I am engaged in the import of construction machinery parts. Last year I switched to a new customs clearance agent, but they failed to check the part codes in the processing trade handbook in advance, which led to the cargo being detained at the port for 3 days after arrival. We spent 12,000 RMB on container detention fees alone, and were fined 5,000 RMB by Party A for delayed delivery to the construction site. Now I want to find a reliable agent, and I want to know exactly what points to pay attention to?
For example, how long in advance should documents be reviewed? How to deal with price verification disputes? Will new tariff policies released in 2026 affect our business? Is the cargo right control capability of the agent important? Is there a risk that the cargo will be picked up by unauthorized parties?

The core of import customs clearance agency is full-link risk pre-control,rather than making up loopholes after the cargo arrives at the port. First of all, focus on pre-document review — in 2026,the customs will enforce stricter inspection on "classification consistency". The agent needs to check the packing list, invoice, contract, and RCEP Certificate of Origin 7 days before the shipment departs, and focus on confirming that the part codes are consistent with the previous declaration,so as to avoid cargo seizure caused by wrong codes.
Secondly, focus on core node connection: complete document exchange within 4 hours after the bill of lading arrives at the port. In 2026,the free storage period at Yangshan Port is 7 days, and a surcharge of 200 RMB per container per day will be charged for exceeding the period, keep track of "consistency between manifest and declaration data" after customs declaration, and submit a correction application within 12 hours, otherwise inspection will be triggered.
Then implement abnormal preplans: for price verification disputes, prepare supporting documents of real transactions of the same category in the past 3 years (CIPS payment slips,third-party valuation reports),for random inspections, the agent needs to arrange personnel familiar with the cargo to be present, sort out technical parameters and authorization letters in advance,so as to prevent the inspection from being extended to more than 3 days.
Finally, build a closed-loop cargo right control system: require the agent to provide a bill of lading endorsement confirmation, and the document exchange can only be conducted after your authorization, after customs release, receive the customs release note and the container pick-up confirmation from the yard simultaneously,to prevent unauthorized pick-up of cargo. These details can avoid 90% of customs clearance risks.

In 2026, the customs implements "integrated customs clearance + intelligent document review". For import customs clearance, note that the goods traceability QR code (including manufacturer information and batch number) must be uploaded on the customs declaration form simultaneously, otherwise the intelligent document review system will reject the declaration; for price verification disputes, the related party transaction pricing table (referring to the public market range of the same category in the same region) is required, and the approval rate will be less than 30% without supporting data; submit a declaration deletion application within 24 hours if there is a declaration error, otherwise the enterprise credit rating will be downgraded.
Dual-use items need to be checked against the control list in advance, and unrecorded goods will be detained and the enterprise will be downgraded to Class C.

For logistics links: choose direct liner services (with 3 more days of free storage period but 15% higher freight) according to the cargo schedule; pick up the container within 24 hours after customs release, and apply for off-site container return when the yard is congested (mutual recognition between Yangshan and Waigaoqiao Port); confirm that the agent has the original scanned telex release authorization for the telex release bill of lading; obtain the yard signed receipt after container pick-up to clarify the transfer of cargo right.

2026 tax policies: enterprises above Class B can apply for import VAT deferral (for a maximum period of 6 months); for RCEP applicable parts, verify the PSR (Regional Value Content ≥40%) to enjoy 0% tariff; prepare contemporaneous documentation for transfer pricing for related party transactions, as the State Taxation Administration and General Administration of Customs share data, unreasonable pricing will lead to supplementary tax payment.

Foreign exchange receipt and payment compliance: make payment within 30 days after the cargo arrives at the port, otherwise the bank will suspend related services; four documents (customs declaration form, bill of lading, invoice, contract) must be consistent for payment, which will be automatically verified by CIPS; provide capital flow proof for payment from offshore accounts; forward exchange rate locking (up to 180 days) is available to avoid exchange rate fluctuations.

Inspection response: sort out the cargo list, technical parameters and authorization letters in advance, and prepare installation manuals for precision parts; check that the container seal number is consistent with that on the bill of lading, and report to the customs immediately if there is inconsistency; arrange personnel familiar with the cargo placement for unpacking to avoid cargo damage (the agent shall bear the unpacking fee caused by declaration errors); track the laboratory testing progress (7 days on average) and provide timely feedback.

Packaging requirements: provide 2026 GHS compliant MSDS for parts containing lubricating oil; use vacuum packaging plus desiccant for precision parts and provide moisture resistance test report; use UN38.3 compliant packaging for lithium batteries and attach the appraisal report; clearly mark the cargo name, quantity and other information on the package, otherwise unclear marking will trigger inspection.

Supply chain planning: choose DAP Incoterms (the agent is responsible for port-to-warehouse transportation); set safety stock warning to arrange import in advance; calculate the total cost of customs clearance, logistics and tariff, and compare the cost of Shanghai and Ningbo ports with a precise cost accounting model; prepare alternative routes during congestion (Europe to Ningbo then transship to Shanghai).
