Reliable sourcing and import agency services.
I am the head of a small and medium-sized enterprise that has just started import trade of daily consumer goods. Previously, we directly arranged shipments from overseas suppliers and handled customs clearance on our own.
Last time, our goods were detained for one week due to inconsistent information on the certificate of origin, resulting in more than 8,000 yuan in demurrage fees, and we were almost fined by the customs. Now we plan to switch to import commodity agency business, but we have no idea how to proceed. I do not know what conditions we need to meet, nor what materials need to be prepared in advance for the whole process.
I am worried about stepping into pitfalls again and paying unnecessary extra costs, and also afraid that compliance problems will affect the company's subsequent import qualification. I want to know how to carry out import commodity agency specifically, and whether there are complete operation steps and risk avoidance methods that can help us go through the whole process smoothly without mistakes.

The full-process operation of import commodity agency starts with pre-document review. Pre-audit of all documents shall be completed 10 working days before goods shipment, focusing on checking certificate of origin information, packing list weight, declared product name. These three items are the most error-prone links, especially the preference entitlement information on the certificate of origin, which must fully match the actual information of the goods. Any error will directly affect the tariff rate, and even lead to direct customs detention. Pre-audit in advance can intercept most problems before shipment, avoiding extra costs caused by handling after the goods arrive at the port.
Four key nodes shall be controlled for core node connection, namely pre-audit before shipment,pre-declaration before port arrival, preparation before inspection, and delivery after release. The connection time between each node shall not exceed 1 working day. The agency shall coordinate all information with the shipping company, customs and storage party in advance to avoid information gap leading to cargo detention. Most demurrage fees are caused by untimely node connection.
Corresponding plans shall be prepared in advance for common abnormalities. For example, for inconsistent document information, prepare amendment application and supporting materials in advance, and document amendment can be completed within 24 hours after port arrival. In case of price review objection, prepare materials such as foreign exchange payment vouchers, original factory invoices, transaction contracts in advance to cooperate with the customs to complete price negotiation and shorten dispute handling time. If the goods are selected for inspection, sort out copies of all documents in advance and arrange special personnel to coordinate on site to speed up the inspection.
Three final works shall be completed for final compliance implementation, namely foreign exchange payment information filing, tax bill checking and archiving, and subsequent import credit information updating,to ensure that all documents and data in the whole process are fully matched and meet the compliance requirements of the customs and the foreign exchange administration. After the whole process is completed, the time from port arrival to release of ordinary general cargo can be controlled within 3 working days, which is much faster than the average time of self-operation,and can also effectively reduce various extra costs.

The price review link is the most dispute-prone part in import commodity agency. Customs price review mainly checks whether the declared price conforms to the transaction value method. If the declared price is lower than the customs benchmark price of the same period, the price negotiation procedure will be initiated. A full set of materials such as original factory invoices, foreign exchange payment vouchers, domestic sales contracts, and insurance documents shall be prepared in advance to prove the authenticity of the declared price. In case of pending payment, application rejection and other situations, first check whether the system declaration information is consistent with the paper documents.
If there is indeed an entry error, submit an application for document deletion and re-declaration within 24 hours to avoid affecting customs clearance efficiency. Under the integrated customs clearance mode, information of all ports across the country is shared, and declaration abnormalities at any port will be recorded in the enterprise credit file. During operation, it is necessary to ensure the logical closed loop of declaration information to avoid leaving bad credit records.

The logistics link of import commodity agency requires route planning in advance. If the goods are time-sensitive, direct shipping routes can be selected; if cost control is required, transit routes can be selected. Shipping space shall be locked two weeks in advance to avoid overbooking and container rollover.
After the goods arrive at the port, apply for free storage period in advance. Rules for free storage period vary from port to port. Advance application can extend the free storage period by up to 7 days, which can save a large amount of detention fees and storage costs.
If the receiving port needs to be adjusted, submit a port change application within 3 days after the ship sails, to avoid high port change fees caused by port change after arrival. In terms of cargo right control, ensure that the bill of lading endorsement is complete. If telex release is adopted, check the consignee information in advance to avoid disputes caused by wrong delivery of goods.

Import commodity agency can reduce overall costs through compliant tax planning. The most commonly used method is the VAT deferral model. Enterprises meeting the access requirements can apply for import VAT deferral, which does not require prepayment of value-added tax during customs clearance, greatly optimizing the enterprise's cash flow and reducing capital occupation costs.
For import agency business involving cross-border related transactions, pricing rationality review shall be completed in advance to comply with relevant BEPS requirements, to avoid transfer pricing investigation by tax authorities, which will lead to additional tax payment and fines. For import agency entrusted by non-resident enterprises, withhold and pay the withholding income tax of non-resident enterprises in advance, and complete relevant filing to avoid compliance risks.

The foreign exchange receipt and payment link of import commodity agency shall meet the compliance requirements of the foreign exchange administration. Currently, cross-border RMB payment can be processed through the CIPS system, which has 2 to 3 days faster arrival time and lower handling fees than SWIFT, optimizing foreign exchange purchase spread costs, and is suitable for large-value import agency business.
After foreign exchange receipt and payment, complete foreign exchange settlement and account reconciliation in time to ensure that the amount of foreign exchange receipt and payment is consistent with the import declaration amount. A deviation of more than 5% will trigger an early warning from the foreign exchange administration and affect subsequent foreign exchange receipt and payment business.
For payments received and paid through offshore accounts, properly keep transaction materials. Each transaction shall keep corresponding agency contracts, customs declaration forms and invoices to ensure compliance and traceability.

A standardized agency agreement shall be signed for import commodity agency to clarify the rights and obligations of both parties, especially the cargo right transfer clause and force majeure clause, and fallback agreements shall be made to avoid disputes caused by force majeure such as supplier supply interruption and ship suspension. If the agency import involves intellectual property rights, check the brand authorization documents in advance, and complete the inquiry of intellectual property customs protection filing to avoid customs detention of imported infringing goods.
The division of intellectual property infringement liability shall also be clarified in the agency agreement to avoid own risks. If letter of credit payment is adopted, check the L/C terms in advance and eliminate soft clauses to avoid payment refusal caused by discrepancy between documents.

After imported goods are selected for on-site inspection, first check the inspection items on the inspection notice, clarify whether it is machine inspection or manual unpacking inspection, and arrange unpacking personnel and loading and unloading equipment in advance. First check the authenticity of the seal, check whether the seal number is consistent with the seal number on the bill of lading, and whether the seal is damaged.
If the seal is abnormal, take photos for retention in time and report to the customs. For goods that need to be sent for inspection and identification, prepare product manuals, MSDS and other materials in advance, cooperate with the customs to complete sampling, and follow up the progress of the test report. If there is any objection to the test result, you can apply for re-inspection within 15 working days.

The packaging of imported goods shall meet the relevant requirements of Chinese customs and transportation. Ordinary goods shall be properly moisture-proof and reinforced to avoid cargo damage during transportation.
For dangerous goods, dangerous goods packaging conforming to UN standards must be used, correct dangerous goods labels shall be posted on the packaging, and dangerous goods classification and identification shall be completed in advance to provide correct MSDS documents. MSDS information must be consistent with the actual composition of the goods.
Incorrect MSDS information will directly lead to customs detention of goods, and re-identification will incur extra time and costs. Select corresponding cushioning packaging materials according to different characteristics of goods. For example, high-density bubble cotton shall be selected for fragile goods, and leak-proof packaging shall be provided for liquid goods.

Document filing management shall be well done for the whole process of import commodity agency to ensure the consistency of four streams: contract, invoice, customs declaration form, and receipt and payment voucher. Any inconsistent information will trigger compliance verification and affect the subsequent import and export business operation of the enterprise.
Documents shall be kept for at least 5 years for inspection by customs and tax authorities. If cross-year archiving is required, make classified indexes to facilitate quick retrieval. In case of tax letter investigation, sort out all documents in advance and provide corresponding materials as required to ensure smooth passage of the letter investigation and avoid affecting the relevant qualifications of the enterprise.

Import commodity agency can optimize the supply chain structure according to the enterprise's sales and inventory situation, adopt the inventory linkage strategy, adjust the import batch and volume according to sales data, reduce inventory overstock and lower storage costs. In terms of trade term selection, if enterprises want to control logistics costs, they can choose FOB term and arrange domestic logistics and insurance on their own; if they want to save trouble, they can choose CIF term and let the supplier arrange transportation.
Trade terms can be switched according to actual situations to adapt to the enterprise's own needs. The return ratio of different schemes can be calculated through the cost actuarial model, and the scheme with the lowest comprehensive cost can be selected to optimize the overall supply chain efficiency.
