I’m a cross-border e-commerce seller with 5 years of experience, previously doing small-batch imports via bonded warehouse drop shipping. This year, I obtained the domestic general agency rights for a niche Nordic home furnishing brand, and this is my first time importing FCL goods through Shanghai Port.

I have no experience with the agency process for general trade imports. I heard from peers that the customs has updated many declaration requirements for imported consumer goods this year, and I failed to prepare the correct documents even after visiting the customs window twice.

Now the goods have been at the port for three days; if I still can’t get this sorted out, demurrage fees will be incurred and the container may even be detained. I’m extremely anxious and want to know what to do with import commodity agency services, how to achieve fast and compliant customs clearance, and avoid additional losses?

First, complete the Pre-submission Document Pre-check. Since you’re importing home consumer goods, you need to verify the consistency of information across brand authorization documents, certificates of origin, packing lists, invoices, and contracts. Confirm that the Chinese labels comply with the latest 2026 customs labeling specifications for consumer goods, and supplement any missing information in advance to avoid delays caused by modifications after the goods arrive at the port.

For core node coordination, complete pre-declaration entry 3 working days before the goods arrive at the port, coordinate with the shipping company to collect the bill of lading in advance, and conduct pre-classification with customs simultaneously to confirm the regulatory conditions corresponding to the HS Code, avoiding rejections due to incorrect classification. For inspection-required goods, schedule on-site inspection in advance to shorten waiting time.

For abnormal scenario response plans, once document information inconsistencies are found, activate the amendment channel immediately. With pre-registered fast amendment rights, you can complete amendment and re-declaration within 4 hours to avoid accumulating demurrage fees. If a price review objection arises, prepare foreign exchange payment vouchers and original factory invoices in advance to be ready for price negotiation.

For final compliance implementation, after completing customs clearance, simultaneously complete foreign exchange payment compliance filing and organize tax deduction materials. Archive all documents for more than 3 years to meet the requirements of post-clearance customs audits. The entire process can be completed within 3-5 working days to avoid additional losses.

For general trade import of home consumer goods, first confirm the accuracy of commodity classification. If the certificate of origin provided by the brand is issued by the official EU authority, preferential tariff rates can be applied. You need to confirm that the certificate of origin meets the direct shipment rules and that the goods have not been transshipped or resold in a third country/region.

If there is a price review dispute, provide the original commercial invoice, foreign exchange payment slip, and brand pricing documents to prove the authenticity of the import price, avoiding additional taxes caused by customs valuation based on the minimum price limit. If rejection has already occurred, verify the consistency of characters between the commodity information in the declaration system and the document information. In many cases, it’s due to incorrect character input of the Chinese brand name leading to system mismatch, and re-declaration can be done quickly after modification without affecting customs clearance efficiency.

The goods have been at the port for three days; you need to apply to the shipping company for an extension of the free storage period immediately. For FCL imports, you can apply for a 3-day extension of the free storage period with the pre-declaration record, which can reduce demurrage costs by at least two-thirds. If you have plans for future FCL imports, lock in shipping company slots in advance and confirm the sailing schedule 10 days ahead to avoid overbooking and container detention.

For heavy home furnishing goods, prioritize direct shipping. Although transshipment is cheaper, it easily leads to container transfer delays and increases the risk of seal damage, which affects the subsequent customs clearance process. You can also apply for advance port entry, so that you can collect the bill of lading and declare on the same day after the goods arrive at the port to compress the overall customs clearance time.

As a general taxpayer importing goods, you can apply for VAT Deferral. Currently, the Shanghai Port has opened the VAT Deferral policy for compliant agency import general taxpayer enterprises in 2026. You don’t need to pay VAT in advance during customs clearance, which can greatly relieve capital occupation pressure and reduce capital occupation costs by about 10%.

The requirements are that the enterprise has a tax credit rating of Grade B or above, no major tax violations, and completes the filing in advance to enjoy the policy benefits. At the same time, keep customs payment certificates, procurement contracts, and foreign exchange payment vouchers for subsequent input tax deduction to avoid problems during tax audits.

For the import foreign exchange payment link, prioritize using CIPS RMB cross-border payment. Currently, the settlement fee for RMB cross-border payment via CIPS is about 40% lower than SWIFT, and the arrival time is fast, generally completed within 1-2 working days. It can also avoid exchange rate fluctuation risks.

If paying via an offshore account, complete foreign exchange payment compliance filing in advance to ensure that the information of the payer is consistent with the seller in the procurement contract, avoiding foreign exchange settlement suspension caused by inconsistent foreign exchange payment/receipt entities. After completing the payment, keep the SWIFT message or CIPS settlement voucher for subsequent audits by customs and the foreign exchange administration to ensure full-process compliance.

Imported home consumer goods are likely to be subject to container inspection. Prepare the packing details in advance, mark them according to the container type and cargo placement location to facilitate customs officers to locate the goods during on-site inspection, shorten inspection time, and reduce container stripping fees.

If wooden packaging is involved, confirm in advance whether the IPPC mark is clear and complete. If the mark is blurry, prepare the fumigation certificate in advance to avoid cargo detention due to wooden packaging issues. If the goods need to be sent for testing, prepare the product component test report in advance; if it meets domestic standards, the testing process can be shortened to speed up release.

After obtaining the domestic general agency qualification for the brand, complete the customs intellectual property protection record in advance. The customs system can automatically verify the brand authorization information of imported goods, which can avoid detention due to intellectual property disputes and also prevent the import of counterfeit products through other channels later.

Verify the delivery terms in the trade contract, clarify that the seller is responsible for risks before the goods arrive at the port. If the goods are damaged during transportation, you can claim compensation according to the terms. Also, clarify the demurrage fee bearing rules; if demurrage is caused by delayed document delivery by the seller, the fee shall be borne by the seller to avoid bearing additional losses yourself.
