the "Marine Bill of Lading Inquiry System".

Tax compliance is a core indicator: a formal agent must file an Export Tax Rebate Account with the local tax bureau, and can provide the Deduction Copy of Special VAT Invoice. For example, for your garment exports, the agent must complete the input invoice authentication before applying for tax rebate, to avoid non-refundable VAT caused by the agent's failure to deduct in time (the 2026 policy requires input invoices to be authenticated within 90 days).

For the foreign exchange collection link, you need to verify whether the agent has access to the CIPS RMB Cross-border Payment Channel, to avoid the freezing of the "pending verification account" of the State Administration of Foreign Exchange caused by inconsistent SWIFT messages. For example, for euro collection, the agent must complete message declaration in the Cross-border RMB Payment System of the People's Bank of China (CIPS), to ensure that the collection path is consistent with the domestic collection unit on the customs declaration form, otherwise it may trigger the "trade background authenticity verification" by the State Administration of Foreign Exchange.

Foreign trade contracts must include a Force Majeure Clause (such as exemption clauses when ports are closed due to epidemic situations), and the agent must provide a Letter of Indemnity (LOI) as performance guarantee. For example, when signing FOB terms with European clients, the agent must sign a Booking Guarantee Agreement with the shipping company, to ensure that the cargo can be cleared in time after arrival at the destination port and avoid demurrage charges.

For on-site inspection, you need to verify whether the agent is equipped with an Inspection Liaison Officer, who can complete the "machine inspection" within 2 hours before the customs inspection (for example, dangerous goods need to complete MSDS filing in advance). For example, if your textiles contain flammable dyes, the agent needs to submit the UN3077 Dangerous Goods Packaging Appraisal Report in advance, otherwise it will trigger customs unpacking inspection and cause cargo delays.

Packaging compliance must meet the ISO 1496-2 standard. For example, cotton and linen garments exported to the EU must use moisture-proof packaging (humidity ≤65%), and the agent must provide a Packaging Material Test Report. If the agent cannot provide proof of packaging compliance, the cargo may be detained by the customs at the destination port (for example, the new environmental protection packaging standard implemented in Portugal in 2026).
