I am engaged in Southeast Asian spice import trade, and have been in this industry for just half a year. Last month, I imported one container of Indonesian cardamom and entrusted a small agency to handle customs clearance. Since I did not clarify what documents to prepare in advance, I missed the additional phytosanitary certificate, which directly caused 12 days of port detention.
The container detention fee plus over-storage warehousing fee alone cost nearly 30,000 RMB, raising the cost by 8 percentage points directly. Now I have 3 containers of Vietnamese cardamom arriving at Shanghai Yangshan Port next week, and I am afraid of falling into the same pit again.
I would like to inquire in detail about what documents need to be prepared in advance for imported cardamom customs clearance through a formal customs brokerage in 2026, whether there are special qualifications or approval documents that need to be processed in advance, and what additional materials should be prepared to respond to customs inspection. Please provide an accurate list.

First of all, complete pre-verification of main entity qualifications in advance, and provide the agency with the import and export operation rights filing form, customs import and export consignee and consignor filing receipt, and food consignee filing certificate. These three qualifications are indispensable,if you do not have relevant qualifications, you can entrust the agency to provide dual-head customs clearance qualifications,no separate processing is required.
Core declaration documents need to be prepared 7 days in advance, including the certificate of origin issued by the overseas supplier, official phytosanitary certificate (the 2026 new customs regulation requires that the Latin name of cardamom Amomum kravanh must be marked, and the fumigation treatment method and duration must be specified),packing list, commercial invoice, trade contract, ocean bill of lading,as well as the entry animal and plant quarantine license processed in advance domestically. This document cannot be supplemented after the cargo arrives at the port, and the application must be submitted at least 10 days in advance.
If customs price verification or random inspection is encountered, you need to additionally provide foreign exchange payment voucher, supplier ex-factory price certificate, pesticide residue and heavy metal test report meeting the GB2762-2022 standard, and subsequent cargo storage and distribution statement. If the pesticide residue exceeds the limit, the cargo will be directly returned,so pre-inspection must be completed overseas in advance.
All documents shall be submitted to the agency 3 days before the cargo arrives at the port for pre-review,and problems shall be modified in advance to avoid additional costs caused by document modification after port arrival. After the pre-review is passed, arrange declaration, and the customs clearance duration can be shortened to 2 working days.

In 2026, the customs price verification logic for imported spices has been updated to global concurrent transaction price comparison. When submitting customs declaration documents, you shall simultaneously attach past transaction records of both trade parties, foreign exchange payment slips, and international freight payment vouchers, to avoid being judged as under-declared price by customs. If there is a price verification query, do not directly submit a revised price for declaration, but first provide the price composition statement issued by the supplier, specifying raw material procurement cost, processing cost and profit proportion.
Under logically consistent circumstances, the cargo can be cleared directly at the original declared price without adjustment. If the account suspension situation has already occurred, supplementary documents shall be submitted within 7 working days to apply for , otherwise the enterprise will be included in the credit abnormal list, and the subsequent inspection rate of all its cargo will rise to over 80%.

Imported cardamom is mostly transported via Southeast Asian routes. When booking space, you shall apply for at least 14 days of free container period and 7 days of free storage period in advance. When submitting customs declaration documents, you shall simultaneously provide the endorsement document of the ocean bill of lading to the agency, to ensure that the document exchange timeliness will not be affected.
If the cargo is rolled, you shall immediately provide the pre-review passed certificate of customs declaration documents to the shipping company, which can arrange the priority cabin for the next voyage, and 50% of the extra cabin price difference generated can apply to be borne by the shipping company. For cargo whose transit port stop time exceeds 7 days, you shall prepare the unopened package certificate of the transit port in advance, to avoid customs requiring re-quarantine after arrival, which adds extra customs clearance cost and duration.

The trade contract submitted during imported cardamom customs declaration shall clearly mark the payment settlement method and settlement cycle of the goods. For enterprises that choose VAT deferred declaration, they shall simultaneously submit the VAT general taxpayer qualification certificate and enterprise tax payment credit grade A certificate in the customs declaration documents.
Qualified enterprises do not need to pay import VAT at the customs clearance stage, and can directly deduct it in subsequent tax declaration, which greatly saves the cash flow occupation of the enterprise. In the case of dual-head customs clearance, the deduction party shall be clearly marked on the customs declaration form, to avoid subsequent disputes over the VAT deduction right and generate unnecessary tax cost.

The foreign exchange payment for imported cardamom shall be completed within 90 days after the customs clearance of the goods. When submitting customs declaration documents, you shall simultaneously provide the foreign exchange payment plan statement, marking the specific payment time and payment path.
For enterprises that choose CIPS RMB settlement, they shall clearly mark the actual settlement currency in the trade country column of the customs declaration form, to avoid the problem of inconsistent currency during subsequent foreign exchange settlement, which affects the verification and cancellation of foreign exchange quota. If the difference between the foreign exchange payment amount and the customs declaration amount exceeds 5%, the difference statement document shall be prepared in advance and filed with the foreign exchange administration department, to avoid being included in the foreign exchange abnormal monitoring list.

The trade contract submitted to the customs brokerage shall clearly mark the quality standard of the goods, specify the limit requirements of pesticide residues and heavy metals, and attach a force majeure clause, clarifying that the detention and return losses caused by inconsistent documents provided by overseas suppliers shall be borne by the suppliers.
If a letter of guarantee is required for early cargo release, the cargo right proof document shall be submitted simultaneously in the customs declaration documents, to ensure that the cargo right still belongs to the domestic importer after the letter of guarantee is issued, and avoid the risk of cargo right transfer. All documents submitted to the customs brokerage shall be scanned copies affixed with the official seal, to avoid document embezzlement.

The probability of imported cardamom being selected for inspection is around 30%. The cargo stacking schematic diagram shall be attached in advance in the customs declaration documents, marking the cargo weight and batch of each pallet.
During the unpacking inspection, the batches near the container door shall be selected for sampling priority, which can reduce the cost and duration of unpacking. If pesticide residue testing is required, the pre-completed third-party test report shall be submitted within 24 hours after receiving the inspection notice.
If it meets the standards, exemption from testing can be applied for, and the goods can be released directly. If the test result shows that the pesticide residue is close to the limit standard, re-sampling test can be applied for, to avoid being directly judged as unqualified product and returned.

Imported cardamom is a kind of cargo that is easy to get damp and deteriorate. When submitting customs declaration documents, you shall simultaneously attach the packaging qualification certificate of the goods, specify the moistureproof grade of the packaging material. Wooden packaging that meets IPPC packaging standards shall be marked with clear IPPC logo, to avoid being required to conduct fumigation treatment due to unqualified packaging, which generates extra cost.
If the cargo is packed with plastic woven bags, the air permeability parameter of the woven bag shall be specified in the packaging certificate. Those that meet customs requirements can reduce the unpacking sampling proportion during inspection, and lower the risk of cargo getting damp.

For enterprises that import cardamom in batches for a long time, they can apply to be included in the customs AEO Authorized Economic Operator advanced certification enterprise convenient customs clearance list when submitting customs declaration documents. Qualified goods can enjoy the treatment of advance declaration, priority inspection and priority release, and the customs clearance duration can be shortened to less than 1 working day.
For enterprises that choose CIF trade term, they shall clearly mark the amount of freight and insurance premium in the customs declaration documents, which can be directly included in the cost of the goods, and reduce the enterprise's income tax burden. It is recommended to embed the pre-review process of customs declaration documents into the stocking link of the supply chain in advance, which can overall improve the operation efficiency of the supply chain and reduce the comprehensive cost.
